Labuan Financial Services Authority (Labuan FSA) was established on 15 February 1996 under the Labuan Financial Services Authority Act 1996. Labuan FSA is the statutory body responsible for the development and administration of the Labuan International Business and Financial Centre (Labuan IBFC). Labuan FSA was establised with the following objectives:-

to promote and develop Labuan as an int

ernational centre for business and financial services;
to develop national objectives, policies and priorities for the orderly development and administration
of the international business and financial services in Labuan; and
to act as the central regulatory, supervisory and enforcement authority of the international business and
financial services industry in Labuan. Labuan FSA subscribes to international standards and best practices and is home to many diversified financial service providers, including banks, insurance and insurance related companies and leasing companies. The holistic review and modernization of the Labuan IBFC legal framework in 2010 had allowed for the creation of new and more innovative products and structures to meet the growing demands of international investors who are looking for the most efficient and cost effective means of doing business. Other products and structures offered by the Labuan IBFC include the Labuan Foundation, Labuan Protected Cell Companies, Labuan Limited Liability Partnership, Labuan Special Trust and the recognition of Labuan under the Malaysia International Ship Registry. Since its establishment, Labuan FSA has reviewed the existing legislations in order to make the required changes as well as to propose new activities to expand and deepen the financial services industry. Labuan FSA is also taking measures to attract a greater number of professionals and skilled workers to live and work in Labuan IBFC to support the industry. As a one stop-agency, Labuan FSA is highly professional and focused on developing and promoting the growth of the Labuan IBFC. It is deeply committed to the objective of turning Labuan into a full-fledged and premier international financial centre in the world.

Labuan FSA hosted a series of SCONPO engagements on 17 and 18 August 2026, bringing together SCONPO member agencies comprising Labuan FSA, the Registrar of Societies Malaysia (ROS), the Companies Commission of Malaysia (SSM) and the Legal Affairs Division of the Prime Minister’s Department (BHEUU), together with Bank Negara Malaysia (BNM) as observer and the NCC Secretariat.

The programme included the SCONPO Meeting, Working Group Meeting and Mini Workshop 2026, with discussions and sharing sessions focused on current developments, governance, emerging risks and areas of common interest relevant to the non-profit organisation (NPO) sector.

The workshop commenced with welcoming remarks by Encik Syahrul Imran Mahadzir, Deputy Director General of Labuan FSA and Chairman of SCONPO, who set the tone for the morning’s discussions.

The engagements reflect SCONPO’s continued commitment to strengthening inter-agency coordination, enhancing regulatory cooperation and supporting a more resilient, trusted and well-governed NPO ecosystem.

Labuan FSA is delighted to share that Malaysia's Mutual Evaluation Report (MER) 2025 was officially adopted at the 2026 APG Annual Meeting in Brunei Darussalam, receiving strong support and congratulations from APG members.

As one of the first jurisdictions assessed under the 5th Round Methodology, Malaysia's MER preparation journey has been widely recognised as a valuable reference, with many member jurisdictions expressing interest in learning from our experience as they prepare for their own evaluations.

This achievement is a testament to the dedication, professionalism and collective efforts of all stakeholders throughout the mutual evaluation journey. At Labuan FSA, we are proud to have contributed to this important national accomplishment.

The 2nd Labuan International Compliance Conference (LICC) 2026, themed “Due Diligence and Compliance: Navigating Global Uncertainty”, successfully brought together nearly 200 participants from Labuan, Kuala Lumpur, across Malaysia and overseas, including Indonesia and South Africa.

Organised by the the Labuan Bank-Compliance Officers’ Networking Group (LB-CONG), sponsored by Association of Labuan Banks (ALB) and the Labuan Investment Bank Association (LIBA), with the support of the Labuan FSA, Labuan International Insurance Association (LIIA), and Universiti Malaysia Sabah Labuan International Campus (UMSKAL), the conference served as a valuable platform for regulators, financial institutions, compliance professionals, industry practitioners and academia to exchange insights on emerging regulatory developments, due diligence, governance and best practices in navigating an increasingly complex global financial landscape.

Officiated by Mr Syahrul Imran Mahadzir, Deputy Director General of Labuan FSA, the conference also featured the launch of the LB-CONG Compliance Book, expert-led discussions, including Labuan FSA’s presentation on “Supervisory Expectations for Effective Compliance Function in Labuan IBFC” presented by Mr Muhammad Hanafis Borhan, Director of Supervision.

A productive dialogue session between Labuan FSA and members of the Association of Labuan Banks (ALB) was held on 7 July 2026 at the Dorsett Grand Hotel, Labuan.

Strengthening Collaboration with Jabatan Imigresen Malaysia (JIM) Labuan

Mr. Affendi Rashdi, Director General of Labuan FSA accompanied by Mr. Jaffree Ismail, Deputy Director General of Labuan FSA led a courtesy visit to the Jabatan Imigresen Malaysia (JIM) Labuan office, where the delegation was warmly received by the newly appointed Director of Immigration Labuan, Mr. Muhd Redzuan, together with officers from the Expatriate Services Division.

Labuan FSA welcomed representatives from Permodalan Negeri Selangor Berhad (PNSB), Selangor Information Technology & Digital Economy Corporation (SIDEC), Artem Ventures and Ehsan Kapital for a courtesy visit to our office.

The engagement provided an opportunity to exchange views on potential areas of collaboration and explore how Labuan IBFC can support investment and innovation initiatives, particularly in relation to the Ehsan Semiconductor Fund, a Labuan Limited Partnership established to invest in the development of Selangor's semiconductor ecosystem under the Selangor Semiconductor Action Plan.

Sharing Session with Bermuda Monetary Authority (BMA)

Following Labuan FSA’s participation in the GIICS AGM and Seminar held in London on 2–3 June 2026, the Bermuda Monetary Authority (BMA) invited Labuan FSA to share its experience and key success factors from Malaysia’s 2025 FATF Mutual Evaluation (ME) journey during a virtual sharing session held today.

The session, led by Deputy Director General of Labuan FSA En. Syahrul Imran Mahadzir with participation from the Regulatory Policy and Supervision Departments, provided strategic insights into Labuan FSA’s AML/CFT/CPF framework and Mutual Evaluation experience, including the unique risk and context of the Labuan IBFC, key regulatory and supervisory reforms undertaken since the previous Mutual Evaluation, and approaches adopted to demonstrate effectiveness in areas such as risk-based supervision and beneficial ownership transparency. The session also highlighted practical lessons learned from Malaysia’s preparation for and participation in the FATF on-site assessment process.

BMA expressed its appreciation for the session and described it as “extremely informative”, commending the focused and succinct sharing of Labuan FSA’s knowledge and experience. The engagement reflects Labuan FSA’s growing international visibility and continued contribution to international regulatory cooperation and AML/CFT capacity-building initiatives.

Celebrating a Successful Milestone in Malaysia’s Mutual Evaluation Journey

Labuan FSA joins Malaysia in celebrating the successful conclusion of the Mutual Evaluation process following the official publication of Malaysia’s Mutual Evaluation Report (MER) by the Financial Action Task Force (FATF).

The assessment recognised Malaysia’s significant progress in strengthening its framework against money laundering, terrorism financing and proliferation financing (ML/TF/PF) since 2015. Malaysia has advanced from Enhanced Follow-Up in 2015 to the highest category of Regular Follow-Up, supported by a three-year roadmap to further enhance effectiveness.

For Labuan IBFC, this achievement reflects the strong commitment, collaboration and dedication of all stakeholders involved throughout the two-year assessment journey.

The Malaysia Mutual Evaluation Appreciation Dinner was held at Lanai Kijang, Kuala Lumpur to recognise and celebrate the invaluable contributions of all agencies and individuals who supported this national exercise.

The event acknowledged the collective efforts in data collection, analysis, onsite engagements and report reviews that contributed to Malaysia’s successful outcome.
The dinner was attended by Mr Affendi Rashdi, Director General of Labuan FSA, who led the Labuan FSA delegation together with Mr Syahrul Imran Mahadzir, Deputy Director General.

Strengthening Collaboration for Labuan’s Sustainable Growth

Labuan FSA, led by Mr Jaffree Ismail, Deputy Director General paid a courtesy visit to Labuan Corporation for an engagement session with YBhg. Datuk Muhammad Azmi bin Mohd Zain, Director General of the Department of Federal Territories (JWP) on 19 June 2026.

The engagement provided a valuable platform for Labuan FSA to share updates on the strategic development of Labuan IBFC and explore opportunities to leverage the jurisdiction’s capabilities in supporting Labuan Island’s broader development priorities.

Key initiatives highlighted included Labuan development funding, talent pipeline development, capital mobilisation initiatives, Global Sukuk Tokenisation, Climate Sukuk Initiative, and other strategic propositions aimed at enhancing economic growth, strengthening investment attractiveness, and advancing sustainable development in Labuan.

YBhg. Datuk Muhammad Azmi welcomed the potential role of Labuan IBFC in complementing and supporting Labuan’s development aspirations. JWP also expressed support for the hosting of more high-impact events and programmes in Labuan to attract greater visitor traffic, stimulate economic activity, and further elevate the island’s profile.
