| REVERSION OF EXCISE TAX RATES ON KEROSENE AND LIQUEFIED PETROLEUM GAS (LPG)

The Bureau of Customs (BOC) informs the public that it has received a Certification dated 01 July 2026 from the Department of Energy (DOE) stating that the one-month average Dubai crude oil price based on the Mean of Platts Singapore (MOPS) covering the period 01 to 30 June 2026 was at USD 79.45 per barrel, which is below the USD 80.00 per barrel threshold.

Pursuant to Section 3(i) of Executive Order No. 114, the excise tax rates on Kerosene and Liquefied Petroleum Gas (LPG) shall automatically revert to the rates prescribed under Section 148 of the National Internal Revenue Code (NIRC), as amended, without need of further issuance, one (1) week after the issuance of the DOE Certification dated 01 July 2026. Accordingly, the applicable excise tax rates shall revert on all importations of Kerosene and LPG lodged by 08 July 2026.

Therefore, all importers, customs brokers, petroleum companies, warehouse operators, and other concerned stakeholders are advised to take note of the foregoing and ensure compliance with the applicable excise tax rates effective 08 July 2026.⁩

| The Bureau of Customs – Port of Manila (BOC-POM) will conduct a public auction through sealed bidding for twelve (12) luxury vehicles.

The vehicles that will be auctioned for the first time include the Ferrari SF90 Stradale (Mansory) 2024, Rolls-Royce Phantom 2023, Mercedes-Benz G650 V12 Biturbo 2022, BMW XM 2024, and Lexus LX570 2018.

Meanwhile, also part of the auction are the Lincoln Navigator 2024, GMC Yukon Denali 2022, Cadillac Escalade 2021, Maserati Levante Modena 2022, GMC Yukon XL Denali 2022, Cadillac Escalade ESV 2022, and Bentley Bentayga 2022, which are the remaining vehicles linked to the Discaya case.

The auction will be held on February 25, 2026, at 10:00 a.m. at the Situation Room, Ground Floor, OCOM Building, Bureau of Customs, Port Area, Manila.

A public viewing for interested bidders is scheduled from February 19 to 23, 2026 at the BOC-POM Grounds.

| 𝐁𝐎𝐂 𝐒𝐞𝐜𝐮𝐫𝐞𝐬 𝐂𝐨𝐧𝐯𝐢𝐜𝐭𝐢𝐨𝐧 𝐢𝐧 ₱𝟗𝟗𝟖-𝐌𝐢𝐥𝐥𝐢𝐨𝐧 𝐃𝐫𝐮𝐠 𝐒𝐦𝐮𝐠𝐠𝐥𝐢𝐧𝐠 𝐂𝐚𝐬𝐞

The Bureau of Customs (BOC) has successfully secured a conviction in a major drug smuggling case, underscoring its commitment to protecting the nation’s borders and upholding the rule of law, in line with President Ferdinand Marcos Jr.’s directives for stricter enforcement against illegal drugs.

On December 9, 2025, the Regional Trial Court of Manila found Muktasil Abundol Assimudin, Emmanuel Paulo Delos Reyes Landicho, and George Sim Fernandez guilty beyond reasonable doubt of violating Section 1401(g) in relation to Section 118(g) of Republic Act No. 10863, otherwise known as the Customs Modernization and Tariff Act, and imposed upon each of them the penalty of reclusion perpetua and a fine of fifty million pesos (₱50,000,000).

The case originated from the seizure of approximately 146.81 kilograms of illegal drugs, with an estimated value of ₱998,306,096, which arrived at the Manila International Container Port in January 2019.

Commissioner Ariel F. Nepomuceno emphasized, “The conviction of those behind this massive drug shipment demonstrates that our enforcement and legal processes are working. We will continue to pursue every case until justice is fully upheld.”

The BOC continues to enhance its legal and enforcement mechanisms to ensure that cases are diligently pursued until conviction. This victory reaffirms the Bureau’s steadfast commitment to safeguarding the nation while ensuring due process and adherence to the law.
