The Finance ministry and CBDT has to come up with some solution so that excess TDS shall be refunded in previous year itself for persons who generally are never and will not be taxed so high, Form 13 is not working, either it should be made online and assessee friendly. or alternate method to be found out.

The CBDT\finance ministry has to give option of biometric based ITRV authentication attaching Aadhaar number.
The Name as per Aadhaar & as per PAN may have some difference but CBDT or ministry has find some solution to sort it out.
