(RBI) — ODFC Academy

- ANBC = RBI

# Which sectors count as "PSL"?

Key PSL categories include:

📌 - Agriculture and allied activities** (including small & marginal farmers)

📌 - Micro, Small and Medium Enterprises (MSMEs)

📌 - Education loans (up to specified limits, e.g. ₹20 lakh)

📌 - Housing loans** for economically weaker sections and affordable housing

📌 - Renewable energy (solar, mini-hydel, etc.)

📌 - Export credit

📌 - Social infrastructure (schools, health centres, drinking water, etc.)

📌 - Weaker sections borrowers, women's SHGs, etc.)

# # How is PSL calculated?

Banks compute PSL as a percentage of their Adjusted Net Bank Credit (ANBC).

In simple terms:

- ANBC = Total bank credit (loans) after certain adjustments defined by RBI

- PSL target = 40% of ANBC (or off-balance sheet exposure equivalent, whichever is higher)

Any loan that falls under the RBI's priority sector list and meets the specified criteria counts toward this 40%.

Example: हमारी economy एक city है और RBI central power-grid operator है; goal सही amount of light — और ।

📌 1. (Liquidity Adjustment Facility):

- day-to-day liquidity management का primary tool.

📌 2. (Marginal Standing Facility) और (Standing Deposit Facility):

- emergency safety valves.

- MSF: peak/ceiling rate for emergency borrowing against govt securities.

- SDF: floor rate for overnight parking without collateral.

📌 3. (Cash Reserve Ratio) और (Statutory Liquidity Ratio):

- statutory requirements, interest-rate setting नहीं.

- CRR: banks को percentage cash RBI के पास रखनी होती है (no interest) → available lendable funds down.

- SLR: banks को safe assets (government bonds) में invest करना होता है → ensures solvency और creates demand for govt debt.

📌 4. (Variable Reverse Repo Rate):

- auction-based reverse repo; RBI announces amount (e.g. ₹50,000 crore) और banks bid करते हैं. Allows granular liquidity extraction.

📌 5. (Open Market Operations):

- RBI buys/sells government securities in open market.

- Buy → inject liquidity into banking system; Sell → absorb liquidity.

📍 Objective & coordination -

- High inflation → RBI withdraws liquidity/raises rates; Low demand → RBI injects liquidity/lowers rates.

Welcome to the ODFC Academy podcast. In this case study, we examine enforcement actions, timelines, and likely FEMA compliance issues across several digital gaming platforms.

📌 Case-1: Gameskraft:

The Enforcement Directorate’s public release says the case arose from alleged cheating of online real-money rummy players, followed by layering through dividends, buy-backs, mutual funds, bonds, convertible notes, equity, movable assets, and high-value items. It also says the agency used Section 17 of the PMLA for searches and relied on multiple FIRs for scheduled offences.

Timeline:
- Mid-2023: Allegations and initial complaints about cheating and irregularities surfaced in reporting.
- Late 2023 to early 2024: FIRs filed and preliminary investigations by local police and other agencies recorded.
- 2024 (search phase): ED invoked Section 17 of the PMLA and carried out searches linked to alleged money laundering and layering.
- 2025: Proceedings and asset-tracing activity continued, with regulatory scrutiny on corporate and financial flows.

For FEMA, the likely compliance provisions are:
- Section 3 of FEMA, if any prohibited or improper foreign exchange transaction or indirect value transfer was involved.
- Section 4 of FEMA, if foreign exchange or foreign assets were held or used contrary to the law.
- Section 6(3) of FEMA and the relevant Foreign Exchange Management (Non-Debt Instruments) Rules, 2019, if foreign investment, share issues, buy-backs, or downstream investment were involved.
- Foreign Exchange Management regulations under the NDI framework, for pricing, reporting, and investor eligibility issues.
- FEMA reporting regulations such as FC-GPR, FC-TRS, and downstream reporting requirements, if shares, convertibles, or non-resident holdings were part of the structure.

The rise of AI and the internet has made speed a defining feature of modern life, but speed without understanding can leave people behind. That is why platforms like ODFC Academy matter. We do not simply respond to change; we help people live through it with greater confidence. In a country where technology is reshaping work, business, and ambition, ODFC Academy speaks to a deeper need: the need to understand, adapt, and move forward with confidence.

The ODFC Academy focus on compliance, finance, legal, tech operations, and regulatory subjects is important because these are the areas that often decide whether a business grows responsibly or struggles under pressure. In a country moving rapidly towards digital systems, online transactions, and AI-enabled processes, the ability to understand rules and risk is no longer optional. ODFC Academy helps make that understanding more reachable.

What makes this especially valuable is the way ODFC Academy turns complicated subjects into something that feels practical and human. Topics such as RBI regulations, reporting obligations, transaction monitoring, and virtual digital asset-related risks can feel intimidating at first. But when they are explained in a structured and applied way, they become less like barriers and more like tools. That shift matters deeply, because knowledge only becomes empowering when people can actually use it.

There is also something quietly important about the ODFC Academy cademy’s approach to case-based learning and bespoke compliance playbooks. In a time when India is moving from familiar systems to digital-first systems, people need more than theory. They need examples, context, and confidence. They need learning that feels connected to real life, because real life is where rules are tested and decisions matter most. ODFC Academy appears to understand that very well.

For many learners, the value of a platform like this is not only in what it teaches, but in what it restores. It restores confidence in people who may feel left behind by the speed of change. It restores clarity in subjects that can feel overwhelming. It restores a sense that professional growth is still possible, even in a world where technology seems to be moving faster than human understanding.

That feeling is especially meaningful in India today, where the digital revolution is not just about convenience but about inclusion. The rise of AI, mobile platforms, online services, and digital financial systems has opened new doors, but it has also created new responsibilities. People need the chance to learn how these systems work, how they are governed, and how to use them wisely. ODFC Academy contributes to that larger national task.

Its wider reach across India gives that contribution even more weight. A platform that can connect with learners across many districts is not only sharing information; it is helping to distribute opportunity. In a country as large and diverse as India, that matters enormously. Knowledge that reaches beyond one city and into many communities can become a bridge between aspiration and achievement.

The emotional strength of ODFC Academy lies in this very idea of bridge-building. It connects professionals with the knowledge they need to work responsibly in regulated environments. It connects districts with national learning. It connects the present of digital transformation with a future that still needs to be shaped carefully. That is the kind of connection that gives a training initiative lasting value.

In that sense, ODFC Academy is more than a training platform. It is part of a larger movement that says ordinary professionals deserve access to the tools of a changing world. It says that knowledge should not remain locked behind complexity. We believe that the future belongs not only to those who build the systems, but also to those who learn how to use it with care.

As India continues its journey through an AI-driven and internet-connected age, institutions like ODFC Academy carry a quiet but important responsibility. We help people stay informed, stay capable, and stay included. That is not a small thing. In a time of rapid change, it may be one of the most meaningful contributions of all.
