On 21 January this year, the government confirmed the biggest change to rental energy standards in a decade. From 1 October 2030, every private rented home in England must meet EPC band C or equivalent โ for both new and existing tenancies.
๐๐ก๐ ๐๐๐ญ๐๐ข๐ฅ ๐ฅ๐๐ง๐๐ฅ๐จ๐ซ๐๐ฌ ๐ง๐๐๐:
๐น Cost cap: ยฃ10,000 per property (or 10% of the propertyโs value, whichever is lower).
๐น Expenditure from 1 October 2025 already counts toward that cap โ improvements you make now bank against the deadline.
๐น Civil penalties rise to ยฃ30,000 per breach (from the current ยฃ5,000).
๐น Exemptions remain โ the register is being extended to include โnegative impactsโ on heritage properties, but each has to be registered on the PRS Exemptions Register.
๐๐ก๐๐ซ๐ ๐ข๐ญ ๐ ๐๐ญ๐ฌ ๐ฆ๐จ๐ซ๐ ๐๐จ๐ฆ๐ฉ๐ฅ๐ข๐๐๐ญ๐๐:
โ๏ธ A new EPC methodology โ the Home Energy Model (HEM) โ arrives in the second half of 2027, replacing the current SAP/RdSAP system. Legacy EPCs stay valid until they expire, and any property rated C before 1 October 2029 is deemed compliant until then.
โ๏ธ Under the new system, gas boilers cap out at band D on the heating metric. Most gas-heated properties will need to reach C via the alternative Smart Readiness route โ solar PV, batteries, smart meters.
๐๐ซ๐๐๐ญ๐ข๐๐๐ฅ ๐ญ๐๐ค๐๐๐ฐ๐๐ฒ: if your property is EPC D or below, donโt wait until 2029. The upgrade market will get crowded, and cost-capped spending only counts if itโs on the record.
