The Bank of England held rates at 3.75% this week — but don't let that fool you. Swap rates have hit a three-year high, and lenders are already nudging mortgage rates up regardless.

⚖️ 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟐𝟏 𝐢𝐬 𝐠𝐨𝐧𝐞. 𝐇𝐞𝐫𝐞 𝐚𝐫𝐞 𝐭𝐡𝐞 𝐒𝐞𝐜𝐭𝐢𝐨𝐧 𝟖 𝐠𝐫𝐨𝐮𝐧𝐝𝐬 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐚𝐜𝐭𝐮𝐚𝐥𝐥𝐲 𝐮𝐬𝐞.

Since 1 May, every possession claim in England has to prove a specific ground under Section 8 of the Housing Act 1988. Each ground has its own notice period, its own evidence requirements, and — for some — its own restriction on what you can do afterwards.

𝐓𝐡𝐞 𝐠𝐫𝐨𝐮𝐧𝐝𝐬 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐮𝐬𝐞 𝐦𝐨𝐬𝐭 𝐨𝐟𝐭𝐞𝐧:
🔹 Ground 8 — Serious rent arrears. Threshold raised from 2 months to 3 months at both notice and hearing. 4 weeks’ notice. Mandatory if proven.
🔹 Ground 1A — Sale of property. New mandatory ground. 4 months’ notice. Can’t be used in the first 12 months, and the property can’t be re-let for 12 months after possession is regained.
🔹 Ground 1 — Landlord or family moving in. 4 months’ notice. Same 12-month protected period. You must actually occupy — anti-abuse rules apply.
🔹 Ground 14 — Anti-social behaviour. Notice from 2 weeks (sometimes immediate application to court is possible). Discretionary — the court weighs reasonableness.
🔹 Grounds 10 & 11 — Some arrears / persistent late payment. Both discretionary. Longer notice periods than before.

𝐀 𝐟𝐞𝐰 𝐭𝐡𝐢𝐧𝐠𝐬 𝐭𝐡𝐚𝐭 𝐰𝐢𝐥𝐥 𝐭𝐫𝐢𝐩 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐮𝐩:
⚠️ Deposit protection is a hard precondition. If the deposit wasn’t protected correctly, the court cannot grant possession — full stop.
⚠️ New offence: “recklessly misusing a possession ground” — including trying to end a tenancy orally. Civil penalties up to £7,000.
⚠️ You can combine grounds in a single notice where more than one applies. Often worth doing.

📊 𝐓𝐡𝐞 𝐧𝐮𝐦𝐛𝐞𝐫𝐬:
• BoE base rate decision held at 3.75% (6–3 vote to hold, with three MPC members pushing for a rise to 4.00%)
• Next decision: Thursday 17 September 2026
• Average 2-year fixed BTL: 4.91% (60% LTV, as of 1 August 2026)
• Best 5-year fixed BTL: 3.99% from The Mortgage Works (60% LTV, ~3% fee, max 55% LTV)

Yarmouth gross yields remain ~4.8% (citywide avg) to ~5.7% (NR31 terraced)
🔍 What it means: The hold signals the MPC is still weighing sticky, energy-driven inflation risk (from Middle East-linked volatility) against a softening labour market and weak demand — and for now, tighter financial conditions are seen as doing enough of the work without a further hike.

That's a "steady as she goes" outcome for landlords: no immediate relief, but also no fresh shock ahead of September's decision.

The key question for landlords: does the current 5-year fixed BTL rate cover your stress-tested rental income at 125% (limited company) or 145% (higher-rate individual)? For most Yarmouth stock at current rents, the answer is yes — which is why the area still attracts new BTL purchases when many other regions don't.

𝐇𝐌𝐎 𝐦𝐨𝐫𝐭𝐠𝐚𝐠𝐞𝐬 — 𝐰𝐡𝐚𝐭 𝐘𝐚𝐫𝐦𝐨𝐮𝐭𝐡 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐧𝐞𝐞𝐝 𝐭𝐨 𝐤𝐧𝐨𝐰 𝐟𝐢𝐫𝐬𝐭

An HMO (House in Multiple Occupation) is a property let to 3+ tenants from more than one household who share facilities. Yields typically run 8–12% vs 5–6% for single-lets — but in Great Yarmouth, there’s a hurdle to clear before the mortgage question even arises.

𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐩𝐞𝐫𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐟𝐢𝐫𝐬𝐭. Great Yarmouth Borough Council’s Article 4 Direction has been in force since September 2012 and covers the whole borough (except the Broads Authority area). Converting a C3 dwellinghouse into a C4 small HMO requires full planning permission — the automatic permitted development right that applies elsewhere in the country doesn’t apply here. And the Council is clear that applications are considered on their merits with no guarantee of approval.
No planning, no lawful HMO. No lawful HMO, no HMO mortgage.

Once planning is secured, HMO finance has its own quirks:
• Fewer lenders — specialist and challenger banks dominate
• Higher rates — typically 0.3–0.8% above standard BTL
• Bigger deposits — 25% standard, some want 30%+
• Room count matters — 5 or 6-bed HMOs often need commercial mortgages
• Rental valuation is done room-by-room, not as a whole property

⚡ 𝐄𝐈𝐂𝐑: 𝐭𝐡𝐞 𝟐𝟖-𝐝𝐚𝐲 𝐫𝐮𝐥𝐞 𝐭𝐡𝐚𝐭 𝐝𝐞𝐜𝐢𝐝𝐞𝐬 𝐰𝐡𝐞𝐭𝐡𝐞𝐫 𝐲𝐨𝐮 𝐜𝐚𝐧 𝐥𝐚𝐰𝐟𝐮𝐥𝐥𝐲 𝐥𝐞𝐭.
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 have been in force since June 2020.

Requirements are unchanged. Enforcement has sharpened — councils can impose civil penalties of up to £30,000 per breach.

𝐓𝐡𝐞 𝐜𝐨𝐫𝐞 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭𝐬:
🔹 A full inspection and test every five years by a qualified person (NICEIC, NAPIT or ELECSA registered).
🔹 An EICR issued and given to existing tenants within 28 days, to new tenants before they move in, and to the local authority within 7 days of a written request.
🔹 Records retained until the next inspection.
Read the codes carefully:
🔴 C1 — Danger present. Immediate action; the inspector may isolate the circuit on site.
🟠 C2 — Potentially dangerous. Remedial work required.
🟡 FI — Further investigation needed.
🟢 C3 — Improvement recommended. Not mandatory. Does not make the report unsatisfactory.
Any C1, C2 or FI = unsatisfactory report. From that point, you have 28 days to complete the remedial or investigative work (or sooner if the report specifies). Then:
🔹 Get written confirmation from a qualified person — a Minor Works Certificate, EIC, or new satisfactory EICR.
🔹 Send the original unsatisfactory report plus the written confirmation to your tenant.
𝐂𝐨𝐦𝐦𝐨𝐧 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝 𝐭𝐫𝐚𝐩𝐬:
❌ Confusing C3 (advisory) with C2 (mandatory) — and paying for work you didn’t legally need.
❌ Losing the paperwork trail between the EICR and the remedial certificate.
❌ Letting the 5-year clock run past renewal, then scrambling before a new tenancy.

Are landlords leaving the market, joining it, or sitting tight? The net flow tells you where rents go next.

📊 𝐓𝐡𝐞 𝐧𝐮𝐦𝐛𝐞𝐫𝐬:
• Propertymark members reported a near-7% increase in landlord property sales year-on-year
• But UK Finance data shows new BTL loans up 14% at the start of 2026 vs 2025
• BTL remortgaging volume up 18% year-on-year
• Net result: stock returning to the rental market faster than it's leaving — but not by much.

🔍 𝐖𝐡𝐚𝐭 𝐢𝐭 𝐦𝐞𝐚𝐧𝐬: The narrative that landlords are exiting en masse isn't quite right.
They're churning — older landlords selling, newer ones (often limited-company structures) buying in. Net supply is rising slowly, which keeps rental growth positive but no longer explosive.

Yarmouth, with yields above the national average, sits firmly on the "new entrants" side of that trade.

𝐂𝐚𝐧 𝐈 𝐫𝐞𝐦𝐨𝐫𝐭𝐠𝐚𝐠𝐞 𝐰𝐢𝐭𝐡 𝐨𝐧𝐥𝐲 𝟔 𝐦𝐨𝐧𝐭𝐡𝐬 𝐥𝐞𝐟𝐭 𝐨𝐧 𝐦𝐲 𝐟𝐢𝐱?

Yes — and you probably should start the conversation now, not at month five.
Most BTL lenders let you secure a new rate up to 6 months before your current deal ends. That window is your insurance policy:

• If rates fall before completion → you can usually switch to a lower rate before it locks in
• If rates rise → you’ve protected today’s pricing
• If your circumstances change (rental income, portfolio size, EPC works) → you’ve got time to fix issues before underwriting

𝐖𝐡𝐚𝐭 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐨𝐟𝐭𝐞𝐧 𝐠𝐞𝐭 𝐰𝐫𝐨𝐧𝐠: waiting until the SVR hits. A typical BTL Standard Variable Rate sits around 7.5%+ — that’s an instant payment shock the moment your fix ends.

For Great Yarmouth landlords whose 5-year fix from 2021 is now maturing, the gap between SVR and a new product can be £200–£400 per month. On a portfolio, it’s the difference between profit and loss.

𝐄𝐏𝐂 𝐂 𝐛𝐲 𝟐𝟎𝟑𝟎: 𝐭𝐡𝐞 £𝟏𝟎,𝟎𝟎𝟎 𝐜𝐥𝐨𝐜𝐤 𝐬𝐭𝐚𝐫𝐭𝐞𝐝 𝐭𝐢𝐜𝐤𝐢𝐧𝐠 𝐥𝐚𝐬𝐭 𝐎𝐜𝐭𝐨𝐛𝐞𝐫.
On 21 January this year, the government confirmed the biggest change to rental energy standards in a decade. From 1 October 2030, every private rented home in England must meet EPC band C or equivalent — for both new and existing tenancies.

𝐓𝐡𝐞 𝐝𝐞𝐭𝐚𝐢𝐥 𝐥𝐚𝐧𝐝𝐥𝐨𝐫𝐝𝐬 𝐧𝐞𝐞𝐝:
🔹 Cost cap: £10,000 per property (or 10% of the property’s value, whichever is lower).
🔹 Expenditure from 1 October 2025 already counts toward that cap — improvements you make now bank against the deadline.
🔹 Civil penalties rise to £30,000 per breach (from the current £5,000).
🔹 Exemptions remain — the register is being extended to include “negative impacts” on heritage properties, but each has to be registered on the PRS Exemptions Register.

𝐖𝐡𝐞𝐫𝐞 𝐢𝐭 𝐠𝐞𝐭𝐬 𝐦𝐨𝐫𝐞 𝐜𝐨𝐦𝐩𝐥𝐢𝐜𝐚𝐭𝐞𝐝:
⚙️ A new EPC methodology — the Home Energy Model (HEM) — arrives in the second half of 2027, replacing the current SAP/RdSAP system. Legacy EPCs stay valid until they expire, and any property rated C before 1 October 2029 is deemed compliant until then.
⚙️ Under the new system, gas boilers cap out at band D on the heating metric. Most gas-heated properties will need to reach C via the alternative Smart Readiness route — solar PV, batteries, smart meters.

𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐚𝐥 𝐭𝐚𝐤𝐞𝐚𝐰𝐚𝐲: if your property is EPC D or below, don’t wait until 2029. The upgrade market will get crowded, and cost-capped spending only counts if it’s on the record.

• August and September are the peak demand months in the UK rental calendar
• Driven by post-summer job relocations and academic-year moves
• Demand typically dips in Nov–Feb, then recovers through spring
• Current UK average time-to-let is 20 days — but well-priced stock in high-demand areas lets in 10–14 days

𝐓𝐡𝐞 𝐁𝐨𝐄 𝐡𝐞𝐥𝐝 (𝐚𝐠𝐚𝐢𝐧). 𝐖𝐡𝐲 𝐲𝐨𝐮𝐫 𝐁𝐓𝐋 𝐫𝐚𝐭𝐞 𝐬𝐭𝐢𝐥𝐥 𝐰𝐞𝐧𝐭 𝐮𝐩.

The Monetary Policy Committee held base rate at 3.75% on 30 July — the fifth hold in a row. But if your BTL quote just got worse, here’s why.

The vote split shifted again — 6-3, with three members now voting for a hike to 4%. Momentum is hawkish, not dovish.

More importantly for BTL landlords: fixed mortgage rates don’t track base rate — they track swap rates. Swap rates rose through July as Middle East tension pushed oil back above $100 a barrel.
Over a dozen lenders repriced upward. The average 2-year BTL fix is now around 5.6%, up from 5.4% a fortnight ago.

𝐍𝐞𝐱𝐭 𝐌𝐏𝐂 𝐝𝐞𝐜𝐢𝐬𝐢𝐨𝐧: 17 September. A rate cut is not the market’s base case.
For Great Yarmouth landlords waiting for base rate cuts to feed through to their remortgage: that’s not how the pricing works. Swap rates can — and just did — move up while base rate holds.
