Moving is exciting. To ensure you don’t miss anything and feel confident, save this checklist:

⬜ 1. Obtain a Personal Code (Personas kods). The foundation of everything.
⬜ 2. Apply for your Residence Card (eID). Your main digital and physical document.
⬜ 3. Choose a Family Doctor (ģimenes ārsts). Register via the portal manavaards.lv.
⬜ 4. Sort out accommodation. Sign a rental agreement, register your address.
⬜ 5. Open a bank account. For daily operations and receiving salary.
⬜ 6. Buy/rent transport. Obtain OCTA (liability) insurance. Or get a public transport card.
⬜ 7. Submit a Declaration of Place of Residence. At your local city/town council.
⬜ 8. Understand taxes. Obtain an e-Signature (eParaksts) for communication with the State Revenue Service (VID).

Open a bank account for a Latvian company remotely? Yes, but the rules have tightened. 🖥️➡️🏦

Since 2022, Latvian banks (Swedbank, SEB, Luminor) have become extremely attentive to non-residents. But there is a chance!

What you need for success:

1. A perfect business plan in Latvian/English. The bank must understand the essence and logic of your business.
2. Clean origin of funds — you need to documentally confirm the source of money for the share capital.
3. Connection to Latvia — a rental agreement for an office, having a local counterparty or client will be a big plus.
4. Power of Attorney to a lawyer — we, as registered representatives, can negotiate with the bank on your behalf.

Main advice: Don’t apply to 10 banks at once. Rejections create a negative history. First, get a lawyer’s consultation, then — a targeted application.

Part 2.

5. Elimination of «Investment» and Special Grounds
What will be removed:

The TRP through the purchase of government bonds (€250,000 + €38,000 fee) will be completely abolished.
Practical impact: The «Golden Visa» will no longer exist. This will help level the playing field for all third-country nationals, removing previous exceptions.

6. Will be Formalized Process for Invitation Cancellations
What’s changing: Refusals or cancellations of a formal invitation (ielūgums) will be issued using a standardized form (similar to visa refusals).

Practical impact: The process will become faster and more transparent, making it easier to understand the reasons and, if necessary, to appeal the decision.

7. Will be Extended Right to Apply Without Leaving Latvia
What’s changing:

The right to file an application at the PMLP will be clearly established if you are legally present in Latvia.
Old restrictions (e.g., the 90-day rule, specific rules for students) will be removed.

The head of the PMLP now has the authority to permit an application on humanitarian or compelling personal grounds.

Practical impact: Greater flexibility for applicants already in the country, preventing the need for unnecessary travel to a Latvian embassy abroad.

‼️Important updates are on the horizon for Latvia’s immigration rules. The Cabinet of Ministers has supported key amendments to the Immigration Law, which are now under consideration in the Saeima. Here are the main points you should know:

Part 1.

1. Job Loss ≠ Automatic Revocation of a Residence Permit
Foreign workers now will have a protected period to seek new employment:
Up to 3 months — the standard unemployment period.
Up to 6 months — if the employee has resided in Latvia for more than 2 years on a work-based residence permit.
An additional 3 months — for workers employed in arduous or hazardous conditions.

Holders of an EU Blue Card will be also protected during periods of illness, parental leave, or while awaiting a decision from another EU country.

2. Simplified Document Submission Process
Documents will be possible to submit:
Online via the Office of Citizenship and Migration Affairs (PMLP) platform (using an e-signature), even while outside Latvia.
Through authorized external service providers (outsourcing).
In person at the PMLP, if the individual is legally present in Latvia.
This will reduce the need for personal visits and shortens queues.

3. Clear Deadlines for Correcting Errors
If the application package is incomplete, the applicant will be given 14 days to rectify the deficiencies (with the possibility of an extension). This will make the procedure more transparent and predictable.

4. Changes for Students
A residence permit obtained on the basis of studies or an internship no longer grants the right to apply for permanent residence (PR) during its validity period. To transition to permanent residence, the legal basis must be changed (e.g., to employment or family reunification).
