A smartphone is a gateway to opportunity, yet 800 million women remain offline, primarily in South Asia. To close this gap, the World Bank Group has committed to enabling 300 million more women to use broadband by 2030.
We studied over 100 digital literacy programs to see what really works. The most effective interventions optimize four distinct design features: Delivery Channel, Instructional Approach, Learning Model, and Wraparound Support.
