Road tax in Spain (IVTM or Impuesto sobre Vehículos de Tracción Mecánica) is something every vehicle owner must pay, but many expats are unsure how it works. Whether you're a long-time resident or new to Spain, here’s what you need to know:
🔢 How Is Road Tax Calculated?
Road tax is calculated by your local ayuntamiento (town hall) and varies depending on:
- The vehicle's horsepower (fiscal power),
- Type of vehicle (car, van, motorbike, etc.),
- Discounts for low-emission, electric or hybrid vehicles in some municipalities
- Municipality rates, which can vary widely.
- Some larger cities charge more, while smaller towns may offer lower rates.
👤 Who Is Responsible for Paying?
The person listed as the registered owner of the vehicle on 1st January is responsible for paying that year’s road tax, even if the vehicle is sold later in the year.
💰 Are There Discounts or Exemptions?
Yes, depending on the municipality. Common discounts include:
100% exemption for vehicles registered to disabled individuals with mobility issues,
- Up to 75% reduction for electric or hybrid vehicles
- Discounts or exemptions for historic or classic cars (often over 25 years old)

📅 What Period Does It Cover?
Road tax covers the calendar year, from 1st January to 31st December, regardless of when it is paid during the year.
🧾 When and How Are Bills Issued?
Most councils issue IVTM bills in spring (typically March to May). If you’ve set up direct debit, the tax is collected automatically, often with a small discount.
If not, the bill may arrive by post, email, or be made available on your local council's online portal.
🏛️ Who Issues the Road Tax Bill?
Your local town hall or the provincial tax office (e.g. SUMA in Alicante or Recaudación in Murcia) is responsible for issuing and collecting the IVTM.
🚗 Does Road Tax Affect My Ability to Drive?
Not immediately, but non-payment can have consequences. While your car won’t be impounded just for unpaid IVTM, you may be refused an ITV test if your local tax office places an embargo on the vehicle. Over time, unpaid tax can also lead to fines or debt collection.
📍 What Happens if I Move?
You must notify the DGT (Tráfico) and update your padron and vehicle registration address. Failing to do this may result in missing tax notices, which doesn’t exempt you from payment or penalties.

You’ll be sent a reminder and possibly a surcharge. Continued non-payment can result in:

Before buying, especially privately, check that the road tax is up to date. You can request a receipt or payment certificate from the seller or the ayuntamiento. If unpaid, the tax debt remains tied to the vehicle.
✈️ What If I’m Exporting My Car from Spain?
To deregister or export a vehicle, the IVTM must be fully paid for the current year. Once the export is processed, you won’t be billed in the future.
