"외국인고용 사업체 대상 설문조사(중소기업중앙회)"

중소기업중앙회에서 외국인근로자를 고용하고 있는 중소제조업체 1,200개사를 대상으로 2023년 외국인 고용 관련 어려운 점에 대한 설문조사를 했습니다.

조사결과 한국인의 취업 기피(22년 75% → 23년 90%)가 더 심해졌고, 중소기업들은 외국인 근로자를 더 많이, 장기적으로 고용하고 싶다고 대답했습니다.

- 올해 16만 5천명의 외국인 도입에도 불구하고 추가로 3만 5천명이 더 필요
- 외국인근로자의 체류기간(최장 9년 8개월)에 대해 5년 이상 추가 연장 희망
- 장기 고용 제도 필요(불성실 외국인 근로자 대상 사업장 변경 횟수 축소/4년 10개월 동안 사업장을 변경하지 않은 근로자의 인센티브 제공)
- 입국 전 직무교육 및 국내 입국 전후 한국어 교육 강화
- 외국인근로자 채용 시 중요시 하는 사항은 출신국가(66%), 한국어능력(48%), 육체적 조건(33%) 순

"Survey on businesses employing foreigners (Korea Federation of Small and Medium Business)"

The Korea Federation of Small and Medium Businesses conducted a survey targeting 1,200 small and medium-sized manufacturing companies that employ foreign workers about difficulties related to foreign employment in 2023.

As a result of the survey, Koreans' aversion to employment has become more severe (75% in 2022 → 90% in 2023), and small and medium-sized businesses responded that they would like to hire more foreign workers in the long term.

- Despite the introduction of 165,000 foreigners this year, an additional 35,000 people are needed.
- Foreign workers wish to extend their period of stay (maximum 9 years and 8 months) for an additional 5 years or more
- A long-term employment system is needed (reducing the number of workplace changes for disloyal foreign workers/providing incentives to workers who have not changed workplaces for 4 years and 10 months)
- Strengthening job training before entry into the country and Korean language education before and after entering the country
- The most important factors when hiring foreign workers are country of origin (66%), Korean language proficiency (48%), and physical condition (33%).

1월 7일은 한국의 24절기 중 하나인 소한(작은 추위)입니다. 소한부터 한 달 동안은 강한 추위가 계속됩니다. '24절기'는 태양의 움직임에 따라 바뀌는 계절의 변화를 생활과 농사에 활용하기 위한 것입니다.

아래는 외국인을 위한 "2024년 달라지는 것"들 입니다.

1. E-9 비자 허용 업종 확대 : 음식점/임업/광업/호텔,콘도('24/4월 부터 고용허가서 신청)

2. 디지털 노마드 비자(Workcation) 시범 운영 : 해외 원격 근무자들, 최대 2년까지 장기 체류(해외기업 소속 원격근무 가능 및 고소득자 ; 한국 GNI 2배 이상 소득)

3. 시간 당 최저임금(모든 근로자 대상) : 24년 9,860원(월급 206만원 ; 209시간 근무 기준)

4. TOPIK 해외시험 : 연 4회에서 8회 및 시행 국가(PBT 90개국, IBT 10개국) 확대

5. 다문화 아동, 청소년 지원 확대 : 진로설계, 이중언어학습, 교육활동비 지원(여성가족부)/멘토링 인원 확대(교육부)/한국폴리텍대학, 다문화 청소년 특화 직업훈련 시범사업(고용노동부)

"The period of lesser cold of seasonal division & Things that change in 2024"

January 7th is 'Sohan(small cold)' one of Korea's 24 solar terms. The strong cold will continue for a month starting from 'Sohan'. The 24 solar terms are intended to utilize the seasonal changes that occur according to the movement of the sun in daily life and farming.

Below are "Things tha will change in 2024" for foreigners.

1. Expansion of industries allowed for E-9 visa : Restaurant/Forest/Mining/Hotel, Condominium(Application for employment permit from April 2024)

2. Pilot operation of digital nomad visa(Workcation) : Overaseas remote workers, long-term stay of up to 2 years(able to work remotely for overseas companies and high income earners ; income more than twice the Korean GNI)

3. Minimum wage per hour(for all workers) : 9,860 won for 24 years(monthly salary of 2.06 million won ; based on 209 hours of work)

4. TOPIK Overseas Test : Expansion from 4 to 8 times a year and implementation countries(90 PBT countries, 10 PBT countries)

5. Expasion of support for multicultural children and youth : Career planning, bilingual learning, support for educational activities(Ministry of Gender Equality and Family) / Expansion of mentoring personal(Ministry of Education) / Korea Polytechnic University, pilot project for specialized vocational traning for multicultural youth(Ministry fo Employment and Labor).

"외국인 근로자 연말정산(2023)"

다음 달에는 외국인근로자도 작년 근로소득에 대한 연말정산을 해야합니다. 국세청에서 연말정산할 때 유의해야 할 것들을 알려주고 있습니다.

1. 외국인근로자가 거주자에 해당하면 주택자금공제와 월세액 세액공제는 받을 수 있습니다.
2. 국내 최초 근로일이 속하는 연도부터 20년간 단일세율(19%) 적용을 받게 됩니다.
3. 외국인 기술자는 10년간 발생한 근로소득에 대해 소득세의 50%를 감면 받을 수 있습니다.

"Year-end tax settlement for foreign workers(2023)"

Next month, foreign workers will also have to make year-end tax settlement for last year's earned income. The National Tax Service provides information on things to keep in mind when doing year-end tax settlement.

1. If a foreign worker is a resident, he or she can receive a housing fund deduction and a tax deduction for monthly rent.
2. A single tax rate (19%) will be applied for 20 years from the year of the first working day in Korea.
3. Foreign engineers can receive a 50% reduction in income tax on earned income earned over 10 years.
