The Parliament adopted in the first reading amendments under which entities engaged in tourism activities will be subject to mandatory registration in a special database of the Georgian National Tourism Administration.
Parliament considered the amendments under an expedited procedure and adopted them in the first reading unanimously, with 79 votes in favor, introducing planned changes to the Law “On Tourism.”
According to the draft law, entities engaged in tourism activities — including tourist guides, tour operators, travel agencies, and travel agents — will be subject to mandatory registration in a special database maintained by the Georgian National Tourism Administration. Registration in the economic registry will remain voluntary for them.
At the same time, the draft law amends the penalty provisions related to the enforcement of the Law “On Tourism.” In particular:
Carrying out tourism activities without registration in the Tourism Administration’s database will result in a fine of GEL 500, and GEL 1,000 in case of repeated violation.
Providing high-risk tourism services without the appropriate certificate will result in a GEL 3,000 fine, increasing to GEL 6,000 for repeated violations.
Violations of technical regulations will be punishable by a GEL 1,500 fine, and GEL 3,000 for repeated offenses.
In addition, instead of the currently existing category of alpine, mountain, and ski guides provided under the active law, the amended Law “On Tourism” will introduce the broader category of a “provider of high-risk tourism services.” The list of high-risk tourism activities and the rules governing their operation will be determined by the Government.
Furthermore, issues related to foreign citizens providing tourist guide services and high-risk tourism services within the territory of Georgia will also be regulated by a government decree.
Most of the legislative amendments will enter into force on June 1, 2026, while the sanctions-related provisions will take effect from 2027.
