KUSCCO today appeared before the Departmental Committee on Finance and National Planning of the National Assembly to present oral submissions on the Finance Bill 2026.

The proposals included:

* Expanding the definition of “designated primary co-operative societies” to include co-operatives with individual, group, and corporate membership.

* Exempting SACCO member-related fees, charges, and commissions from Excise Duty.

* Widening individual income tax bands and increasing the tax-free threshold to cushion low and middle-income earners.

* Preserving legal safeguards that prevent KRA from issuing agency notices where a taxpayer has properly lodged an appeal.

Committee Chairperson and Molo MP Kuria Kimani commended KUSCCO for its well-articulated proposals and assured the Union that the Committee would give them due consideration.

In collaboration with KUSCCO Ltd , The Institute is conducting a 5-day SACCO Supervisory Committee Certification Course aimed at strengthening corporate governance, leadership, accountability, and regulatory compliance within SACCOs and co-operative societies.

The programme is aimed to equip participants with practical skills in board oversight, risk management, financial literacy, strategy, succession planning, regulations, and performance management to strengthen governance, resilience, and sustainable growth in the co-operative sector.

Following consultations with SACCOs nationwide, KUSCCO formally submitted the sector’s consolidated recommendations on the Finance Bill 2026/27 to the National Assembly yesterday.

We argue that taxing internal SACCO transactions increases borrowing costs and places additional pressure on households already facing rising living costs.

KUSCCO is also advocating for:

• Expansion of the definition of “designated primary co-operative societies” under the Income Tax Act to include co-operatives whose membership comprises individual persons, groups, and corporate entities.

• Preservation of the existing legal protection that prevents the Kenya Revenue Authority (KRA) from issuing agency notices where a taxpayer has properly lodged an appeal.

• Amendment of the definition of “other fees” under the Excise Duty Act to exclude fees, charges, and commissions earned by SACCOs from their members.

• Widening of individual income tax bands and an increase in the tax-exempt threshold to ease the burden on low- and middle-income earners.
