The objective of the Local Enterprise and Value Chain Enhancement Project (LEVE) is to help our Haitian partners create economic growth through capacity building and job creation. Prior to the January 2010 earthquake, Haiti faced high levels of unemployment, income inequality, and a limited tax base. The earthquake destroyed productive infrastructure, human capital, and inventory, requiring Haiti

to rebuild as well as increase economic opportunity. In an effort to assist Haiti to rebuild and to grow its economy, USAID is funding the LEVE project along with other important initiatives, such as helping to repair and rebuild damaged infrastructure, encouraging policies that promote a business friendly environment, and expanding access to financial products. LEVE will target micro-, small-, and medium-sized enterprises (MSME) in an effort to work with them to improve and enhance their capacity. LEVE will also work with technical and vocational schools to help them improve their course of study and job placement. In the Port-au-Prince corridor, LEVE is providing assistance to agribusiness, construction, and the apparel/textile industry. Marc corridor, it is assisting the agribusiness sector, and in the Cap-Haitian corridor, it is assisting the construction and apparel/textile sector. By working with the private sector and workforce providers, LEVE will encourage the development of more inclusive and productive value chains. The “value chain approach” is an innovative economic tool that views a market system—from input suppliers to end market buyers— designed to improve competitiveness and enlarge the potential for rapid growth.

On Wednesday, May 22nd, 2019, the USAID Haiti Local Enterprise and Value Chain Enhancement (LEVE) project held our culmination event to celebrate the legacy and end of the project. Hosted at the Karibe Convention Center, beneficiaries from the Agribusiness, Apparel & Textile, and Construction sectors displayed their products in the LEVE “village”. Business displays ranged from designer hats created by D.O.T Haiti, breakfast cereals produced by Caribbean Food Manufacturing, grapes of Le Vieux Chardo growing in the South, and furniture produced by Fondation Vincent in the North. Products are available in a large number of stores and markets in Haiti and the US. USAID Haiti Deputy Mission Director Christian Barratt delivered the key note address. Successes of the LEVE project include over 14,000 jobs created across the three sectors and $3.00 generated for every $1.00 invested by the United States Government.

The USAID Local Enterprise and Value Chain Enhancement- LEVE Project project is coming to an end after almost five-and-a-half years of operation. LEVE provided support to more than 65 Haitian firms and organizations in the construction, agribusiness and textile and apparel sectors. This support included technical assistance, business coaching, internal capacity development and a small grants fund to assist with the acquisition of equipment and inventory. Through the eyes and in the words of the LEVE partners, discover how this USAID Haiti-funded project impacted their paths, transformed the way they operate and, with them, strengthened their value chains and sparked job creation in Haiti.

When Isabelle Laguerre Mevs from Stars Industries SA SISA started to produce a line of fruit yogurts, she was making her own jams. Thanks to the training sessions and networking opportunities organized by USAID Local Enterprise and Value Chain Enhancement- LEVE Project, she was able to meet and exchange with other entrepreneurs and is now purchasing her jam directly from Délices Tropicales, another woman-owned business within the LEVE network. In the apparel sector, learn how a made-in-Haiti necklace gets a new design, thanks to a collaboration between amazing Haitian business women in the LEVE network, to meet the requirements of a foreign customer. In this video, discover some inspiring stories illustrating how LEVE was able to strengthen value chains by encouraging synergies amongst Haitian firms, allowing them to produce more efficiently and access new markets.
