នៅថ្ងៃអង្គារ-ពុធ ៦-៧កើត ខែចេត្រ ឆ្នាំម្សាញ់ សប្តស័ក ពុទ្ធសករាជ ២៥៦៩ ត្រូវនឹងថ្ងៃទី២៤-២៥ ខែមីនា ឆ្នាំ២០២៦ ឯកឧត្តមបណ្ឌិត យ៉េត វីណែល អគ្គលេខាធិការរងនៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (អ.គ.ហ.) តំណាងដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្ដម រស់ សីលវ៉ា រដ្ឋលេខាធិការ កសហវ. និងជាអគ្គលេខាធិការ នៃ អ.គ.ហ. បានរៀបចំសិក្ខាសាលាបណ្តុះបណ្តាល ស្ដីពីកម្មវិធីកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ ជូនដល់សិក្ខាកាមជាសិស្សមន្ត្រីក្រមការជំនាន់ទី១២ នៃសាលាភូមិន្ទរដ្ឋបាល សរុបចំនួនប្រមាណ ១៥០ រូប។ សិក្ខាសាលាបណ្តុះបណ្តលនេះ ត្រូវបានរៀបចំឡើង ក្នុងគោលបំណងបណ្តុះបណ្តាល និងចែករំលែកបទពិសោធន៍នៃការអនុវត្តការងារជាក់ស្តែងលើជំនាញគន្លឹះៗ ក្នុងវិស័យហិរញ្ញវត្ថុសាធារណៈ ជូនសិក្ខាកាម ដែលជាសិស្សមន្ត្រីក្រមការ នៃសាលាភូមិន្ទរដ្ឋបាល ដើម្បីមានមូលដ្ឋានគ្រប់គ្រាន់យកទៅបំពេញតួនាទី របស់ខ្លួននៅតាមរដ្ឋបាលក្រុង ស្រុក និងខណ្ឌនៃរាជធានី-ខេត្តទំាង២៥ កាន់តែមានប្រសិទ្ធភាព ក្រោយបញ្ចប់វគ្គសិក្សានាពេលខាងមុខ។

On March 24-25, 2026, H.E Dr. Yeth Vinel, Secretary-General of General Secretariate of the Steering Committee of the Public Financial Management Reform (GSC) representative of H.E. Ros Seilava, Secretary of State of MEF and the Secretary General of GSC, organized a training workshop on the Public Financial Management for trainees civil servants from the Royal School of Administration approximately 150. This training workshop was organized with the aim of equipping participants, who are trainee civil servants from the Royal School of Administration, with training and practical experience on key competencies in the public financial sector. The purpose is to provide them with a sufficient foundation to perform their duties more effectively in municipal, district, and khan administrations throughout all 25 capital and provinces upon completion of their course in the near future.

On March, 25th 2026, H.E. ROS Seilava, Secretary of State, Ministry of Economy and Finance (MEF), and Secretary General of General Secretariat of Public Financial Reform Steering Committee (GSC), accompanied by H.E. Um Youthy, Director of Administration, Finance, and Monitoring and Evaluation of GSC, Senior Specialists and Specialists of GSC, organized a meeting with representatives of the European Union (EU) to Cambodia. The EU delegation was led by Mr. HOSKINS Ian, Head of Unit for South and Southeast Asia at the Directorate-General for International Partnerships, and Mr. FORNARI Bryan, Head of Cooperation of the EU Delegation to Cambodia, along with four other representatives. The meeting aimed to discuss and define directions for strengthening cooperation between the European Union and the Royal Government of Cambodia on Public Financial Management Reform.

The meeting was attended by H.E. Keng Somarith, Secretary of State of the Ministry of Justice and Secretary-General of the General Secretariat of the Steering Committee for Legal and Judicial Reform; H.E. Dr. Khan Vannak, Secretary of State of the Ministry of Justice and Standing Deputy Head of the Working Group on Public Financial Management Reform in the justice sector; H.E. Pen Thirong, Secretary of State of Ministry of Economy and Finance (MEF), and Deputy Secretary General of General Secretariate of the Steering Committee of the Public Financial Management Reform (GSC), representing H.E. Ros Seilava, Secretary of State of MEF, and Secretary General of GSC, led a discussion meeting with Mr. Hamid Rohilai, UNDP Public Investment Management and PFM Expert, and Mr. Oudom TEM, Climate Finance Coordinators and Projects Manager, representatives of the United Nations Development Programme (UNDP) Cambodia, on the topic of “Public Investment Management in Climate-Resilient Rural Road”. The meeting was also attended by H.E. Chhoun Samrith, Under-Secretary of State of MEF, Senior Specialists, Specialists, and Assistant to Specialist of GSC.

The meeting aimed to discuss the mainstreaming of climate risk management into the public investment project cycles for rural road infrastructure, while ensuring alignment with the upcoming Sub-Decree and General Guidelines on Public Investment Management.

“Based on the progress that has been and continues to take shape through the implementation of the Public Financial Management Reform Program from Phase I to Phase IV, Cambodia’s Public Financial Management system has achieved and continues to demonstrate strong development and is on the right track, in line with international standards. This has increasingly ensured efficiency, effectiveness, transparency, and accountability within the Cambodian context, while also enhancing flexibility and resilience to socio-economic changes both regionally and globally”

On March 18th, 2026, at the General Department of Taxation Tower (GDT Tower), Public Financial Management Reform Steering Committee (PFMR-SC), under the high presidency of H.E. AKKA PUNDIT SOPHEACHA AUN PORNMONIROTH, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of PFMR-SC, presided over the closing ceremony of the 2025 Annual Review Meeting on the Implementation of Public Financial Management Reform Program – Phase IV, “Performance Accountability.”

The session was attended by about 500 participants, who are excellencies, ladies and gentlemen representing all entities under MEF including the Provincial-Capital Departments of Economy and Finance, Line Ministries, Provincial-Capital Administrations, along with representatives of development partners and civil society organizations.

On March 18th, 2026, at the General Department of Taxation Tower (GDT Tower), during the 6th Session of the 2025 Annual Review Meeting, Public Financial Management Reform Steering Committee (PFMR-SC) organized a discussion on the topic “Impact of the PFM Reform Program on Public Service Delivery in the Education and Health Sectors.” The session was chaired and moderated by H.E. ROS Seilava, Secretary of State, Ministry of Economy and Finance (MEF), and Secretary General of General Secretariat of Public Financial Reform Steering Committee (GSC). Panels included leaders from Ministry of Health, Ministry of Education, Youth and Sport, Ministry of Interior, the World Bank, and two entities under MEF: General Department of Budget and General Department of Sub-National Administration Finance. The session was attended by about 400 participants, who are excellencies, ladies and gentlemen representing all entities under MEF including the Provincial-Capital Departments of Economy and Finance, Line Ministries, Provincial-Capital Administrations, along with representatives of development partners and civil society organizations.

The discussion was co-chaired and moderated by H.E. KONG Vibol, Minister Attached to the Prime Minister and Royal Government Delegate in charge as Director General of the General Department of Taxation, and H.E. Dr. KONG Marry, Secretary of State, MEF. Panels included leaders from General Secretariat of Public Financial Reform Steering Committee, Ministry of Posts and Telecommunications and several entities under MEF, including General Department of Internal Audit, General Department of Digital Economy, General Department of Customs and Excise of Cambodia, and General Department of State Assets and Non-Tax Revenue.
