Outlook ahead: Due to the CHANGE PROCESS taking place, sadly, the information I required for implementing the budget transparency plan was pretty difficult to collect. More exactly the budgets are so spread right now, to such an extent most estimation would be made from past year budget allocations, which would not be reflective of the current status. So I would rather delay implementing this until the leadership situation stabilizes. Separately from that, we do have information about the expenses of the colleges, so if you are curious, just send the chair a message. In match with the changing process, the USG is planning one of their own. Stay tuned in, soon! ;)

Finally, it seems the university might not be able, because of organizational reasons, to integrate the broadcasting fee in our University Fee but charge it additionally like the semester ticket. Maybe not bad, because they would like to fix the University Fee issue (raise of student fee as a part of UniFee) asap. I will be informed soon about what this fee will amount too, and get back to you immediately :P

Also, regarding the Norddeutsche Rundfunk meeting ( the GEZ tax). There is a meeting between the officials of the university and the officials from Rundfunk in early June. I have spoken with the university, and I assure you the USG will have a representative at that meeting, as it affects every individual financially. The representative will be german speaking, and we already have someone in mind, but further information will be provided after an official decision.

As some students asked me if it is possible to change the campus card system in which cash money are lost. Here is the problem :

There is a (also technical) difference between the meal plan (via network) and the cash (locally saved on the card). This is legally necessary and absolutely identical with the official Sparkasse Cards which are available as so called “Geldkarte”. The Geldkarte is as well as our “cash” on the Campus Card a means to turn real money into virtual money in order to pay via machines. It legally equals cash which you’d carry around in your purse. If you’d lose it you will not be refunded. The same is true for the Geldkarte. You charge it by paying cash and thus turn cash into virtual money. The difference to the meal plan money is that there’s no real transfer from real to virtual money. It is just a booking position provided via network.

GEZ Update:
I have just spoken with Miss Hurlemann again, the things are quite red, but here's how we are standing:
A verbal agreement has been reached with the person in charge of the issue ( a woman from Hamburg that works for the GEZ), however, for the deadline to be extended she first needs to discuss with the representatives from Cologne, as it is a legal issue. The deadline will probably be extended, but this is not yet official.
Payment: We will probably have to pay sth, most probably the payment from September - currently. We were not announced before that date, but for the GEZ we are technically legible to pay from January. In this case the university will probably have to cover the costs January - September. In conclusion, we will probably pay from september, but favorably not the whole year, so only half of the given sum.
Recommendation: As the extended deadline is not official yet ( just verbally agreed) I cannot promise anything official. So don't pay until tomorrow( Friday ) until we actually receive an official answer with the deadline being extended. Then we can solve the issue of how much. If we don't receive an official answer, things do get complicated, as we can either pay the whole sum Friday, or ... get ready for some legal issues.

Just to make sure everybody understands this: ( GEZ )

If one of the household residents receives BAFöG the entire household is freed from paying the fee.It´s always been like this from 2013 onwards.a If a students is registered for two households s/he would have to pay the fee for both households but I assume that the second place usually is their parent´s home and they cover the fee.

A meeting has been organized on 17.02.2014, discussing the Student Financial Probation policy.
The following changes have been agreed upon:
• Financial probation during the winter should be eliminated, due to scheduling problems. Instead, students will enter in financial probation only during the summer (31 May).
• The deadline for deleting student emails, cleaning the lockers, and overall having access to facilities shall be extended from 4 weeks to 6 weeks. Note: Students will still check out before 10 June. And assuming financial probation, as they will not be able to stay during the summer, they should still try to clean their lockers, and solve their problems before this date.
• Financial probation will not imply the same consequences as Student Probation. Students will still be registered as students, therefore, they will not have visa problems, and they will be able to work during the summer in Germany, to pay their bills.
• The finance department will be lenient with the deadline; therefore, payments will be accepted even later, after 15 July (until 31August). However, this will not be official, and not advisable. Additionally, the tax for delayed payments is still implementable. So, paying after the 15 July deadline will amount to an additional 100Euro tax. (The UFC does not support this, but it remains to be further be discussed)
• If lockers are not cleaned, the student deposit will be used for further maintenance. Other rules of the type remain as in the previous plan, contact the UFC Chair, and the former plan will be provided.
Note: The above changes are not implemented! The proposals have been verbally accepted, but it remains to Nancy Trey to change the policy, by including the above changes. Until an official decision, the proposals remain subject to change.
