The City watchdog says that the bank acted unfairly towards people, including the bereaved.

If you think your bank is being unreasonable they probably are! Question and object with phone calls and emails. If that doesn't get you anywhere go to the FSA.

HSBC has agreed to stump up £4m to pay back customers subjected to "unreasonable" debt collection practices following a regulatory probe.
