*साइबर क्राइम: दिल्ली जल बोर्ड (DJB) Fake App*

यह #ओडीएफसी साइबर हेल्पडेस्क द्वारा दी गई एक सच्ची कहानी है।

एक मध्यम आयु वर्ग की महिला को एक अज्ञात फ़ोन नंबर से एक मेसेज मिला जिसमें कहा गया था कि आपका दिल्ली जल बोर्ड कनेक्शन काट दिया जाएगा क्योंकि आपका KNO डिटेल्स अपडेट नहीं है, तुरंत इस नंबर पर कॉल करें। क्योंकि हाल ही में उसने दिल्ली जल बोर्ड में एक अप्लिकेशन डाला था, इसलिए उसने इस संदेश पर आँख मूंदकर भरोसा कर लिया, उसने उस नंबर पर कॉल किया, कॉल करने के बाद उन्होंने उसे कनेक्शन के डिटेल्स जैसे KNO नंबर, आवेदक का नाम, जिस पर कनेक्शन registered है और दोनों फ्लैटस का पूरा पता बताया, जिससे उसे विश्वास हो गया कि वे दिल्ली जल बोर्ड से ही बात कर रहे हैं।

उसके बाद स्कैमर ने #व्हाट्सएप के माध्यम से दो .apk फ़ाइलें भेजी, और झांसा देकर पीड़िता से उसे डाउनलोड भी करवा लिया। फिर स्कैमर ने उसे फ़ोन न छूने के लिए कहा और फिर फ़ोन की स्क्रीन ब्लैक हो गई और उस पर दिल्ली जल बोर्ड का इंग्लिश में एक मैसेज दिखाई देने लगा "कृपया प्रतीक्षा करें - दिल्ली जल बोर्ड"। इस बीच न तो स्क्रीन कैंसिल हो रही थी और न ही आगे बढ़ रही थी, वह हैकर के चंगुल में फंस चुकी थी और उन्होंने उसके UPI के माध्यम से 95000/- रुपये का unauthorised ट्रांज़ैक्शन किया।

जब पीड़िता ने अपना SMS देखा, तो उसमें 95,000/- रुपये का ट्रांज़ैक्शन किया गया था, झुंझलाहट में उसने इस बारे में स्कैमर से पूछा जो 30 मिनट से अधिक समय से कॉल पर था। "तब स्कैमर ने जवाब दिया - मैडम, कृपया कॉल डिस्कनेक्ट न करें, यह कॉल रिकॉर्डिंग पर है। आपका पैसा जल्द ही आपको वापस कर दिया जाएगा नहीं तो मेरी नौकरी चली जायेगी।" लेकिन पीड़िता ने अपना फोन बिना डिस्कनेक्ट किए, तुरंत दूसरे फोन के माध्यम से ओडीएफसी साइबर हेल्पडेस्क से संपर्क किया, और उसे पता चला कि अब वह साइबर क्राइम का शिकार हो गई है, उसे 1930 (साइबर क्राइम पुलिस) और बैंक को रिपोर्ट करने का निर्देश मिला।

1. इस स्कैमर् गैंग के पास दिल्ली जल बोर्ड की पूरी जानकारी है, ऐसा लगता है कि कोई DJB ऑफिसर है जिसने पूरा डेटा बेच दिया है, इसलिए स्कैमर् गैंग के पास सभी अप्लिकेशन का पूरा डिटेल्स है।

2. डेटा के साथ-साथ, इन स्कैमर् को इस बात की पूरी ट्रेनिंग भी है कि अप्लिकेशन के प्रोसेस के दौरान दिल्ली जल बोर्ड के स्टाफ कैसे बात करते हैं, जब वे अप्लिकेशन प्रोसेस करते हैं।

MODUS OPERANDI:

Stage — 1

The scammer (girl) typically creates a profile with fancy pictures/videos appearing to be genuine and gets the verified tag on her profile on the matrimonial app. She sends invites to connect potential victims (boys). Thereafter within a short span of time, she and her fake family member(s) have been winning the trust of the victim using multiple video calls, talking to his family members and finalizing the schedule of marriage etc.

Stage — 2

Further, after creating an emotional affair for a month or more, the girl, and her family (scammers gang) convince 'potential victims' to invest in crypto, by showing their ultra-modern lifestyle. The target person (victim) is psychologically pressurized by a scammer (girl) for taking quick decisions to invest in crypto, then he transfers a big chunk of money to a platform (or ) provided by her over a . After some transactions, the victim's account gets blocked at that crypto platform. But the scammer keeps asking the victim to make further investments to secure the struck money.
