ICWA New Delhi The Indian Council of World Affairs,Sapru House was estd. in 1943 by
a group of eminent intellectuals The current President is the Hon’ble Shri Jagdeep Dhankhar.

The Council today conducts policy research through an in-house faculty as well as through external experts. It regularly organizes an array of intellectual activities including conferences, seminars, roundtable discussions, lectures and brings out a range of publications. It has a well stocked library, an active website, and publishes the journal ‘India Quarterly’. ICWA has over 50 MoUs with inter

national think tanks and research institutions to promote better understanding on international issues and develop areas of mutual cooperation. The Council also has partnerships with leading research institutions, think tanks and universities in India. Organisation

The ICWA is funded by the Ministry of External Affairs and enjoys full autonomy. It has a General Body and Governing Council, headed by Hon’ble Vice President of the Republic of India who is the President of the ICWA. The Director General, appointed by the Governing Council for a fixed tenure of three years is the Chief Executive Officer. The current incumbent Amb Vijay Thakur Singh assumed office on 24 July 2021. An Act of Parliament in 2001 declared the ICWA to be an ‘institution of national importance’ and laid down its objectives:

To promote the study of Indian and international affairs so as to develop a body of informed opinion on international matters. To promote India’s relations with other countries through study, research, discussions, lectures, exchange of ideas and information with other organisations within and outside India engaged in similar activities. To serve as a clearing house of information and knowledge regarding world affairs. To publish books, periodicals, journals, reviews, papers and pamphlets. To establish contacts with organisations promoting these objectives. To arrange conferences and seminars to discuss and study Indian policy towards international affairs. To undertake such other activities as may be necessary for the promotion of ideas and attainment of the above mentioned objects.

Turkey's transition from a Parliamentary system to a Presidential system under President Recep Tayyip Erdogan has transformed the country's most independent institution into an instrument of political control over the opposition. This happened through a series of structural changes over the years starting from the 2010 constitutional amendments to the 2017 transition. This became increasingly evident with the arrest of leading opposition leaders and other activists who were against Erdogan. So, this shows that democratic backsliding in Turkey did not happen quickly. It occurred through a series of amendments and exploitation.

In collaboration with the Indian Council of World Affairs, a two-day National Conference on “Reimagining India’s Neighborhood Relations in a Changing Global Order” was organized by the Faculty of Arts and Humanities at the ISBM University, Gariyaband, Chattisgarh on 17-18 August 2026.

ICWA Representative Dr. Anwesha Ghosh, in her address at the Inaugural Session, observed that India’s Neighbourhood First Policy remains the foundational framework for regional engagement even as the neighbourhood undergoes rapid geopolitical shifts, economic churn and intensifying great-power competition. She emphasised the need to combine diplomatic flexibility with strategic patience, strengthen regional institutions and connectivity initiatives, address non-traditional security challenges, and deepen cultural and people-to-people ties so that India can support stability, resilience and shared prosperity in its immediate periphery.

The two-day conference featured an inaugural session, keynote address, special lectures, four technical sessions, a panel discussion and open interaction, and a valedictory session. Participants engaged in interdisciplinary conversations on India’s Neighbourhood First Policy, regional cooperation frameworks, geopolitics and strategic challenges in South Asia, the Indo-Pacific, economic and cultural diplomacy, climate change, migration, cyber security and India’s evolving role as a regional and global power, fostering meaningful dialogue between academia, diplomats, policymakers and researchers.

🎓 Research Internships at ICWA!

Listen to ICWA Research Interns, from Tata Institute of Social Sciences, Hyderabad, Preethi Prabhu, Harini R, Dendukuri Sai Sowmya, Swati Bhomia and Saachi Chandwani as they share insights from their studies.

Preethi assessed India-Australia critical mineral cooperation to develop a resilient supply chain amidst global green transition and implications for India’s electric vehicles sector. Harini examined the Philippines Migration Model as a benchmark for strengthening international migration governance architecture of labour-sending countries owing to its institutionalised welfare and conflict management mechanisms. Sowmya researched on understanding the challenges faced by Indian Female Migrant Domestic Workers in GCC Countries and examines the existing institutional safeguards in light of a gender-sensitive approach to migration governance. Swati studied the India-Norway Relations on Arctic Governance, anchored by the Himadri research station, as they continue to build their partnership around their complementary strengths. Saachi analysed India's joining of the US-led coalition, Pax Silica, to advance its technological, economic and geopolitical interests towards creating AI infrastructure.

Syria's Kurds have lived through decades of exclusion - statelessness, banned language rights, and restricted political participation. In 2025, when the leader of Hayat Tahrir al-Sham assumed the interim presidency, his policy towards Kurds underwent a critical shift from Bashar Al-Assad’s exclusionary policy to an inclusionary framework. This viewpoint particularly focuses on examining Syria's Kurds and the policy shifts under Syrian President Al-Sharaa, with particular attention to recent developments such as the January 18 ceasefire agreement and the January 30 integration protocol. It points out how Al-Sharaa's inclusionary framework has unravelled new strategic dynamics for the political aspirations of Syria.

The China-Pakistan strategic relationship, continuously evolving since 1963, currently lies centred around the China-Pakistan Economic corridor (CPEC), a USD 63 billion mega project to link Pakistan's Gwadar port (in Baluchistan) with Xinjiang in China's Xinjiang Uyghur Autonomous Region (XUAR). This project is critical to secure China's economic and resource supply chains in the Indian and Pacific Oceans, by passing the critical Strait of Malacca, a narrow and vulnerable chokepoint.

In pursuit of securing the CPEC, the two countries are reportedly engaging in constructing an airbase, with a possible naval facility, in the Jiwani Peninsula of Pakistan, with close proximity to Gwadar, Chabahar and Bandar Abbas in Iran, and the Strait of Hormuz. This viewpoint analyses the potential military, economic and strategic ramifications of this project, both for India, and for the wider region in view of internal and external determinants.

In collaboration with ICWA, a two-day National Seminar titled “India’s Foreign Policy in a Multi Polar World: Strategic Autonomy, Continuity and Change” was organized by Mekliganj College, Coochbehar, West Bengal on 12-13 August 2026. Dr. Dhrubajyoti Bhattacharjee, SRF, ICWA, represented the Council and delivered Special Address. He briefly spoke about ICWA and its activities, and on the theme of the conference he said that how India has been moulding its foreign policy as per the changing world order in view of the role it envisages to play. He stated that how multipolar environment creates both risks and opportunities for India. While keeping a continuum in its foreign policy in a constantly changing regional and global environment, India pursues its strategic autonomy protecting its national interest. The Keynote Speech was delivered by Shri Harsh Vardhan Shringla, MP Rajya Sabha. A Special Address was also delivered by Prof. Sanchari Roy Mukherjee, Vice Chancellor, Coochbehar Panchanan Barma University. The seminar had participation from scholars from Kolkata and Siliguri as well as from the states of Sikkim, Assam and Meghalaya.
