The supply chain of Fouani Brothers Corporation plays a central role in the movement and distribution of consumer goods in Liberia. Most goods are sourced from international suppliers and transported through global shipping lines before entering the country via the Freeport of Monrovia. At the port, customs clearance is primarily handled by Fouani employees, rather than 100% Liberian-owned brokerage firms. After clearance, the goods move directly to Fouani warehouses, where storage, packaging, and distribution are all carried out internally by the company. Fouani further manages the wholesale, distribution, and retailing of its products, maintaining control over virtually every stage of the supply chain.

This structure significantly limits the participation of Liberian-owned businesses and undermines the goals of Liberia’s Liberanization policy, which is meant to promote opportunities for local entrepreneurs and firms. By controlling nearly all operational stages internally, Fouani reduces opportunities for youth-led startups and Liberian SMEs to participate in logistics, warehousing, packaging, customs brokerage, regional distribution, and retail activities. To address this, the government can encourage companies like Fouani Brothers Corporation to subcontract specific supply chain functions to qualified 100% Liberian startups. Supporting local logistics enterprises through policy incentives, training, and financing programs would help create jobs, empower young Liberians, and strengthen the domestic supply chain ecosystem.

I disagree with this statement partially.

Procurement success can be loud when procurement:
1. Saves millions
2. Prevents waste
3. Delivers high-quality infrastructure
4. Avoids contract failure

And these results are audited, published and compared with market prices and it show in VFM (Value For Money).

Then procurement becomes: One of the most powerful value-creation functions in any organization.

1. Background
The festive season in Liberia, popularly known as “Detty December,” brings excitement, tourism, and economic activity — but it also leads to an alarming surge in urban waste generation, particularly in Monrovia. Streets, beaches, markets, and event venues often overflow with plastics, food waste, and disposable packaging, straining the city’s already limited waste management systems.

In line with the Environmental Protection and Management Law of Liberia (2003) and the National Solid Waste Management Policy (2024), there is a pressing need to mobilize citizens, businesses, and institutions to adopt cleaner, more sustainable waste practices during the festive period.

The “Detty December, Clean Monrovia” campaign seeks to transform the December celebration from one of pollution into one of pride, participation, and public responsibility — aligning with the City’s broader vision of a Clean, Green, and Healthy Monrovia.

2. Campaign Theme
“Celebrate in Style, Keep Monrovia Clean!”
This theme captures the spirit of celebration while calling for environmental consciousness, encouraging citizens to enjoy festivities responsibly and sustainably.

3. Campaign Goal
To promote responsible waste management practices and community ownership of public spaces during the festive season through awareness, cleanup actions, and public-private collaboration.

4. Specific Objectives
Mobilize at least 10,000 residents across Monrovia to participate in cleanup and recycling drives.
Engage businesses, event organizers, and vendors to adopt eco-friendly packaging and responsible waste disposal methods.
Raise awareness about Liberia’s environmental laws supporting sustainable waste management.
Foster youth participation through interactive media challenges and community-led activities.
Reduce visible street and beach litter by at least 30% in major commercial and recreational areas by December 30.

Market vendors and street traders
Hospitality and entertainment businesses
Event organizers and festival attendees
Local government and community-based organizations
