Rice competition, entering its 24th year, gives collegiate entrepreneurs real-world experience to pitch their startups, enhance their business strategy and learn what it takes to launch a successful company.

DRL Notice of Funding Opportunity for NGOs in Nigeria

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for a project to improve civilian security in the North-Central and North-West geopolitical zones of Nigeria

Women and youth have been particularly affected by the rise in violence.

Attacks in the North-Central and North-West geopolitical zones, compounded by unprecedented flooding from 2022-23, have made it difficult for women and youth to find and maintain jobs, causing them to fall deeper into poverty and be more susceptible to recruitment by criminal gangs and other violent groups.

Despite being disproportionately affected by the violence, women and youth are almost entirely excluded from conversations about causes of and solutions to conflict.

Older men control the security apparatus of Nigeria and ethno-religious structures at the grassroots do not traditionally provide platforms for the voices of women and youth to be heard.

To respond to these challenges, DRL is seeking proposals to increase civilian security in Nigeria’s North-Central and North-West geopolitical zones by improving the participation of women and youth in civilian security initiatives.

DRL’s goal is that civilian security is protected in high-risk local governments of the North-Central and North-West geopolitical zones States.

In support of this goal, programs should work towards the following objectives:

Objective 1: ​Women and youth are empowered to take a leading role in the security of their communities.

When provided tools and avenues to participate, women and youth can be effective actors at the forefront of mitigating and preventing community-based violence.

Previous programming to address intercommunal and ethno-religious tensions in Nigeria has demonstrated that women and youth are highly knowledgeable about the drivers of violence and have the skills to implement solutions that would make their communities safer.

The main challenge preventing women and youth from exercising these capabilities, however, is the lack of opportunities and the systemization of their inclusion in platforms that address violence at the community, state, and national levels.

Activities proposed under this objective should build from existing initiatives to empower women and youth to take an active role in addressing insecurity in the North-Central and North-West geopolitical zones.

Applicants should demonstrate technical expertise and past experience implementing conflict mitigation programs that focus on systematizing the inclusion of women and youth in civilian security platforms.

Activities proposed under this objective can include but are not limited to technical assistance to women and youth to conduct community dialogues and trauma-informed facilitation, providing psychosocial support to survivors, and acting as effective leaders in the fight for peace.

Activities can also include direct support to community-based organizations to conduct advocacy, raising awareness about avenues for support, conducting intra- and inter-group dialogues, and establishing and maintaining partnerships with stakeholders who are crucial to preventing further violence in the North-Central and North-West geopolitical zones.

Objective 2: Civilian security platforms are strengthened within communities affected by crime and/or violence.

A number of community-based civilian security platforms exist in Nigeria to prevent and mitigate violence.

However, due to limited resources and the ever-changing political dynamics in the country, the strength of these platforms fluctuates.

For example, before the 2023 general elections, state peace committees in Benue and Kaduna led efforts to coordinate early warning and response networks across stakeholder groups.

However, the leadership changes that resulted from the subnational elections forced some community-based peacebuilders to redefine their collaboration with the peace committees and even to convince new state government officials to invest in proven solutions to intercommunal violence.

However, despite changes in political will between elections, community-based civilian security platforms have provided consistent avenues for citizens affected by conflict to seek and receive help.

Applicants should leverage existing civilian security platforms in the North-Central and North-West geopolitical zones to implement activities under Objective 2.

Activities can include but are not limited to strengthening community-based early warning and response structures, raising awareness about the structures and other platforms for preventing and mitigating violence, using traditional and modern forms of communication to shape public narratives, and providing support to survivors and alternatives to violence.

Eligibility Criteria

DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernmental organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.

Applications submitted by for-profit entities may be subject to additional review following the panel selection process.

Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards.

GI-TOC Capacity building & mentorship programme 2024 for West African

Applications are now open for the GI-TOC Capacity building & mentorship programme.

As part of a programme supported by the U.S. Department of State, the GI-TOC is coordinating a capacity building programme with a group of investigative journalists in Mauritania, Cape Verde, Guinea, Guinea-Bissau, The Gambia and Senegal.

The United States in committed to combatting Illegal, Unreported and Unregulated Fishing (IUU Fishing) and Illicit Trafficking.

The primary goal of the capacity building and mentorship programme is to strengthen the capacities of West African networks of investigative journalists working on transnational organized crime, including by building their investigative skills and substantive knowledge of human trafficking, IUU and forestry crimes, and to enhance the impact of their reporting on public awareness and policymaking regarding TOC in West Africa.

The programme will constitute of:

one virtual capacity building session providing the foundational basis for analysing transnational organized crime;
a five day in-person workshop in Dakar between 15-19 April 2024.

Sessions on IUU fishing, forestry crimes, trafficking in persons, investigative journalism skills (including audio-visual skills) will be delivered by experts in the relevant fields;

the opportunity to apply for a six-month mentorship programme, which includes a grant, and mentorship by an expert in the field relevant to the investigative story, to develop an investigative journalism story focusing on one of IUU fishing, forestry crimes, or trafficking in persons. Five journalists will be selected for this mentorship;

the opportunity to become part of a network of journalists exchanging on IUU fishing, forestry crimes, and trafficking in persons.

Eligibility Requirements

Between 20 and 25 journalists across the focus countries (The Gambia, Senegal, Guinea-Bissau, Guinea, Mauritania, Cape Verde) will be selected to participate in the programme.

In order to be eligible, journalists should:

be based in one of the focus countries;

have evidenced experience of working closely with communities in that country;

have demonstrated experience and skills in investigative journalism (use of investigative techniques etc.);

have previous, evidenced experience working on, and publishing investigative journalism articles regarding, transnational organized crime;

be available to attend the workshop in person in Dakar between 15-19 April.

Financing your SME business via selling equity

This article speaks to the criteria and process for a Small & Medium Enterprise (SME) and other startups to list shares on the Nigerian Stock Exchange.

Every small business needs capital to operate. Initially, that capital could come from debt financing, or selling founders’ equity to family and friends, venture capital or a private equity firm.

However, listing a company on the stock exchange is another way to raise long term funds or provide an exit to early investors.

Why Should A SME/Startups consider Listing on a stock exchange?

The most significant reason to list is that listing enables SMEs/Startups to raise cheap long-term financing from a wider group of investors, including international investors and provides an exit option for early investors.

The listing also brings a higher level of corporate government and visibility to the organization as it must publish results and reorganize internally.

The NGX Growth Board

The Nigerian Stock Exchange offers a Growth Board designed to provide SMEs and startups with a market capitalization of N50m to N500m an opportunity to raise equity funds.

The growth board is intended to encourage small-cap and growth-oriented companies with good corporate governance standards.

The Growth Board has Entry and Standard routes, we are focusing on Entry route in this article. There are Route 1 and Route 2 pathways. If the SME has already been listed on the main board or seeks to be listed, then it goes through Route one

Route One criteria include the SME/Startup duly incorporated by the Corporate Affairs Commission as a public company limited by shares.

Next, it must have audited financials prepared per the International Financial Reporting Standards (IFRS). Date of the last audit by nine months. The SME/ Startup does not need to have posted pre-tax profits.

The SME also needs two years minimum operating track record; alternatively, If the SME/Startup is a new business it should provide evidence of investment either through a core investor or technical partner that has a minimum of two (2) years’ operating track record.

Alternatively, it can also provide evidence of a majority shareholder who is either a High Net Worth individual or is a director of a listed company; then.

The company must be capitalized to the tune of N50m minimum. Capitalization of N50m means the number of shares the company has issued multiplied by the market price should produce a number at or higher than N50m.

Other requirements to list on Entry Growth board include.

The SME Has a minimum free float of ten per cent (10%) of its issued share capital, meaning 10% of the issued share capital is not restricted and is available to be purchased in the secondary market.

The SME must also have a minimum of twenty-Five (25) public shareholders.
The SME will also undertake to ensure that its promoters or directors retain a minimum of fifty per cent (50%) of their shares in the Issuer for a minimum period of twelve(12) months from the date of its listing, meaning the directors cant pump the up the stock, sell to new investors and exit the market with profits.

What About Costs

The cost to list an SME on the Entry Growth board of the NSE is as follows.

Application Fees of N250,000, then an annual listing fee of N200,000

Any Post Listing requirements?

The SME/Start up, once listed, must submit Quarterly semi-annual and Annual reports.

Also, a certificate that the SME has adhered to corporate Governance is required.

The SME/Startup needs an SEC-approved financial adviser to guide it through this process, and once listed, it needs to retain an adviser.

Summary

The benefits of being listed are numerous apart from the funds raised.

Overall, a listed company is deemed more credible and is held to a higher standard than an unlisted company, and this perceived value adds a premium to the company shares and future offers.

With the inflated cost of debt financing, equity financing must remain an option for SMEs in Nigeria.
