Nowara National Observatory for Women in Agriculture and Rural Areas (NOWARA) was initiated in 2007. Why NOWARA?

The program to establish the National Observatory for Women in Agriculture and Rural Areas (NOWARA) was initiated in 2007 in the framework of TerCom Project “Activation of mechanisms to sustain rural territories and communities in Lebanon”, financed by the Italian Ministry of Foreign Affairs/DGCS and implemented by CIHEAM-IAMBari in collaboration with the Lebanese Ministry of Agriculture and the L

ebanese CNRS, with the technical support of ONILFA (National Observatory for Female Enterprise and Labor in Agriculture) of the Italian Ministry of Agriculture (MIPAF). Lebanon is probably the first Arab Country that has launched such leading initiative which is targeted to marginalized and neglected groups in rural areas. The main factors that led to the creation of Nowara are the following:

The need for a specialized governmental body able to voice female workers and entrepreneurs of the rural world together with policy and decision makers. The aim is to have the women’s role recognized in the field of agriculture, agro food and rural products;
the analysis and the updating of the legislation on female employment and proposition of measures to eliminate all forms of discrimination against rural women. NOWARA Objectives and Main Tasks

Nowara is a specialized governmental body having executive, advisory and directive tasks. One of its main objectives is the promotion of territorial development through the valorization of women entrepreneurship and the creation of innovative dynamics related to the work and employment of Lebanese women in the agricultural, agro food and rural sectors. Nowara also aims to support rural women by spreading knowledge and good practices. It will give further national recognition to women who play a major role in economy and production, both in formal and informal sectors in rural areas. To go into details, the Observatory will:

Analyze rural women constraints in entrepreneurship and labour sector, and propose corrective measures. Collect information and analyze data to identify rural women entrepreneurs and to motivate potential business rural women. Create the linkages with sources of information and service organizations, financial support, international marketing links, research, training, problem solving, and quality aspects…etc. Analyze the legislation regarding female employment and propose measures to eliminate all forms of discrimination against rural women. Prepare/propose amendments and promote new legislations that will facilitate women access to productive resources (access to credit, landownership, marketing facilities,) health services, social security and education…etc. Advocate on work rights, inheritance, land ownership, rights to access productive resources, education and promote literacy programs, technical training…
Increase awareness towards proper application and effectiveness of laws and legislations that govern women work as laborers and business women. Promote pilot initiatives in agriculture and agro-food and create networks with similar groups in the Mediterranean and near east regions. NOWARA Target Group

NOWARA is addressed to women in rural areas, in particular those who are economically or potentially active in the field of agriculture, agro-food and rural products. A wide group of agriculture employees, entrepreneurs and laborers all over the Country are expected to benefit from its services. NOWARA Partners

Among NOWARA members there are representatives from concerned public and private sectors who play a role in the agricultural and rural development sector. Nowara will also establish partnership with experts from the private sector, as well as with research, educational and academic institutes, trade unions, NGOs and civil society organizations that support women in agriculture and rural development. It will promote linkages with service organizations, investment development authorities, banking sector and women entrepreneurs. In addition, the Observatory will voice rural women along with policy and decision makers; supporting them strongly through legislative and regulating bodies and public administrations.

Awareness Campaign “Stories from our village”

Workshop third phase – December 12th, 2014



The National Observatory for Women in Agriculture and Rural Areas – NOWARA – and the Italian NGO CTM Onlus, in collaboration with the Ministry of Agriculture, the Ministry of Education, the Ministry of Culture and the Italian Development Cooperation, have organized the third workshop for directors and counsellors of elementary schools in Lebanon who had participated in the campaign “Stories from our village”, implemented with “Les Amis des Marionnettes” in the framework of the project “Socioeconomic development of the rural population of southern Lebanon”.

The workshop, held on December 12th 2014 in the conference room of the Ministry of Education in Beirut, has involved 28 public schools selected by the Ministry of Education and Higher Education.

The workshop has been an occasion to perform the stories written by the classes of the public schools involved in the campaign during its second phase.

6 schools were awarded the “best dialogic story” and the public libraries who worked with the students on the illustrations of the stories were as well honoured by the organizing institutions.

Finally, the project team distributed the new book published with the stories and illustrations to the 28 schools participating in the third phase of the campaign.

The team of Les Amis des Marionettes is now holding the performances in each selected class.

In the framework of the project “Socio-economic development of the rural population of southern Lebanon”, the National Observatory for Women in Agriculture and Rural Areas -NOWARA and the Italian NGO-CTM Onlus, have presented/supported a special nine-day training program in Zahle focused on the enhancement of women’s skills and capacities in business management. The training program targeted 36 women entrepreneurs and members of cooperatives from different rural areas in the Bekaa, and aimed to offer education courses in management, marketing, finance, accounting, and law, held and taught by professional experts in the field.
On 7th May 2013, Ms. Yelda Sakr held the fifth course of the training program which addressed the question of women and business law, and succeeded in boosting women’s insights for this area. The course, which attracted 24 participants, was carried out in an interesting and accurate way, using Power Point slides, participating and listening to discussions, and organizing two different workshops in which the women were divided in 7 groups.
Ms Sakr gave special attention on legal framework for business development, and on relevant matters and challenges that women face in their daily lives and works. She also emphasized the presence of discrimination against Women in some Lebanese laws (especially nationality law and the recognition of the role of women farmers), and mentioned some legal obstacles faced by women at work. Moreover, she addressed a great variety of topics related to traders, institutions and individual companies, legal risks, labor law and issues, bankruptcy, contracts, etc.
Although, during the course, several questions have been asked by the participants especially about issues regarding the registration of traders and institutions in the Chamber of Commerce and Industry, rent contract, women's rights in selling stocks, will and inheritance, associations’ registration for social security, etc. These discussions have succeeded in enriching the lesson and the women’s knowledge.

NOWARA TRAINING PROGRAM FOR WOMEN ENTREPRENEURS IN RURAL AREAS OF SOUTH LEBANON AND BEKAA – THIRD YEAR
The National Observatory for Women in Agriculture and Rural Areas has launched, on 13th May 2014 at the Golden Tulip Hotel in Jnah - Beirut, the new training program for women entrepreneurs in rural areas of the regions of South Lebanon and Bekaa, in its third edition, with the participation of women entrepreneurs from South Lebanon and Bekaa and NOWARA coordinators from the different Lebanese regions. This year’s program is exclusively dedicated to women entrepreneurs willing to improve and develop their ongoing businesses. The training is an opportunity to learn subjects – such as empowering a business, family budgeting, production cycle, marketing and quality aspects – and apply for a new financial and technical support. The training will be concluded in June 2014.
The training program is held in the framework of the project “Socio-economic development of the rural population of southern Lebanon”, implemented by NOWARA and the Italian NGO CTM Onlus, in partnership with the Lebanese Ministry of Agriculture, and co-funded by the Italian Development Cooperation.

NOWARA PRESENTED “NOWARA AWARD 2013” AND “THE BEST STORY ABOUT WOMEN IN RURAL AREAS” IN HORECA

The National Observatory for Women in Agriculture and Rural Areas – NOWARA – has held on 2nd April 2014, in NOWARA’s stand L15-L19 in HORECA exhibition at Biel, the ceremony of "NOWARA Award 2013" – an Annual National Award for the best economic initiative carried out by women in the Lebanese rural areas, in its third edition and allocated this year to women involved in cooperatives, and the ceremony for "the Best story about women in rural areas" offered to students of 6th, 7th and 8th grades of Lebanese public schools, who participated in the awareness campaign "Stories from our village", implemented in collaboration with the Ministry of Education and Higher Education since 2012.
The ceremonies were attended by Mrs. Wafa’a Dikah Hamzé – NOWARA founder member – the Director General of the Ministry of Agriculture Mr. Louis Lahoud; the Director General of the Ministry of Industry Mr. Dani Jadaoun; Ms. Vera Zaytouni representing the Director General of the Ministry of Education and Higher Education; H.E. Mr. Giuseppe Morabito, Ambassador of Italy in Lebanon; and Mr. Cristiano Pasini – UNIDO Representative in Lebanon, and the Italian NGO CTM Onlus – who have presented NOWARA Award 2013 to Ms. Samira Zogheib, member of Kfarzebian Women cooperative and winner of the food processing category, and Dr. Raghida El Masri, member of Zadat Al Khairat cooperative winner of the food catering category. They had also delivered the certificates to the six public elementary schools – Al Fawar, Al Hilaliyeh, Al Marwaniyeh, Al Smaiyeh, Kawakaba and Kfarfakoud schools – in the presence of Les Amis des Marionnettes.
"NOWARA Award" and the awareness campaign "Stories from our village" are organized in the framework of the project "Socio-economic development of the rural population of southern Lebanon", promoted by NOWARA and CTM Onlus, in partnership with the Lebanese Ministry of Agriculture, and co-funded by the Italian Development Cooperation. This year, NOWARA Award is supported by the project CELEP for the empowerment of local communities, implemented by UNIDO and ICU, funded by the Italian Development Cooperation.

The National Observatory for Women in Agriculture and Rural Areas – NOWARA – and the Italian NGO CTM Onlus, in partnership with the Ministry of Agriculture, have organized a workshop for the awareness campaign “Stories from our village” on March 3rd 2014 at Sin El Fil public library, in order to enhance the activity of the public libraries. The event comes after the second workshop held on 12th December 2013, where 14 public schools were invited following to a selection made by the Ministry of Education and Higher Education, in addition to the six schools that won the first stage of the campaign, and 30 public libraries chosen by the Ministry of Culture. The workshop was also an opportunity to deliver to all the participants a didactic kit and a CD-ROM, which contains 7 stories recorded by professional actors, and the campaign’s song with a number of books in order to apply this activity in schools and libraries. This campaign aims to raise awareness of the new generations about the importance of the development of rural areas, as well as it highlights the role of women in development and rural family, in addition to the promotion of questions concerning gender equality and maintenance of the heritage and traditions. The awareness campaign is organized in collaboration with the Ministry of Education, the Ministry of Culture and the Italian Development Cooperation, and it is implemented by “Les Amis des Marionnettes” in the framework of the project "Socio-economic development of the rural population of southern Lebanon".

The National Observatory for Women in Agriculture and Rural Areas – NOWARA – has organized a three-day bookkeeping training program for small businesses, on the 11th, 12th February and 18th March 2014, at the Ministry of Agriculture Regional Extension in Zahle-Bekaa.
The training was held by Mr. Mazen Fakhreddine, a business consultant who addressed several subjects aiming at enhancing small businesses such as women entrepreneurship skills, vouchers, bookkeeping and schedules, calculation of the product cost, profit and loss. 21 women entrepreneurs from different areas in the Bekaa region have attended the course, which was accompanied by analysis, practices and exercises on bookkeeping and, during the last day of the training, an award was granted to the best bookkeeping performed by participants.
This activity is held in the framework of the project “Socio-economic development of the rural population of southern Lebanon”, implemented by NOWARA and the Italian NGO CTM Onlus, in partnership with the Lebanese Ministry of Agriculture, and co-funded by the Italian Development Cooperation.
