TORONTO, June 2, 2026 — Canadian Prime Minister Mark Carney has warned that antisemitism in Canada has risen to a level not seen in the postwar period, as his government announced new measures aimed at combating hate, strengthening public safety and promoting inclusion.
Speaking at a synagogue in Toronto, Carney said the crisis of antisemitism in Canada is specific, severe and demands a targeted response. He said the country is failing to protect Jewish Canadians at a time when hate-related incidents and violent threats have intensified.
According to government data reported by Reuters, Canada recorded 1,342 religion-based hate crimes in 2024, with roughly 70 percent targeting the Jewish community, which represents about 1 percent of the national population.
As part of the new response, the government announced the Ministerial Advisory Council on Rights, Equality, and Inclusion, which will examine the scale, nature and drivers of antisemitism, improve data collection on hate incidents, and assess the effectiveness of investments in education, prevention and community safety. The council will be chaired by Canadian Identity and Culture Minister Marc Miller.
Carney cited several serious incidents, including bullets fired at Jewish schools, firebomb attacks on synagogues, and attacks targeting Jewish-owned businesses and community centres. His government has introduced six legislative measures intended to strengthen public safety and combat hatred, including legislation aimed at improving protections for places of worship, schools and community institutions.
Reuters reported that Ottawa has committed C$75 million to improve security at religious institutions, including synagogues and Jewish day schools, while also allocating more than C$36 million for projects designed to counter violent extremism.
Canadian officials have framed the measures as an effort to protect vulnerable communities and strengthen public safety, while stressing that the response is not intended to restrict freedom of expression. The announcement comes as countries around the world continue to confront rising hate incidents following the October 7, 2023 Hamas-led attack on Israel and the subsequent war in Gaza.
