The Indian Council of World Affairs,Sapru House was estd. in 1943 by
a group of eminent intellectuals The current President is the Hon’ble Shri Jagdeep Dhankhar.

The Council today conducts policy research through an in-house faculty as well as through external experts. It regularly organizes an array of intellectual activities including conferences, seminars, roundtable discussions, lectures and brings out a range of publications. It has a well stocked library, an active website, and publishes the journal ‘India Quarterly’. ICWA has over 50 MoUs with inter

national think tanks and research institutions to promote better understanding on international issues and develop areas of mutual cooperation. The Council also has partnerships with leading research institutions, think tanks and universities in India. Organisation

The ICWA is funded by the Ministry of External Affairs and enjoys full autonomy. It has a General Body and Governing Council, headed by Hon’ble Vice President of the Republic of India who is the President of the ICWA. The Director General, appointed by the Governing Council for a fixed tenure of three years is the Chief Executive Officer. The current incumbent Amb Vijay Thakur Singh assumed office on 24 July 2021. An Act of Parliament in 2001 declared the ICWA to be an ‘institution of national importance’ and laid down its objectives:

To promote the study of Indian and international affairs so as to develop a body of informed opinion on international matters. To promote India’s relations with other countries through study, research, discussions, lectures, exchange of ideas and information with other organisations within and outside India engaged in similar activities. To serve as a clearing house of information and knowledge regarding world affairs. To publish books, periodicals, journals, reviews, papers and pamphlets. To establish contacts with organisations promoting these objectives. To arrange conferences and seminars to discuss and study Indian policy towards international affairs. To undertake such other activities as may be necessary for the promotion of ideas and attainment of the above mentioned objects.

The visit of Jae-myung to hashtag from 19 to 21 April 2026 served as an opportunity to advance relations with a strategically rising India into a completely new phase. The visit can be seen as an effort by Seoul to generate a fresh momentum for cooperation across diverse sectors, “from chips to ships, talent to , and environment to energy”, while promoting shared progress and prosperity of both countries.

in collaboration with its project partners - the International Labour Organization (ILO) and the International Centre for Migration and Policy Development, organised the "Linking - Mobility Opportunities with Maharashtra" in Mumbai on 26 May 2026. This one day state engagement programme was organised under the Cooperation and Dialogue on and (CDMM) Phase II project within the framework of the Common Agenda for Migration and Mobility signed between India and the EU in 2016.

ICWA was represented by Dr. Sushil Kumar, Joint Secretary, ICWA, who remarked that Maharashtra is well-positioned to leverage this engagement considering the substantial out-migration from the state and the support ecosystem. Dr. Yashna Agarwalla and Dr. Kishlay Kirti, Research Associates, presented the resources developed under the project. The discussion focused on the initiatives of the state to support mobility, opportunities in the EU, challenges in accessing these opportunities and how to enhance the welfare and protection architecture in migration processes.

ICWA Delegation led by Amb. T.C.A. Raghavan, former DG, ICWA, participated in the SCO Think Tank Forum held in Bishkek on May 21–22, 2026. Dr. Athar Zafar, SRF, ICWA, was a member of the delegation. The Forum was organized by the National Institute for Strategic Initiatives under the President of the Kyrgyz Republic.

Kyrgyzstan is the current Chair of the SCO. The event was dedicated to the 25th anniversary of the SCO and discussed its future development amid the transformation of the global order. Experts deliberated upon the issues of enhancing regional cooperation within the SCO framework in political, economic, connectivity and cultural spheres.

The - partnership stands at a decisive inflection point. Between 2015, when the IAFS III was held, and 2026, Africa has undergone a profound structural transformation,from a continent framed in terms of latent potential to one increasingly defined by institutional integration,digital innovation, and agency. In parallel, India’s engagement has evolved from a development cooperation model rooted in concessional finance and capacity building to a more ambitious framework of co-development, co-investment, and shared technological advancement. This shift is neither rhetorical nor incremental; it reflects deeper changes in Africa’s own priorities, the global economic landscape, and the nature of South–South cooperation.

On day 1 of the State Engagement Activity, “Linking Mobility Opportunities with Telangana,” Dr. Kishlay Kirti and Dr. Yashna Agarwalla, Research Associates, ICWA, presented the pre-departure information for prospective prepared under the ambit of Cooperation and Dialogue on Migration and Mobility (Phase II). The event was attended by government departments, skill development institutes, educational institutions, and recruitment agencies.

On day 2, visits to the National Institute (NSTI), Vidyanagar, and the National Skill Training Institute (NSTI), , were organised. Trainee students were introduced to migration opportunities, and their queries were also answered. This one-and-a-half-day engagement (20-21 May 2026), conducted under the ambit of CDMM Phase II, brought together the stakeholders of migration. Knowledge products such as the Pre-departure information booklet, the Blue Card checklist, and reports on migration corridor analysis were disseminated.

Shri. Abhijit Chakraborty, Joint Secretary, ICWA, delivered welcome remarks at the inaugural session of the State Engagement Programme, “Linking Mobility Opportunities with Telangana”, on 20-21 May 2026 in Hyderabad. He shared that this programme to make our youth ready for the EU migration corridor comes soon after Prime Minister, Shri. Narendra Modi has highlighted India's young and skilled workforce as a major strength for future global economic growth in his address at the European Roundtable for Industry in Sweden.

The Chief Guest was Dr. Vivek Venkataswamy, Minister of Labour and Employment, Training and Factories, Mines and Geology, Government of Telangana. He highlighted Telangana's robust migration system and stated that migration is a win-win for both sending and receiving countries. He also spoke about the need to strengthen cooperation with the European Union on migration.

This was the third event organised under the ambit of the India-EU Cooperation and Dialogue on Migration and Mobility (CDMM) Phase II, which aims to disseminate knowledge on regular migration, mobility, and the prevention of irregular migration among relevant stakeholders. ICWA is one of its implementing partners along with the ILO and the ICMPD. Smt. Hari Chandana Dasari, Secretary, Labour and Employment, Training and Factories, Government of Telangana; Smt.
