នាព្រឹកថ្ងៃចន្ទ ២រោច ខែភទ្របទ ឆ្នាំមមី អដ្ឋស័ក ព.ស. ២៥៧០ ត្រូវនឹងថ្ងៃទី២៨ ខែកញ្ញា ឆ្នាំ២០២៦ ឯកឧត្តម អ៊ុំ យុទ្ធី អគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (អ.គ.ហ.) តំណាងដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម រស់ សីលវ៉ា រដ្ឋលេខាធិការ នៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ (កសហវ.) និងជាអគ្គលេខាធិការ នៃ អ.គ.ហ. អមដោយមន្ត្រីជំនាញជាន់ខ្ពស់ និងមន្ត្រីជំនាញ នៃ អ.គ.ហ. បានដឹកនាំ កិច្ចប្រជុំ Kick-off Meeting សម្រាប់បេសកកម្មត្រៀមរៀបចំការវាយតម្លៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (PEFA) ឆ្នាំ២០២៧ ជាមួយធនាគារពិភពលោក និងដៃគូអភិវឌ្ឍន៍ពាក់ព័ន្ធ។

កិច្ចប្រជុំមានគោលបំណង ពិភាក្សា និងឯកភាពលើគោលបំណង វិសាលភាព អភិក្រម ផែនការការងារ តម្រូវការទិន្នន័យ និងឯកសារគាំទ្រ ព្រមទាំងយន្តការសម្របសម្រួលសម្រាប់ការវាយតម្លៃ PEFA ឆ្នាំ២០២៧ ដែលគ្រោងគ្របដណ្តប់លើ PEFA ថ្នាក់ជាតិ និងការវាយតម្លៃបន្ថែមពាក់ព័ន្ធនឹងយេនឌ័រ និងអាកាសធាតុ។ កិច្ចប្រជុំនេះមានការចូលរួមពី សមាជិកក្រុមការងារចំពោះកិច្ចវាយតម្លៃ PEFA ថ្នាក់ជាតិលោកស្រី Tessa Clare Cullen និងសហការីនៃធនាគារពិភពលោក ព្រមទាំងតំណាង FCDO នៃចក្រភពអង់គ្លេស និង DFAT នៃប្រទេសអូស្ត្រាលី។

On the morning of Monday, 28 September 2026, H.E. Um Youthy, Deputy Secretary General of the General Secretariat of the Public Financial Management Reform Steering Committee (GSC), representing H.E. Ros Seilava, Secretary of State of the Ministry of Economy and Finance (MEF) and Secretary General of the GSC, accompanied by senior specialists and specialists of the GSC, chaired the Kick-off Meeting for the 2027 PEFA Assessment Preparation Mission with the World Bank and relevant development partners.

The meeting aimed to agree on the objectives, scope, approach, work plan, data and evidence requirements, and coordination arrangements for the 2027 PEFA assessment, which is expected to cover the national PEFA assessment and supplementary assessments on gender- and climate-responsive public financial management. Participants included members of the National PEFA Assessment Task Force, Ms. Tessa Clare Cullen and colleagues from the World Bank, as well as representatives from the UK Foreign, Commonwealth & Development Office (FCDO) and Australia’s Department of Foreign Affairs and Trade (DFAT).

កម្មវិធីនេះរៀបចំឡើងក្នុងគោលបំណង៖ (១) ពិនិត្យលទ្ធផល OBS ឆ្នាំ២០២៥ (២) ស្វែងយល់ពីឧត្តមានុវត្តន៍អន្តរជាតិលើការចូលរួមរបស់សាធារណជន (៣) ពិភាក្សាលើកាលានុវត្តភាព និងវិធីសាស្ត្រពង្រឹងតម្លាភាពថវិកា និង (៤) កំណត់ទិសដៅការងារដើម្បីត្រៀមខ្លួនសម្រាប់ OBS ឆ្នាំ២០២៧។

Cambodia’s OBS 2025 Achieved a Transparency Score of 54/100 (an increase of 11 points from 2023), higher than the Asia-Pacific regional average (49 points), reflecting the Royal Government's dedicated efforts in promoting openness and the public dissemination of budget information.

On Tuesday, September 22, 2026, at Cambodiana Hotel, H.E. Meas Soksensan, Secretary of State of the Ministry of Economy and Finance (MEF) and Deputy Secretary General of the General Secretariat of the PFM Reform Steering Committee (GSC) representing His Excellency Akka Pundit Sopheacha Aun Pornmoniroth, Deputy Prime Minister and Minister of MEF, as well as H.E. Ros Seilava, Secretary of State of MEF and Secretary General of GSC—presided over the opening of the “Launching and Dialogue Event on the Results of the Open Budget Survey (OBS) 2025”. The event was co-organized by the NGO Forum on Cambodia, the Delegation of the European Union to Cambodia (EU), and the International Budget Partnership (IBP), with approximately 200 participants in attendance.

The objective of the event was to: (1) Review the OBS 2025 results; (2) Learn international best practices on public participation; (3) Discuss opportunities and methods to strengthen budget transparency; and (4) Define future action plans in preparation for OBS 2027.

On September 23, 2026, at 9:00 AM, H.E. Um Youthy, Deputy Secretary General of the General Secretariat of the Steering Committee of the PFM Reform (GSC), representative of H.E. Ros Seilava, Secretary of State of the MEF and Secretary General of the GSC accompanied by senior specialist and specialist of the GSC, led a meeting on the progress of implementing the plan to fully delegate authority to budget entities across ministries and institutions, with coordination and participation from relevant units under the MEF.

This meeting aimed to review and discuss progress, challenges, and remaining work to be pursued related to the full delegation of authority to budget entities across 21 ministries and institutions, in order to ensure implementation in line with the established plan. The meeting was attended by representatives of the General Department of Budget, the Economic and Finance Institute, the General Department of Information Technology for Public Financial Management of the MEF, and representatives from 21 relevant ministries and institutions, totaling approximately 45 participants.

The meeting was attended by H.E. Deputy Secretary Generals, Senior Specialists, and Specialists of the GSC. The purpose of the meeting is to review and discuss the results of the preliminary report on the assessment of the Public Financial Management system of the Ministry of Economy and Finance, to ensure the information, data and supporting evidence is accurate, comprehensive and reflective of the actual state of public financial management.

On Tuesday 15th September 2026, under cooperation between ADB and GSC, H.E. PEN Thirong, Secretary of State of the Ministry of Economy and Finance (MEF), and Deputy Secretary General of General Secretariat of the Public Financial Management Reform Steering Committee (GSC), representative of H.E. ROS Seilava, Secretary of State of the MEF, and Secretary General of the GSC, chaired a meeting on the “Progress of Electronic Government Procurement (e-GP) Development and the Summary Mission for the Review of the Legal and Regulatory Framework Related to e-GP” at Fairfield by Marriott Phnom Penh.

The meeting aimed to review, monitor, and exchange views on the progress of e-GP development, summarize the findings from the ADB experts' past mission reviewing legal and regulatory frameworks, and serve as a platform to raise awareness, extract good practices, and build stakeholder capacity to understand the e-GP system and related regulations ahead of its planned pilot implementation by late 2026 or early 2027.

Conducted both in person and online, the meeting was attended by H.E. Chhuon Samrith, Undersecretary of State of the MEF, alongside representatives from key general departments and entities under the MEF, line ministries, state-owned enterprises, ADB team members and experts, as well as senior specialists and specialists of the GSC, totaling around 100 participants.
