Outcome of 38th GST Council meeting as follows:-
1) Input tax credit to be restricted to 10 percent versus 20 percent of invoice not uploaded in portal.
2) Uniform tax rate of 28 percent on lottery in all states.
3) Annual return date for GSTR9, 9c form extended to Jan, 2020.
4) Tax payer who have not filed GSTR-1 from July 17 will not be penalised if they file by 10th Jan 2020.
