Ethiopian Investment Commission Ethiopian Investment Commission is a government Institution established in 1992 to promote private investment, primarily Foreign Direct Investment (FDI).

The Ethiopian Investment Commission (EIC) is an autonomous government institution accountable to the country’s Investment Board, which is chaired by the Prime Minister. A Commissioner, who is also member of the Board, heads the EIC. The EIC has restructured itself recently with a view to becoming more effective at attracting FDI and improving the services provided to investors. The main services p

rovided by EIC include:

- Promoting the country’s investment opportunities and conditions to foreign and domestic investors;

- Issuing investment permits, business licenses and construction permits;

- Notarizing memorandum and articles of association and amendments;

- Issuing commercial registration certificates as well as renewals, amendments, replacements or cancellations;

- Effecting registration of trade or firm name and amendment, as well as replacements or cancellations;

- Issuing work permits, including renewals, replacements, suspensions or cancellations;

- Grading first grade construction contractors;
Registering technology transfer agreements and export-oriented non-equity-based foreign enterprise collaborations with domestic investors;

- Negotiating and, upon government approval, signing bilateral investment promotion and protection treaties with other countries; and
Advising the government on policy measures needed to create an attractive investment climate for investors. In addition, the EIC provides the following free, confidential and customized services to investors:

- Provision, through our website, various publications, or through direct response to investor’s inquiries, of information on sector-specific business opportunities, business incorporation procedures and related regulations, employment regulations.

- Hand-holding and supporting the investor during the acquisition of land and utilities (water, electrical power and telecom services); the processing of loans and residence permit applications; the approval of environmental impact assessments studies for investment projects; and the issuance of a tax identification number (TIN).

የኢትዮጵያ ኢንቨስትመንት ቦርድ የእቃ አስተላላፊነት ዘርፍን ለውጭ ባለሀብቶች ክፍት ለማድረግ ውሳኔ አሳለፈ።

ግንቦት 17/2018 (ኢ.ኢ.ኮ)፦ የኢትዮጵያ ኢንቨስትመንት ቦርድ ግንቦት 17 ቀን 2018 ዓ.ም ባካሄደው ስብሰባ የእቃ አስተላላፊነት ዘርፍን ለውጭ ባለሃብቶች ተሳትፎ ክፍት ለማድረግ ውሳኔ አሳልፏል።

ቀደም ሲል በደንብ ቁጥር 474/2012 የውጭ ባለሀብቶች የዕቃ አስተላላፊነት የኢንቨስትመንት ተሳትፎ ለአገር ውስጥና ለውጭ ባለሃብቶች የቅንጅት ኢንቨስትመንት የተከለለ ሲሆን የውጭ ባለሃብቶች የካፒታል የሽርክና ተሳትፎም በ49% ተገድቦ ቆይቷል። ከዚህም የተነሳ በዘርፉ የሚፈለገውን አዳዲስ የኢንቨስትመንት ፍሰት ላይ ክፍተት ፈጥሮ የቆየ ሲሆን የቦርዱ ውሳኔም ይህን እና መሰል ችግሮችን የሚቀርፍ እንደሚሆን ይጠበቃል።

በዘርፉ የተሰማሩ ነባር ባለሃብቶችንም ሆነ አዲስ ወደ ዘርፉ ለሚገቡት ባለሃብቶች በሎጂስትክስ ዘርፉ ላይ ተጨማሪ እምነት እንዲያሳድሩም የሚያግዝ ነው።

በውሳኔው መሰረት ዘርፉን ለውጭ ባለሃብቶች ክፍት ማድረግ ፈጣን፣ ቀልጣፋ እና ዘመናዊ የሎጂስቲክስ አገልግሎት ለመስጠት፣ አገራዊ የሎጂስቲክስ ወጪን ለመቀነስ፣ የእውቀትና የቴክኖሎጂ ሽግግር ለማምጣት እንዲሁም የአገር ውስጥ ተዋናዮች አቅማቸውን አሳድገው ተወዳዳሪ እንዲሆኑ ለማድረግ ትልቅ ፋይዳ ይኖረዋል።

የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ለኢንቨስትመንት ምቹ ሁኔታ ለመፍጠር የተለያዩ የሪፎርም ስራዎች እየሰራ ሲሆን ይህ ውሳኔም የዚሁ ጥረት አካል መሆኑ ተጠቁሟል።

The Ethiopian Investment Board Passes Decision to Open the Freight Forwarding Sector to Foreign Investors

May 25, 2026 (EIC): At its meeting held on May 25, 2026, the Ethiopian Investment Board passed a decision to open the freight forwarding sector to the participation of foreign investors.

Previously, under Investment Regulation No. 474/2020, foreign investors’ participation in the freight forwarding sector was restricted to joint ventures with domestic investors, while the shareholding participation of foreign investors was capped at 49%. As a result, the sector faced limitations in attracting the desired level of new investment inflows. The Board’s new decision is therefore expected to address these and similar challenges.

The decision is also anticipated to encourage both existing operators in the sector and new investors entering the market to place greater confidence in Ethiopia’s logistics sector.

According to the decision, opening the sector to foreign investors will help facilitate faster, more efficient, and modern logistics services, reduce national logistics costs, promote knowledge and technology transfer, and strengthen the capacity and competitiveness of domestic operators.

The Ethiopian Investment Commission noted that it is undertaking various reform measures to create a more conducive investment environment, and that this decision forms part of the government’s broader reform efforts.

አዲስ አበባ ግንቦት 13/2018 ዓ.ም (ኢ·ኢ·ኮ)፦ የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ምክትል ኮሚሽነር አቶ ዝናቡ ይርጋ ከዱባይ ቻምበርስ (Dubai Chambers) ምክትል ፕሬዝዳንት ሚስተር ሳሌም አል ሻምሲ ከተመራ ልኡካን ቡድን አባላት ጋር ጋር ውይይት አካሂደዋል።

በውይይቱ ወቅት ምክትል ኮሚሽነር አቶ ዝናቡ ይርጋ በኢትዮጵያ እና በተባበሩት አረብ ኤምሬትስ መካከል ያለውን ጠንካራና ታሪካዊ ስትራቴጂካዊ አጋርነት ያነሱ ሲሆን፣ ይህንን መልካም ግንኙነት በኢንቨስትመንት ዘርፍ ይበልጥ ማጠናከር እንደሚገባ ገልጸዋል።

ምክትል ኮሚሽነሩ አክለውም የኢትዮጵያ የኢንቨስትመንት ከባቢን ይበልጥ ምቹ ለማድረግ የተከናወኑ የሪፎርም ሥራዎችን ያብራሩ ሲሆን፤ በተለይም ቀደም ሲል ለውጭ ባለሀብቶች ዝግ የነበሩ ቁልፍ ዘርፎች ክፍት መደረጋቸውን ገልጸዋል።

በተጨማሪም ኢትዮጵያ ከ130 ሚሊዮን በላይ ሕዝብ ያለው ሰፊ ገበያ፣ ምቹ ስትራቴጂካዊ መልክዓ ምድራዊ አቀማመጥ፣ እንዲሁም ተወዳዳሪና አምራች የሰው ኃይል ያላት መሆኑን ጠቅሰው፤ ይህም ወደ መካከለኛው ምስራቅ፣ አውሮፓ እና ኤዥያ ገበያዎች በቀላሉ ለመድረስ ከሚያስችላት ምቹ ሁኔታ ጋር ተዳምሮ ሃገሪቱን ቀዳሚና ተመራጭ የኢንቨስትመንት መዳረሻ እንደሚያደርጋት ገልጸዋል። በመሆኑም የዱባይ ባለሀብቶች ይህንን መልካም አጋጣሚና ምቹ ዕድል በመጠቀም በኢትዮጵያ በስፋት ኢንቨስት እንዲያደርጉ ምክትል ኮሚሽነር አቶ ዝናቡ ይርጋ ጥሪ አቅርበዋል።

የዱባይ ቻምበርስ (Dubai Chambers) ምክትል ፕሬዝዳንት ሚስተር ሳሌም አል ሻምሲ በበኩላቸው፤ ቻምበሩ አባላት ጋር በመሆን በኢትዮጵያ ኢንቨስት ለማድረግ ፍላጎት እንዳላቸው ገልጸዋል። በኢትዮጵያ ስላሉ ምቹ የኢንቨስትመንት አማራጮች ለቻምበሩ አባላት ሰፊ የግንዛቤ ማስጨበጫ ሥራዎችን ለማከናወን እንዲሁም የኢንቨስትመንት ፍሰቱን ለማሳደግ ከኢትዮጵያ ኢንቨስትመንት ኮሚሽን ጋር በቅርብ ትብብር እንደሚሰሩ አረጋግጠዋል።

UAE Investors Urged to Capitalize on Ethiopia’s Vast and Untapped Investment Potential

Addis Ababa, May 21, 2026 (EIC) – The Deputy Commissioner of the Ethiopian Investment Commission, Mr. Zinabu Yirga, held discussions with a delegation led by Mr. Salem Al Shamsi, Vice President of Dubai Chambers.

During the meeting, Deputy Commissioner Zinabu Yirga highlighted the strong and historical strategic partnership between Ethiopia and the United Arab Emirates, emphasizing the need to further strengthen these relations through the investment sector. The Deputy Commissioner also explained the ongoing reform efforts aimed at making Ethiopia's investment climate more favorable, specifically noting that key sectors previously closed to foreign investors have now been opened.

Furthermore, he pointed out that Ethiopia possesses a large market of over 130 million people, a strategic geographical location, and a competitive and productive workforce. Combined with the country's easy access to Middle Eastern, European, and Asian markets, he noted that these factors position Ethiopia as a premier and preferred investment destination. Consequently, Deputy Commissioner Zinabu Yirga called upon Dubai investors to seize this favorable opportunity and invest extensively in Ethiopia.

For his part, Mr. Salem Al Shamsi, Vice President of Dubai Chambers, expressed the interest of the chamber and its members in investing in Ethiopia. He assured that they will work in close cooperation with the Ethiopian Investment Commission to carry out extensive awareness-raising activities regarding the favorable investment options in Ethiopia and to boost the flow of investment.

With more than 300,000 members, Dubai Chambers is one of the leading chambers of commerce globally, playing a major role in supporting Dubai's economic agenda and building trade and investment bridges.

A joint business forum designed to elevate the relationship between Ethiopia and Dubai Chambers to a higher level and create strong business linkages is scheduled to take place tomorrow.

አዲስ አበባ ግንቦት 11/2018 ዓ.ም (ኢ·ኢ·ኮ)፦ የኢትዮጵያ ኢንቨስትመንት ኮሚሽን ኮሚሽነር ዶ/ር ዘለቀ ተመስገን በቻይና ሕዝባዊ ሪፐብሊክ የመንግስት ምክር ቤት ካውንስለርስ ቢሮ ሊቀመንበር ዡ ሺያዶንግ ከመሩት ልዑካን ጋር በኢትዮጵያ ያለውን የኢንቨስትመንት ሁኔታ እና በሁለቱ ሀገራት መካከል ያለውን የኢንቨስትመንት ትብብር በሚመለከት ውይይት አካሂደዋል።

በውይይቱ ላይ በኢትዮጵያ የቻይና አምባሳደር ቼን ሀይ እንዲሁም የሁለቱ ሀገራት ከፍተኛ ባለስልጣናት ተገኝተዋል።

ዶ/ር ዘለቀ ተመስገን በውይይቱ ወቅት ኢትዮጵያ በአሁኑ ወቅት ለውጭ ባለሀብቶች ምቹ የሆነ የኢንቨስትመንት አካባቢ በመፍጠር ረገድ በርካታ ሪፎርሞችን እያካሄደች መሆኗን ገልጸዋል። በተለይም በማኑፋክቸሪንግ፣ በኢነርጂ፣ በግብርና፣ በማዕድን፣ በቴክኖሎጂ እና በቱሪዝም ዘርፎች ያሉ ሰፊ የኢንቨስትመንት እድሎች ለቻይና ባለሀብቶች ክፍት መሆናቸውን ጠቁመዋል።

ኮሚሽነሩ ቻይና በኢትዮጵያ ከፍተኛ የንግድና የኢንቨስትመንት አጋር መሆኗን በመግለጽ፣ በኢንዱስትሪ ፓርኮች፣ በመሠረተ ልማት እና በማኑፋክቸሪንግ ዘርፍ የተመዘገበው ተሳትፎ ለኢትዮጵያ ኢኮኖሚ እድገት ከፍተኛ አስተዋፅኦ እያደረገ መሆኑን አስታውቀዋል።

ዡ ሺያዶንግ በበኩላቸው ኢትዮጵያ በአፍሪካ ውስጥ በፍጥነት እያደጉ ካሉ ኢኮኖሚዎች መካከል አንዷ መሆኗን ገልጸው፣ ቻይና ከኢትዮጵያ ጋር ያላትን የረጅም ጊዜ ወዳጅነትና የኢኮኖሚ ትብብር የበለጠ ለማጠናከር ፍላጎት እንዳላት ገልጸዋል።

እንዲሁም ቻይናውያን ባለሀብቶች በኢትዮጵያ ያሉ እድሎችን በመጠቀም በተለያዩ ዘርፎች ተሳትፎቸውን እንዲያሰፉ የሚያበረታቱ መሆናቸውን ጠቁመዋል።

በውይይቱ መጨረሻ ሁለቱ ወገኖች በንግድና ኢንቨስትመንት፣ በቴክኖሎጂ ሽግግር፣ በኢንዱስትሪ ልማት እና በአቅም ግንባታ ዘርፎች ያለውን ትብብር የበለጠ ለማሳደግ በጋራ ለመስራት መስማማታቸው ተገልጿል።

Discussion Held to Strengthen Ethiopia–China Investment Cooperation.

Addis Ababa, May 19, 2026 (EIC) – Ethiopian Investment Commission Commissioner Dr. Zeleke Temesgen held discussions with a delegation led by Zou Xiaodong, Chairman of the Counselors’ Office of the State Council of the People’s Republic of China, on Ethiopia’s investment climate and ways to strengthen investment cooperation between the two countries.

The meeting was attended by the Chinese Ambassador to Ethiopia, Chen Hai, along with senior officials from both countries.

During the discussion, Dr. Zeleke Temesgen stated that Ethiopia is implementing a number of reforms aimed at creating a favorable investment environment for foreign investors. He highlighted that broad investment opportunities are available for Chinese investors, particularly in the manufacturing, energy, agriculture, mining, technology, and tourism sectors.

The Commissioner noted that China remains one of Ethiopia’s major trade and investment partners, adding that Chinese engagement in industrial parks, infrastructure development, and the manufacturing sector has significantly contributed to Ethiopia’s economic growth.

On his part, Zou Xiaodong stated that Ethiopia is among the fastest-growing economies in Africa and emphasized China’s interest in further strengthening its long-standing friendship and economic cooperation with Ethiopia.

He also encouraged Chinese investors to expand their engagement in Ethiopia by taking advantage of the country’s growing investment opportunities across various sectors.

At the conclusion of the meeting, both sides agreed to work closely to further enhance cooperation in trade and investment, technology transfer, industrial development, and capacity building.

በጉብኝቱም ተሳታፊዎቹ በመንግስት እና በግል ዘርፍ የተገነቡ የኢንቨስትመንት መዳረሻዎችን ጎብኝተዋል። ከእነዚህም መካከል የአይሲቲ ፓርክ፣ የቦሌ ለሚ ልዩ የኢኮኖሚ ዞን እና የቂሊንጦ ልዩ የኢኮኖሚ ዞን እንዲሁም በግል ዘርፍ የተገነቡት AMG ሆልዲንግ እና Joy Tech Business Group ፕሮጀክቶችን ይገኙበታል።

በጉብኝቱ ወቅት ተሳታፊዎቹ በሀገሪቱ የአምራች ኢንዱስትሪ፣ የቴክኖሎጂ እና ዲጂታል ኢኮኖሚ፣ ግብርና እና ቱሪዝም ዘርፎች ያሉ እምቅ እድሎችን እና እየተከናወኑ ያሉ የልማት ስራዎችን በቅርብ ተመልክተዋል።

የኢትዮጵያ ኢንቨስትመንት ኮሚሽን በበኩሉ ጥራት ያላቸውን የውጭ ቀጥተኛ ኢንቨስትመንቶች ለመሳብ ከውጭ ጉዳይ ሚኒስቴር፣ ከዲፕሎማቲክ ማህበረሰብ እና ከአለም አቀፍ አጋር ተቋማት ጋር በትብብር መስራቱን ገልጿል።

እንደ ኮሚሽኑ ገለፃ መሰል የመስክ ጉብኝቶች በሀገሪቱ ላይ ያሉ የተዛቡ ግንዛቤዎችን ለማስተካከል፣ እውነታውን በመሬት ላይ ለማሳየት እና ውጤታማ የኢንቨስትመንት ትብብር ለመፍጠር ከፍተኛ ሚና አላቸው።

More than 80 Embassies and International Partner Organizations Conduct Field Visit to Investment Projects in Ethiopia.

Addis Ababa, May 19, 2026 (EIC) – More than 80 embassies, international development partner organizations, and diplomats based in Addis Ababa conducted a field visit to various investment projects under a program organized by the Ethiopian Investment Commission (EIC) in collaboration with the Ministry of Foreign Affairs.

The one-day field observation and visit program aimed to showcase Ethiopia’s improving investment climate, government support mechanisms, and ongoing projects in key economic sectors through firsthand experience.

During the visit, participants toured several investment destinations developed by both the government and the private sector. These included the ICT Park, Bole Lemi special economic zone, and Kilinto special economic zone, as well as private-sector-led projects developed by AMG Holdings and Joy Tech Business Group.

Throughout the tour, participants closely observed the country’s potential opportunities and ongoing developments in the manufacturing industry, technology and digital economy, agriculture, and tourism sectors.

The Ethiopian Investment Commission stated that it continues to work in collaboration with the Ministry of Foreign Affairs, the diplomatic community, and international partner institutions to attract quality foreign direct investment into the country.

According to the Commission, such field visits play a significant role in correcting misconceptions about the country, demonstrating the reality on the ground, and creating effective investment partnerships.
