How to apply for healthcare as a permanent resident

If you are a permanent resident ("residente permanente") in Spain you are entitled to apply for Spanish state healthcare on the basis of your permanent residency status. You can now also apply online. Here’s what to do:

- Call the Overseas Healthcare Service on +44 191 218 1999 and ask for a ‘legislation letter’. This tells the Spanish authorities that the UK does not cover your healthcare
- Complete the Spanish Seguridad Social healthcare application form (https://bit.ly/3jNEGMe)
- Upload both of these documents, along with your passport and your permanent residency certificate to the INSS online application service (https://bit.ly/2EzgCwB) Make sure you select ‘No certificate’ (or ‘Sin certificado’) at the bottom of the page.
Please note, the application forms are in Spanish.

Remember that if you already receive your healthcare in Spain because you work and pay into the social security system, or you claim a Spanish or UK state pension, this option is not available. If you’re a UK State Pensioner, the UK can cover your healthcare in Spain using an S1 form. See https://www.gov.uk/guidance/healthcare-in-spain-including-the-balearic-and-canary-islands for more information on healthcare

Some of you have asked about your entitlement to an S1 form for healthcare cover in the future. Here's what you need to know:

If you are a UK national who is yet to reach state pension age, you will have the right to apply for a UK S1 once you start drawing your UK state pension, providing you are legally resident in Spain by the end of the transition period and remain living here. At this point you would also be entitled to a UK-issued EHIC valid for travel across the EU.

In the meantime, you should continue to access healthcare through the appropriate route. This may mean purchasing insurance, getting yourself covered with the Convenio Especial scheme, or through permanent residency (if you have residencia permanente). For more information about how to access healthcare in Spain, please take a look at our Healthcare for UK nationals living in Spain guide at https://www.gov.uk/guidance/healthcare-in-spain-including-the-balearic-and-canary-islands

If you have any questions, make sure you don't miss this!

Like many of you, we at the Embassy and Consulates are currently working from home and therefore are unable to run our usual type of Facebook Live Q&A session. However, we are conscious that many of you will have questions about what the current crisis means for you – perhaps for your residency or access to healthcare – or maybe you are just confused about the restrictions during the state of emergency. This session is aimed at UK nationals resident in Spain and we will do our best to address as many of the questions raised as we can.

As we cannot be with you live, we will host a virtual drop-in session this Wednesday 22 April from 13:00-17:00 (CET). Here’s how it will work:

- We will open the drop-in session in a new post on this page at 13:00 (CET) on Wednesday 22 April
- You will have until 17:00 (CET) to post your question as a comment under that post
- Once the session has closed, we will review all your questions and comments to determine what is concerning you most
- Over the course of the following week (by 30 April), we will respond to the issues you raise through a series of short videos on key topics and through a Q&A document
- Please do not post your question under this post, please wait until the session opens on 22 April. This is so that we can keep all questions in one place and make sure that we do not miss anything
- Please remember that the information you share is visible to everyone, so please keep that in mind when posting personal information

Please do let other UK nationals know about this opportunity by sharing this post. Hearing about your questions and concerns means we can provide the best possible content for you in the coming weeks.
