The Union has members in the 36 States of the Federation and the Federal Capital Territory, Abuja. Today, the Nigeria Union of Pensioners is the apex and umbrella body of all the Pensioners in the country. It is the only Union approved by the Federal Government thro

ugh the office of the Registrar of Trade Unions (RTU), to cater for the welfare of Nigerian Civil Pensioners. In every state capital, there is a State Council office that can be contacted for membership details. The State councils have the mandate to organize Pensioners from all offices with pension benefits including Federal and States Institutions, Public Service, Parastatals, Private Sector and Local Governments. I have always liked him for his outspokenness.

The outgoing Minister of State for Labour and Employment, Festus Keyamo says it is an aberration to appoint a Minister of State.

He stated this while making a speech during a valedictory session chaired by President Muhammadu Buhari on Wednesday.

Citing some portions of the constitution, Keyamo, however, noted that his observation was not out of ingratitude but as his contribution to the nation’s constitutional development.

He said: “Mr. President, the concept or designation of ‘Minister of State’ is a constitutional aberration and is practically not working for many so appointed. Successive governments have come and gone and many who were appointed as Ministers of State have not spoken out at a forum such as this because of the risk of sounding ungrateful to the Presidents who appointed them. However, like I said earlier, this is not ingratitude.”

On the way forward, he said: “Many ministerial retreats have been held to try and resolve the issues between ministers and ministers of State. President Obasanjo held four of such retreats, with the last one holding at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos, from 23rd to 25th February, 2001. Yet, the problems persisted.

“Mr. President, unknown to many, successive Presidents and the general public, these conflicts gravely affect the optimal performance of Governments. What is the way forward?

“Obviously, the argument that two Ministers are cramped into some ministries in order not to unnecessarily proliferate ministries and therefore save government’s money is no longer tenable. This is because government does not need any extra infrastructure or more money to maintain all Senior 36 Ministers or even a bit more appointed as is now the custom.

“This is because the present ministers and ministers of state have their separate offices, cars, security personnel and personal aides. So, what is the point?”

Delayed Action
I wished I had taken action and listened to my doctor when I first noticed the symptoms. But I was busy making a name for myself and gaining global recognition with my research and expertise as an economist. I didn’t pay attention to my body. I saw all the signals that something wasn’t right, but I felt it was part of ageing. Every day, I regret my failure to take action.
Most times, I have this strong urge to take my life because I feel useless. I can’t walk. I can’t feed myself even though I am in my third year of therapy. Let me tell how a high-ranking professor like myself got here.
I am Kolawole Ayilara, a Professor of Economics. On the day I had a stroke, I was in the airport on my way to catch a flight to Abuja. I had an important presentation to make at the World Bank’s office as I was working with the bank on an important project.
I was almost late for the flight scheduled to take off from Lagos to Abuja by 8am. Immediately I stepped into the airport, I heard the final boarding call. I hurriedly moved through the crowd so as not to miss my flight. It can be frustrating when you miss your flight.
When I got to the checkpoint, there was a long queue of people trying to go through the screening. I joined the queue but grew impatient. The queue seemed not to be moving. Just then, I heard a loud voice from the speakers calling my name. I quickly jumped the queue and rushed towards the immigration officers.
I wasn’t ready to miss my flight the second time this month. I reached the checkpoint and went through all the necessary security screening and protocols.
Within three minutes, I was done. I dragged my suitcase along and hurriedly approached the airline officials for further screening before boarding. As I stretched his hands towards the airline officials to hand over my boarding pass, I felt a sharp excruciating pain in my chest. The pain suddenly stopped me from stretching my hands or moving my body. I felt really hot, sweat broke out all over his body; and then, the palpitations started again. I must have collapsed right there because I don’t remember what happened after.
You see, I have been having palpitations on and off for a while but I thought nothing of it. I still had it that morning at home while packing my suitcase though I made a mental note to see the doctor when I get back from my trip. Also, I didn’t sleep all through the night because I was going through documents, getting ready for my presentation.
I am just thankful I survived it. What if it happened when nobody was around me? I am a widower and have been living alone for about two years but I have a helper that stays during week days and leaves on weekends. All my three children live in the United States. My first daughter flew into the country on hearing that I had a stroke. I was unconscious for several months. Thankfully, I was revived but obviously I have lost function in some parts of my body.
I wouldn’t have had a stroke if I had done some tests and seen my doctor over the symptoms. When I first noticed the palpitations, I would have averted the stroke with a timely diagnostic test.

Regular checks of heartbeat, blood pressure and early diagnosis can prevent sudden heart attack. Research has shown that lack of access to affordable diagnostic tests is limiting quick management of heart-related diseases.
However, Bittium Faros, a portable heart-monitoring device that helps in cardiac monitoring, is here to solve this problem. This non-invasive ECG device detects any variation from the normal rhythm in the heartbeat. It does this by sensing electrical activity generated by the heart and recording it. Once recorded, it can be analyzed to detect any abnormalities in the electrical impulses generated by the heart.
