Residential Real Estate Prices Decline in Q3 2020

Residential real estate prices of various types of new housing units in the Philippines contracted by 0.4 percent year-on-year in Q3 2020 based on the Residential Real Estate Price Index (RREPI). A similar trend was observed quarter-on-quarter with the RREPI declining by 14.1 percent.

This is the first time that the RREPI posted negative y-o-y growth since the start of the series in Q1 2016. The decline in the RREPI may be partly due to the weak consumer demand for houses and lots. This is consistent with the outcome of the Q3 2020 Consumer Expectations Survey, which pointed to the low preference of consumers to buy real estate property amid the pandemic and economic uncertainty.

DAR offers 3-hectare farm lots for agriculture graduates

Fresh graduates of agricultural courses may be awarded with three hectares of farm lots each to enable them to practice their profession in their farms, Department of Agrarian Reform (DAR) Secretary John Castriciones said.

Castriciones said the three-hectare offer for fresh graduates of agricultural courses is meant to encourage the youth to embrace farming to reinforce the ageing sector, in which the average age of some 11 million Filipino farmers is 57.

He expressed confidence that fresh graduates of agricultural courses will harness the farm lots that will be given to each of them since these would serve as their “farm laboratories” on which they could apply the theories and best practices that they learned from their schooling.

“This incentive will also serve as an impetus for the attainment of the country’s food security,” he said.

The DAR cited studies showing that many young Filipinos prefer to take up non-agricultural courses because of a wrong notion that “farming is no fun.”

The Department of Agriculture Agricultural Training Institute said the country may face a shortage of farmers in 15 years if the trend continues.

“This is our response to this critical issue. We need to encourage the youth to engage in farming to keep the country’s food security on course,” Castriciones said.

He added that revitalizing the agriculture industry with younger generation of farmers, with greater understanding about modern farming technology, is the key to enhancing farm productivity and compensating for losses due to weather disturbances.

THE Land Registration Authority (LRA) and the Bureau of Internal Revenue (BIR) said they signed a memorandum of agreement (MoA) running for five years which will allow the two agencies to share records in aid of improving tax assessments and collections.

The MoA was detailed in Revenue Memorandum Circular No. 123-2020 issued by BIR Commissioner R. Dulay on Monday, a copy of which was published the next day on the bureau’s website.

The agreement allows LRA to share with the BIR the personal data of registered property owners.

The BIR can also share personal data of taxpayers with the LRA, which the latter can use to validate tax declarations.

“BIR and LRA shall implement appropriate security measures… to ensure protection of the personal information of data subjects, including the policy for retention, destruction and disposal of records,” it said.

How to Become a PRC Accredited Real Estate Salesperson:
Step 1. Look for a licensed Real Estate Broker (REB) who can train and accredit you as one of his/her selected 20 real estate Salespersons. As per RESA 9646, a real estate broker can only accredit a maximum of 20 Salespersons under his/her license.

Step 2. Ask your real estate broker’s recommendation for Real Estate Brokerage Seminar (REBS) which you can attend as part of the requirements for Professional Regulation Commission (PRC) accreditation. REBS is normally an 15-hour seminar which is conducted by PRC accredited provider. Seminars are via Zoom.

Step 3. If your broker is also engaged with marketing and selling projects from developers, you also need to be accredited with Department of Human Settlement and Urban Development (DHSUD). **Requirements are Accreditation form with list of requirements, pictures, photocopies of your broker’s and your own* PRC-issue Certificate of Registration and Professional Identification Card. Surety Bond or Cash of Php 1,000 and processing fee of Php 288 and signed letter of engagement by your broker.

Step 4. As of now, DHSUD allows PRC-issued claim slip while PRC Accreditation ID is on process.

Step 5. There maybe changes as the accreditation process is being handled by DHSUD. This will be updated when new process is already announced.

Step 6. Both PRC and DHSUD process can be done in one day as long as all documentary requirements are complete. For PRC, next step is to schedule your online e-oathtaking via Zoom.

Check if the Project has a Certificate of Registration and License to Sell.
1. You should ask the broker/agent of the owner/developer if the project is registered and has a License to Sell issued by HLURB:
* This can be verified at the Online Queries/HLURB website (www.hlurb.gov.ph) for the list of projects covered by Certificate of Registration and License to Sell as well as any encumbrance thereon, e.g. Cease and Desist Order, Suspension of License, etc.;
* Or you may visit or call the nearest HLURB Regional Office for this information.
2. Visit the subdivision/condominium, where the house and lot or condo unit to be purchased is located to know its natural topography, viz: susceptibility to landslide, flooding, erosion, etc.;

If the project is covered by a License to Sell, you may already enter into a Contract with the owner/developer. However, there are things which must be checked:

1. The date of completion of the project as indicated in the License to Sell;
2. If the property is mortgaged, it should have a Clearance to Mortgage from the HLURB;
3. The facilities and amenities represented in the advertisement flyers/ brochures are in accordance with the approved subdivision and condominium plan on file with HLURB (now DHSUD). .

WHEN BUYING

1. Check if the broker/agent is registered with HLURB/DTI;
Verify if the property has not been sold to other buyers with the Register of Deeds;
2. Check into your source of income whether you can afford to pay the equity and the monthly installments;
3. Check if the materials of the house or condo unit conform with the development standards and approved construction specifications submitted to HLURB;
4. Check whether the developer would pay for the water and electric meters, the subdivision perimeter fence, etc;.
5. Check who would eventually operate the subdivision/condominium water system.
