The SKK Rice Processing Complex (RPC) started as a partnership project of the Caritas Diocese of Libmanan (CDL), the social action and development arm of the local church and the Department of Agriculture along with its line agencies: National Food Authority (NFA), National Irrigation Administration (NIA) and the Philippine Center for Post-harvest Development and Mechanization (PhilMech) in 2013 a
s part of the Agri-Pinoy Rice Program, with the SKK Organic Farmers Association (SKK OFA) as the main beneficiary. The RPC opened its doors on March 3, 2014 as an active player in the whole rice value chain - from production (community organizing & provision of farming inputs & services), processing (drying & milling) to marketing (palay & rice trading). It has also been involved in the development of farmers' organizations through capacity-building activities like technical trainings; leadership and values formation workshops using the Agro-Enterprise Development System of the Catholic Relief Services as a guide through a partnership with PinoyME Foundation, Peace & Equity Foundation, Pondo ng Pinoy Community Foundation, and Rotary Clubs Makati-San Lorenzo & Taipei Central. After its soft operations (March 3, 2014 to December 31, 2015) under the management and supervision of DA's Project Technical Advisory Board (CDL, DA, NFA, NIA, PhilMech and SKK OFA), the RPC has been officially registered with the Securities and Exchange Commission as SKK (Saradit na Kristyanong Komunidad) FARMERS CORPORATION, a corporative social enterprise, that aims to counter the unjust status quo of the local rice industry and tilt the social and economic balance towards the marginalized farmers. At the beginning of 2016, the SKK FC-RPC has expanded its reach to organic rice production, processing and marketing gradually moving towards its ultimate goal which is to convert conventional farmers to organic farmers, providing better economic opportunities to and for them while seriously taking their roles as stewards of the Earth. Areas of operations include the 11 municipalities of the first and second districts of Camarines which comprise the Diocese of Libmanan; Naga City, Albay and Camarines Norte.
