Government to contribute RM2 for every RM1 raised in new strategic scheme; interim ratio boost for all other sectors.

The Ministry of Investment, Trade and Industry (MITI) and the Securities Commission Malaysia (SC) have announced a new strategic scheme to facilitate greater access to capital and support the business growth of small and medium enterprises (SMEs) and mid-tier companies (MTCs) in strategic sectors.

Malaysia is building a funding escalator for SMEs.

Securities Commission Malaysia & Bursa Malaysia dropped a major proposal to upgrade the LEAP Market in May 2026, swipe to see what's changing for SMEs raising capital in the near future. These are proposed changes, currently at the public consultation stage and not yet approved but if passed, here's what could change for you!

📋 What's being proposed:
→ ECF companies could list on LEAP without a traditional approved adviser
→ A simpler, standardised listing document
→ Retail investors could enter LEAP for the first time (subject to investment caps)
→ Advisers could be paid in shares, not just cash
→ The LEAP → ACE Market transfer process gets simplified
