Labuan Financial Services Authority - Labuan FSA has issued new exposure drafts to strengthen risk-sensitive capital adequacy and improve comparability across the insurance and takaful segments.

Key highlights:
1. Guidelines on Takaful Capital Adequacy Framework (TCAF) – Extends risk-based capital requirements to the takaful industry, replacing the existing margin of solvency approach

2. Revised Guidelines on Insurance Capital Adequacy Framework (ICAF) – Enhances frameworks for Labuan life (re)insurers, including surrender value and lapse risk.

Labuan IBFC recently concluded a productive engagement series in Nanjing, China, strengthening connections with key stakeholders and corporates exploring expansion into ASEAN.

On 15 April 2026, we participated in a roundtable organised by the China Council for the Promotion of International Trade (Beijing), engaging with Nanjing-based companies across pharmaceutical technology, digital innovation, trading, and industrial sectors to exchange insights on cross-border growth.

This was followed by our participation in the “Exploring Southeast Asia (Malaysia Spotlight)” forum on 17 April 2026, co-organised with CCPIT Jiangsu and the Malaysia–China Chamber of Commerce. Attended by government and industry leaders of rapidly developing sectors, the forum shared insights with Chinese companies on leveraging Labuan IBFC as a strategic platform for global expansion, highlighting its internationally compliant structures across banking, insurance and other segments.

The programme also featured contributions from MAYCHAM on China–Malaysia cooperation, Malaysia’s investment and tax landscape and practical pathways for market entry - complemented by partner insights and case studies from industry players.
