Highlights of Union Budget 2017-18

The 2017 Union Budget, presented by Finance Minister Arun Jaitley on 01st February 2017, was broadly focused on 10 issues farming sector, rural population, youth, poor and health care for the underprivileged, infrastructure, financial sector for stronger institutions, speedy accountability, public services, prudent fiscal management and tax administration for the honest.

Following are the highlights of his speech on various issues:

Demonetisation

1. Demonetisation is expected to have a transient impact on the economy.

2. It will have a great impact on the economy and lives of people .

3. Demonetisation is a bold and decisive measure that will lead to higher GDP growth.

4. The effects of demonetisation will not spillover to the next fiscal.

Agriculture sector

1. Sowing farmers should feel secure against natural calamities.

2. A sum of Rs. 10 lakh crore is allocated as credit to farmers, with 60 days interest waiver.

3. NABARD fund will be increased to Rs. 40,000 crore.

4. Government will set up mini labs in Krishi Vigyan Kendras for soil testing.

5. A dedicated micro irrigation fund will be set up for NABARD with Rs 5,000 crore initial corpus.

6. Irrigation corpus increased from Rs 20,000 crore to Rs 40,000 crore.

7. Dairy processing infrastructure fund wlll be initially created with a corpus of Rs. 2000 crore.

8. Issuance of soil cards has gained momentum.

9. A model law on contract farming will be prepared and shared with the States.

Rural population

1. The government targets to bring 1 crore households out of poverty by 2019.

2. During 2017-18, five lakh farm ponds will be be taken up under the MGNREGA.

3. Over Rs 3 lakh crore will be spent for rural India. MGNREGA to double farmers' income.

4. Will take steps to ensure participation of women in MGNREGA up to 55%.

5. Space technology will be used in a big way to ensure

Sexual Harassment Matters

The Supreme Court Decision (Vishaka V/S State of Rajasthan, 1997) which recognizes harassment as a form of discrimination against women and violation of the constitutional right to equality was used to refer to sexual harassment.
Earlier, India had no legislation on sexual harassment. In 2013, Indian Government has enacted The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (in force from December 09, 2013) which prohibits sexual harassment at the workplace. The Act specifies the types of actions that would fall within the ambit of sexual harassment with respect to women workers. Sexual harassment is defined as any one or more of the following unwelcome acts or behaviour (whether directly or by implication) namely: physical contact and advances; or a demand or request for sexual favors; or making sexually colored remarks; or showing po*******hy, or any other unwelcome physical, verbal or non-verbal conduct of sexual nature.
To address complaints relating to sexual harassment exclusively, the Act mandates all employers to create internal complaints committees. It also requires employers to include sexual harassment as a disciplinary violation in their internal policies, provide assistance to victims in reporting incidents of sexual harassment to the authorities, and also prepare and file annual reports prescribed therein. An employer who contravenes the provisions of this Act is punishable with a fine which may extend to 50,000 rupees.
Sexual harassment is also prohibited under section 354-A of the Penal Code. A person convicted of sexual harassment is punished with rigorous imprisonment for a term which may extend to three years or with fine or with both.

Soon, PF Services To Be Available At 2 lakh Common Service Centres

New Delhi: In order to provide online facilities like provident fund (PF) claim settlement and meeting of KYC (know your customer) norms to activate portable PF accounts, the Employees' Provident Fund Organisation (EPFO) will extend these to two lakh common service centres (CSCs).

Retirement fund body EPFO has decided to extend services like Aadhaar seeding with Universal Account Number (UAN), digital life certificate of pensioners, e-KYC-operated upload and update facility, UAN card-related and online claim service at two lakh CSCs of the IT Ministry.

The pact on this would be inked soon by EPFO and the IT Ministry which will eventually help the body operationlise all 7.84 crore UANs issued to subscribers.

According to data available on the EPFO website, as many as 2.93 crore UANs have been activated by subscribers, which are now portable for life. UAN account holders are not required to transfer their PF account on changing jobs.

EPFO has been grappling with the issue of slower activation of UAN accounts as members are required to do that online themselves. Since a large number of industrial workers are not tech savvy, they are not able to activate their UAN.

The extension of EPF service on two lakh CSCs will help technology challenged industrial workers to complete the e-KYC norms and activate their UANs. Besides they would be able to settle the pension and PF withdrawals claims eventually.

EPFO has planned to launch host of online services like settlement of PF and pension claims this fiscal year. But subscribers would be able to access these online services only after activation of their UAN accounts.

A senior government official said the decision was taken at the meeting of the Executive Committee, CBT (EPFO) held last week.

The services to be provided under the pact will be Aadhaar card seeding with UAN, digital life certificate of pensioners, eKYC operated upload and update facility, UAN card related service and online claim service, it added.

The meeting also decided on the issue of generation of multiple UANs for a single EPF member.

To consolidate multiple UANs, the member needs to apply for PF transfer from previous EPF account to the present EPF account, the official said.

"So a system has been developed to identify such cases where the PF transfer has been effected from one EPF account to another, both having different UANs attached to these EPF accounts," he explained.

All such identified UANs, from which transfers have been effected would be deactivated and old UAN would be blocked for further use, the official added.

PF Money Transfer Becomes Easier. Here Is the New Rule

The Employees' Provident Fund Organisation (EPFO) has further eased the norms for those who want to transfer their PF deposits on change of jobs.

Retirement fund body EPFO has introduced a declaration form (new Form No 11), replacing the existing one. This new form contains a declaration by a person about his previous employment, KYC (know your customer) details etc. while taking up employment with a new organization.

This new declaration form also replaces Form 13 (for transfer of PF accumulations from one employer to another) where the existing member to the provident fund makes a request for transfer of his/her fund through the UAN facility, EPFO said in a statement.

UAN stands for Universal Account Number. It acts as an umbrella for the multiple member identification numbers allotted to an individual by different employers. The idea is to link multiple member identification numbers allotted to a single member under single UAN.

The members who have been allotted UAN and where KYC details have been digitally verified by the previous employers are not required to fill separate Form 13 for fund transfer, the retirement fund body added.

Corporate India calls for paperless labour law compliance

NEW DELHI: Over 800 companies have submitted a petition to the Ministry of Labour, requesting to make all the labour law compliance paperless, a move that they believe will help arrest the depletion of natural resources and improve ease of doing business.

The petition appeals to the government to move all employers and employees' mandatory filing online over the next 24 months as "mandatory paper filing has neither improved the condition of our labour nor ensured better enforcement ..

"Paperless compliance would not only be an important step for Government's Digital India program but also a massive step for ease of doing business. India needs formal jobs on a massive scale and reducing the costs of formalisation is an important step in making India a fertile habitat for job creation," said Sonal Arora, Assistant Vice President TeamLease Services.

"We hope the government will respond by introducing this administrative change that does not require legislative approval. We also hope that this digitisation will be accompanied by automation of compliance," Arora, who is also the convener of the petition, said.

Complying with labour laws requires corporates to use 500 crore sheets of paper or 6 lakh trees every year. Besides the environmental destruction, the lack of online submissions creates a huge administrative load for employers, as per the petition.

"Moving the compliance will cut down the time spend on formalisation of compliance like - storage of information, transportation of data and physical signatures. Tracking and monitoring will be also very easy and hassle free," added another member of the petition, Roshan Zameer, Head HR Compliance, Tech Mahindra.
