فهم وتقييم المخاطر بتجارة المعادن والأحجار الكريمة تبادلها عبر الحدود الدولية (((فاتف))) :
** تعتبر المعادن و الأحجار الكريمة ذات قيمة عالية صعبة التتبع مقارنة بالنقود ، ما لم يتم تطبيق الإجراءات والمعايير الدولية والأممية بحقها ،في حال عدم تطبيقها فإن الجهات الفاعلة غير المشروعة و المختصة والمتورطة بغسل الأموال وغسل عائدات الجريمة وتمويل الإرهاب والاتجار بالأسلحة والتهرب من العقوبات وغيرها من الأنشطة غير المشروعة تكون نشطة وتحقق أهدافها غير المشروعة ضد القانون .
** نظرا لعدم توفر الخبراء في هذا المجال فإن هذه العمليات إن لم يطبق عليها الإشراف المتخصص هذا الإشراف الذي يدعم عمل الأجهزة الامنيه المختلفه ، وعدم وجود الإشراف او الخبراء، لن يكون هناك وقف لهذه العمليات غير الشرعية لصعوبة تتبعها كما أسلفنا في تقرير (فاتف) و في حال لم يكن هناك جهات متخصصة تدعم مختلف قطاعات الدولة الأمنيه والمدنيه سيكون من المستحيل اتخاذ التدابير اللازمة ، لوقف نشاط هذه الجهات من تصدير وإعادة تصدير واستيراد ، حيث أن هذه الجهات غير الشرعية تعمل على استغلال الثغرات الأمنيه التي تجهلها بعض الدول عبر الحدود الدوليه في هذه الحالة تمر الأحجار أمام رجال الأمن بمختلف تخصصاتهم دون معرفة الخطر الكبير. منها ودخول هذه الأحجار موازياً تماما كمبالغ مالية بقيمة عالية لا اتخضع للرقابه المالية عبر القنوات النقديه الرسمية.
**ان وجود الاجراءات من قبل المختبرات والخبراء يوقف العمليات غير الشرعية مما يساهم بتخفيف العمليات غير الشرعية المختلفة ويقلل ويخفف عمليات الجهات الشرعيه التمويلية ( الأسلحة الإرهاب الاتجار بالبشر التبادل المالي غير الشرعي المخدرات،،،الخ
** لذلك قامت دول الخليج قاطبة بالتنبه المطلق لمخاطر تجارة المعادن و الأحجار الكريمه وقامت بتطبيق تشريع لعمل المختبرات لتنفيذ ودعم الاتفاقيات الأمنية و الدولية المتعلقة بهذه التجارة. لحمايه امنها واقتصادها وتعزيز مفهوم حمايه المستهلك وتوفير بيئه استثمارية عادله ونزيهة
بالتعاون مع وزارة التجارة والصناعة قدمت دعم ومساعدة بالاستجابه المتطلبات الجديدة وتحديث الاضافه في عملها مشكورة ومقدرة بدعم هذا التوجه الدولي كجهة صاحبة الاختصاص ف اصدار ترخيص المختبرات
حيث اننا ندعوا وزارة التجارة والصناعة لرعاية وتبني ندوة بالخاطر الامنيه لتجارة الألماس والاحجار الكريمه من خلال ندوة تنظمها الوزارة بهذا الخصوص
