General information
The effective management of records and archives throughout their life cycle is a key component of national development. Unorganised or otherwise poorly managed records mean that government does not have ready access to authoritative sources of administrative, financial and legal information to support sound decision making or the delivery of programmes and services. Nor does it have the means of holding itself accountable for what it has done or upholding the rights of its citizens. Furthermore, if records are not well organised during the earlier stages of their life cycle, those of enduring value will not be readily identified and safeguarded as part of the national archival heritage.

ACARM has been involved in a number of projects concerned with promoting professional development through workshops and the production of training materials. In these activities ACARM has in recent years worked in partnership with the International Records Management Trust (IRMT).
The rapid advancement of computer technology has provided increasingly complex challenges both to administrators and to archivists and records managers, in terms of automating records systems and managing the resultant electronic archives. ACARM continues to press for greater recognition of the implications for public records of the electronic environment.
Two manuals have recently been completed: an introduction for archivists and records managers in developing countries within the Commonwealth to the potential of the Internet; and guidelines on conservation and preservation activities in archives and libraries in developing countries.
A project to survey legislation bearing on records and archives in the Commonwealth, prepare best-practice guidelines drawn from the analysis of that legislation and then disseminate that best practice through regional workshops is continuing.
