poli Metro and Integrated Bus Systems, Project, with 120 Km long dual tunnel/ tracked three-line metro system with up to 70 Stations. The Tripoli Metro and Integrated Bus Systems, The Project, will be Lease Owned by Libya Metro Limited (LML) and managed by Libya Metro Management Limited (LMML) for the Long-Term Lease Period, as extended. The Project is designed to include Government Nominated Works, that provide the Greater Tripoli Area with new Water, Sewerage, Electricity Distribution Systems, and an Outer Ring Road / Urban Road System. The Project may also include, Fibre Optic Communications Trunk Cables, New Tripoli International Airport, Libyan Sea Trading Ports and other Government preferred Works. The Project and Financing Arrangements include defined Government Nominated Works that provide the Greater Tripoli Area with new Water, Sewerage, Electricity Treatment and Distribution Systems and an Outer Ring Road and Urban Road Upgrades
The Project Financing Arrangements may also include, New Tripoli International Airport, Waste Management with Waste – Heat Plants, Fibre Optic Telecommunications Trunk Cabling System, Sea Trading Ports, and Free Trade Port, amongst others. The Project will be replicated in the City of Benghazi when circumstances permit. The Government of National Unity’s, Ministry of Economy and Industry’s, Privatisation and Investment Board will sign/co-sign a number of EPC and Financing Agreements with China Railway International Group Co. Ltd (CRIG) and China’s EXIM and other China Financing Institutions. The Libyan Government and Government Entities, under the Project’s Financing Structure, will incur no debt and carry no debt resulting from their signing these Agreements. The Libyan Government will not provide Sovereign Guarantees for the Project. CRIG will be the sole EPC Contractor for all Works and sole Operations and Maintenance Contractor under the Project. Arup UK will Design and Supervise all Project Works, and another significant UK Consulting Engineering Firm will validate all of Arup’s work. LML, the Project Company and LMML the Management Company will respectively, Lease Own the Project and manage the Project for the Project Period. The Management Company will engage UK Magic Circle legal advice, and UK Incorporated Accounting, Management, and Commercial Advice so that the Project Company and the Project meet the highest Compliance and Transparency Standards.
