1 in 25 using the Government help to buy scheme could have purchased their property without the help.
The National Audit Office (NAO) using data gathered between 2013 and December 2018, concluded that the scheme may have been used by those who could have afforded to buy a home without the additional help.
This has prompted some to comment that the scheme may have increased house prices and directly harmed those the scheme was designed to help.
Most participants in the scheme could have got on the housing ladder without help, a report finds.
