The SOS interest group are on a mission to organise a community purchase of the freehold building with a plan to appoint a tenant landlord to run the business for the benefit of the community. Hello all SOS supporters. So what’s been happening? Well nothing has changed since the application for a change of use to a children’s nursery back in July 2023, apart from monitoring the slow progress of the application. Thank you to all those that sent in your very valuable comments.
It does seem that noise disturbance, parking & highway concerns and fire regulations are aspects of concern.
We’re still very much on the case to save the Swan as a public house for us all and now we await the announcement of when this application will be heard by the Planning Committee. When this happens, as many supporters as possible need to demonstrate our support by attending the meeting. It will be held on a Tuesday evening at 6:30pm (meetings are typically every 4 weeks) – we will let you know as soon as any information is available. The Council will also directly notify those that submitted comments to the application.
This whole process has been going on now for more than 7 years and your continued support has been amazing. There are still Landlords eagerly awaiting the opportunity to apply to run the pub business. Inevitably a few people have moved away but we also do have new people joining the cause – if you know of any others interested, please keep them updated and encourage them to contact us.

Just a quick update as we begin 2024.
The Byatts sold The Swan to the applicant of the recent Planning Application to change The Swan from a pub to a children's nursery. As with previous Planing applications, it is a long process and there is currently no date for the Planning meeting where the application will be considered.
So The Swan is still a pub - it can only change if the application is accepted by the Planning Committee.
We will keep you informed as soon as a meeting date is made available; it is likely to be a Tuesday evening but who knows when??????

It has been pointed out that there are actually two planning applications and although they are linked and the case officer will treat all objections as one it makes sense to object to both in case of appeal.

The SOS team have been trying to maintain continued and open negotiations with the current owners but have been met with deflection and silence.

We need your support to object to the latest planning application in the strongest possible way.

Previously the application for change of use to a nursery was rejected by the council on the following basis:

1) The proposed development, by virtue of its use and location, would involve an impractical, inadequate and unsafe scheme of parking provision for the proposed nursery use such that it would result in conditions of danger and inconvenience to the users of the proposed nursery and other users of the surrounding rural road network in general. The proposal is therefore contrary to policies TR15 and TR16 contained in the Chiltern District Local Plan Adopted 1 September 1997 (including alterations adopted 29 May 2001) Consolidated September 2007 and November 2011.

2) By virtue of the location of the proposed nursery use and its relationship to surrounding properties, it is considered that the scheme would result in significant harm to the residential amenities enjoyed by the occupants of the surrounding residential properties arising from not only the proposed nursery use itself but also by virtue of the nature and level of traffic generation associated with that use. The proposal is therefore contrary to policies GC3 and GC7 contained in the Chiltern District Local Plan Adopted 1 September 1997 (including alterations adopted 29 May 2001) Consolidated September 2007 and November 2011 and the National Planning Policy Framework (February 2019).

The reasons for refusal have not changed and are still the same as per the first application; in fact given the increase in traffic throughout the local area and the village since the first refusal the reasons stated above have even more relevance.

We need you to submit your objections no later than August 9th, even if you have objected previously it is important for your voice to be heard.

As a reminder, SOS is a Community Benefit Society and has campaigned extensively to a) save The Swan for continued use as a pub and b) be in a position to purchase the pub for the benefit of the wider community as a whole.

Some objection points for consideration:
* Car Parking / child drop off, insufficient parking and additional road traffic congestion at peak times

* Additional noise and pollution

* Possible road safety concerns at peak times given the lack of parking and lack of road crossings and pavements in the immediate vicinity

* The loss of a historic pub

* The loss of a wider community facility that every one can access

* Estimated 22+ existing nurseries in the local area

* A pre-School Nursery located 300m up the road at Ley Hill School

* The Brickworks located just south of The Swan has planning for 25 large lorry movements per day (50 total) along Blackwell Hall lane for 5 years, they have yet to fully start

* The Crown will reopen as a pub increasing congestion

Please don’t hesitate, submit your objections before we lose this valued village asset for good.

We realise that there has been limited communication from us in recent months pending news of the appeal hearing following the rejection of the last planning application for change of use of The Swan to a single dwelling.

We are pleased to let you know that the appeal has been rejected and as a consequence, we hope to be able to reopen negotiations with the owners!

We want to thank all our supporters, our pledged fund total is growing all the time. Great news - we now have more than £300,000 from 190 individuals and so we just need another £185,000 to help us secure the purchase.
We want to do this in the next upcoming weeks.
We're asking anyone that has already pledged to go out and find a couple of others that will pledge the same and then we will be there!
