IMPORTANT ADVISORY for IMPORTERS & TRADERS
New PH Import Rules Under JAO No. 001-2025

🚨 Effective soon: The Philippine Government has issued Joint Administrative Order (JAO) No. 001-2025, introducing Pre-Border Technical Verification (PTV) and Cross-Border Electronic Invoicing (CEI) for all imports.

🛃 What’s New?

✅ PTV – All agricultural, regulated non-agricultural, and high-risk goods must be inspected and tested by Accredited Testing, Inspection & Certification Companies (ATICCs) before export to the Philippines.

✅ CEI – All imports must now use a centralized electronic invoicing system controlled by the Philippine Government.

📅 Implementation Phases (after CAO is published):

📌 Phase 1: Agricultural Products – 30 days after CAO

📌 Phase 2: Regulated Non-Agricultural Goods – 60 days after CAO

📌 Phase 3: Goods Prone to Misdeclaration – 90 days after CAO

📌 BOC is expected to release the Customs Administrative Order (CAO) by April 2025. First phase likely starts May 2025.

🚫 Exemptions:
✔️ LCL shipments
✔️ Breakbulk under Cargo Clearance Program
✔️ Balikbayan boxes
✔️ Gov’t imports
✔️ Super Green Lane & AEO shipments

⚠️ Penalties for Non-Compliance:
🔸 1st Offense – 30% of dutiable value
🔸 2nd Offense – 50%
🔸 3rd Offense – Accreditation revoked

👉 We advise importers to review their portfolios now, especially those handling agricultural and regulated products. Coordinate early with your foreign suppliers!
