A Valuable Engagement with Tan Sri Andrew Sheng

Qhazanah Sabah Berhad (QSB), led by its Chairman, Tan Sri Anifah Aman, had the privilege of engaging with Tan Sri Andrew Sheng, Special Advisor to the Chief Minister of Sabah, for an insightful discussion on the stewardship and long-term development of Sabah’s wealth.

Tan Sri Andrew emphasised that there is no single model for a sovereign wealth fund, with institutions such as Norway’s Government Pension Fund Global, Temasek and Khazanah Nasional reflecting different mandates, funding sources, investment horizons and risk profiles.

The engagement also highlighted that commercial and developmental investments should not be assessed through the same lens. Each requires a clear mandate, appropriate investment strategy, risk framework and performance benchmark, with developmental investments also assessed based on their broader economic impact.

Established in 1995, QSB was founded with the aspiration of serving as Sabah’s strategic investment institution, with leading sovereign investment institutions referenced in its founding Cabinet Paper. This original intent remains highly relevant as QSB continues to strengthen its institutional framework towards long-term wealth creation, strategic development and the mobilisation of external capital.

Tan Sri Andrew further highlighted the opportunity to leverage multilateral institutions, including the Asian Development Bank (ADB) and Islamic Development Bank (IsDB), to support suitable infrastructure and developmental investments, potentially complemented by appropriate sovereign support mechanisms.

At this formative stage of shaping Sabah’s sovereign wealth fund model, the importance of bringing key stakeholders together was also emphasised to determine Sabah’s strategic positioning within the regional economy, leveraging its abundant resources, strategic location and long-term growth potential.

Equally important is the establishment of a strong legislative and governance framework to safeguard the State’s wealth, ensure accountability and preserve its value for future generations.

The engagement reinforced the importance of remaining disciplined, transparent and true to the mandate.

For QSB, this reaffirms a fundamental principle: a sovereign investment institution should not merely invest State capital, but steward it with purpose, discipline and accountability across generations.

Celebrating Teamwork, Togetherness & Shared Memories 🤝✨

A meaningful chapter of our Staff Engagement Programme came to a close today, bringing together our people in an atmosphere filled with laughter, camaraderie and memorable moments.

The closing ceremony featured a fun and energetic Sukaneka session, where our teams came together to compete, cheer one another on and, most importantly, enjoy the spirit of togetherness beyond our daily work routines. From friendly competition to shared laughter, every game reminded us that teamwork is not only about achieving goals together, but also about building stronger connections along the way.

The ceremony continued with the Team Building Prize Presentation, recognising the teams and individuals who demonstrated great enthusiasm, teamwork, sportsmanship and determination throughout the programme. 🏆👏

More than just a team-building programme, this initiative provided a valuable opportunity for our staff to connect with colleagues across different teams and departments, strengthen relationships, and foster a greater sense of belonging within the Qhazanah Sabah family.

As we close this chapter, we carry forward not only the memories we have created, but also the friendships, stronger bonds and team spirit that will continue to inspire us in our journey ahead.

12 August 2026 - Qhazanah Sabah Berhad (QSB) was honoured to host YB Datuk Lo Su Fui, Deputy Minister in the Prime Minister’s Department (Federal Territories), together with a delegation from the Department of Federal Territories, at Qhazanah Sabah’s office.

Led by the Group Chief Executive Officer, Tuan Haji Mohamad Damshal Awang Damit, the engagement provided a valuable platform to strengthen institutional ties and explore potential areas of strategic collaboration and mutual interest, particularly in supporting development and the well-being of the people.

Qhazanah Sabah Berhad (QSB) recently participated in Jelajah Halal Malaysia 2026 at the Sabah International Convention Centre (SICC), joining key industry leaders, entrepreneurs, and stakeholders to shape the future of halal investment, innovation, and sustainable industry expansion.

As part of the key line-up, QSB Group Chief Executive Officer, Tuan Haji Mohamad Damshal Awang Damit, delivered a presentation titled "Borneo's Strategic Halal Investment & Industrial Hub." He highlighted Sabah's unique strategic advantages as a prime halal investment destination and shared exciting progress on the Halal Hub development at Kota Kinabalu Industrial Park (KKIP).

Qhazanah Sabah Berhad (QSB), Chairman, Tan Sri Datuk Seri Panglima Anifah bin Aman received a briefing by representatives from Oilfield Group on 21 July 2026 at Kota Kinabalu.

The session provided a valuable platform for constructive dialogue on areas of mutual interest, with discussions centred on investment opportunities and collaboration in an upcoming O&G project located within the Southern Phillipines region.

The Oilfield Group delegation was led by Dato' Dr. Zarul Zulfikli, accompanied by Dato' Wira Faisal Zainol.

SANDAKAN – Qhazanah Healthcare Sdn. Bhd. (QHSB) convened employers, government agencies, in partnership with industry stakeholders to strengthen the implementation of the enhanced Foreign Workers' Health Examination Programme, reaffirming its commitment to advancing preventive healthcare while supporting Sabah's evolving healthcare ecosystem amid increasing workforce mobility and economic growth.

Chief Executive Officer of QHSB., Muhammad Khairulnizam Hasnan, said a healthy workforce is fundamental to sustainable economic development. To support this objective, QHSB organised an Employer Engagement Session at Ormond Hotel Sandakan on July 9, to prepare employers for the introduction of three (3) additional health screening tests while strengthening collaboration across the healthcare ecosystem.

The session brought together 130 employers and stakeholders to discuss the proposed introduction of additional screening for Methamphetamine, Hepatitis C and Filariasis. The proposed enhancements will strengthen early disease detection, improve public health surveillance and reinforce occupational health standards, helping Sabah address emerging public health challenges while safeguarding workers and the wider community.

Designed as an interactive engagement, the session enabled employers to engage directly with policymakers and implementing agencies. Participants exchanged views on operational challenges, clarified regulatory requirements and shared practical recommendations to support an efficient and industry-responsive implementation framework.

Discussions focused on key implementation priorities, including the proposed fee structure, operational procedures, Standard Operating Procedures (SOPs), employer communication and notification mechanisms, as well as initiatives to expand service accessibility through Mobile Outreach Medical Screening and the proposed reopening of the QHSB One Stop Centre. QHSB will incorporate the feedback received to strengthen operational readiness and enhance service delivery across Sabah.

The engagement received overwhelming support from participants. Of the 71 programme evaluation forms received, 97.2% expressed overall satisfaction, with 60.6% rating the session as "Strongly Satisfied" and 36.6% as "Satisfied." The encouraging response reflects growing stakeholder confidence in QHSB's commitment to meaningful engagement and effective programme implementation.

Commenting on the initiative, Muhammad Khairulnizam described the enhanced screening programme as a strategic investment in Sabah's long-term health resilience and economic sustainability.

"As Sabah continues to expand its economic opportunities and strengthen its position as an investment destination, our healthcare system must evolve alongside industry needs. The introduction of these additional health screening tests is not merely about strengthening regulatory compliance it is about protecting lives, supporting business continuity and reinforcing public confidence in Sabah's healthcare ecosystem."

He added that strong partnerships remain essential to delivering sustainable healthcare outcomes.

"Meaningful engagement drives successful implementation. Employers are not merely stakeholders; they are strategic partners whose experience and insights help us develop policies that are practical, responsive and sustainable. By working together, we are building a healthcare system that creates lasting value for businesses, protects workers and strengthens public health across Sabah."

QHSB partnered with six key agencies to deliver the engagement, namely the Sabah State Health Department, Immigration Department of Malaysia Sabah, Sabah Home Affairs and Research Office, Sabah Labour Department, the Consulate of the Republic of Indonesia in Tawau, and Barisan Sistem Sdn. Bhd. The collaboration reflects a coordinated whole-of-government approach to strengthening healthcare governance and supporting the effective implementation of the enhanced screening programme.

Moving forward, QHSB will continue collaborating with relevant authorities and industry stakeholders to refine the implementation framework, finalise comprehensive SOPs, strengthen employer communication through dedicated guidelines and Frequently Asked Questions (FAQs), and enhance service accessibility ahead of the programme's targeted rollout in January 2027.

Through this initiative, QHSB continues to advance preventive healthcare, strengthen disease surveillance and promote healthier workplaces across Sabah. Beyond introducing three additional medical screening tests, QHSB remains committed to building a resilient healthcare ecosystem that supports economic productivity, safeguards public health and improves community wellbeing throughout the State.

In line with this commitment, Qhazanah Sabah Berhad (QSB) successfully hosted the QSB Financial Planning Talk 2026 on 7 July 2026 at the QSB Event Hall, Menara Kinabalu, in collaboration with its strategic knowledge partners, PHB Asset Management Berhad and Bursa Malaysia.

The programme featured insightful presentations by YBhg. Encik Zulkifli Ishak, Executive Director / Chief Executive Officer of PHB Asset Management Berhad, on financial literacy, wealth creation, Shariah-compliant investment solutions, and the benefits of investing in Amanah Hartanah Bumiputera (AHB).

Meanwhile, YBhg. Datuk Haji Mohd Asri Ahmad of Bursa Malaysia shared perspectives on financial planning, the capital market, Bursa Gold Dinar, Shariah-compliant investment products, and equity investment opportunities. Together, the sessions equipped participants with practical knowledge to make informed financial decisions and strengthen long-term financial resilience.

In his welcoming remarks, QSB Group Chief Executive Officer, YBhg. Tuan Haji Mohamad Damshal Awang Damit, expressed appreciation to both organisations for their valued partnership in advancing financial literacy. QSB Kinabalu Expedition 2026 | Every Summit Begins with a Purpose

Every Mount Kinabalu summit tells a story. Not only of reaching the peak, but of the journey, the people, and the values that shape every step.

On 2–3 July 2026, a delegation from Qhazanah Sabah Berhad (QSB), led by its Group Chief Executive, Tuan Haji Mohamad Damshal Awang Damit, undertook the QSB Kinabalu Expedition 2026, bringing together 12 staff from QSB and its subsidiary companies.

Co-organised with the Kelab Rekreasi Qhazanah Sabah (KRQS), the expedition was more than a climb. It was a journey that strengthened teamwork, resilience, leadership and unity across the Group.

From the challenging ascent to the unforgettable sunrise at the summit, every step reflected courage, perseverance and the spirit of supporting one another. It reminded us that success is measured not only by reaching the peak, but by the values we uphold and the relationships we build along the way.

QSB Kinabalu Expedition 2026 | Honouring Those Behind Every Summit

Behind every successful Mount Kinabalu ascent are the dedicated mountain guides and porters whose strength, commitment and professionalism ensure every journey is a safe and memorable one.

Ahead of the QSB Kinabalu Expedition 2026, Qhazanah Sabah Berhad reaffirmed its commitment to corporate responsibility through the presentation of uniform sets, comprising shirts and ponchos, to 90 Mount Kinabalu porters and 242 Mount Kinabalu guides during a handover ceremony held on 1 July 2026 at the Pusat Interpretasi Kinabalu Park.

Representing the Group Chief Executive Officer, Puan Grace Prudente @ Norazimah, Head of Corporate and Media Communication, presented the contributions to Mr. Milter Gangkuh, President of the Mount Kinabalu Guides Association, and Mr. Daimis Dapun, President of the Mount Kinabalu Porters Association. The ceremony was witnessed by Mr. Rexie Meekendday Madis, Assistant Manager of Kinabalu Park.

This contribution reflects QSB's appreciation for the invaluable role played by Mount Kinabalu's guides and porters in preserving Sabah's natural heritage while supporting its tourism industry.
