Country Study on Cambodia and Vietnam

The economic and financial losses caused by natural disasters have increased substantially over the last decades. It is expected that the frequency and severity of weather related events will further increase due to climate change. Studies show that developing and emerging countries are and continue to be particularly affected by these adverse climate develo

pments. Their capacities to cope with the effects of natural disasters such as droughts, floods, excessive rain and/or hurricanes are limited. Traditional risk-sharing mechanisms and social safety nets fail in view of the substantial scale and severe effect of such climate disaster. At the same time the fiscal resources of developing economies limit their capacity to cope with these disasters and to provide quick and effective emergency relief to the population. Access to – especially effective – insurance is limited in developing economies although insurance could complement existing risk management strategies and reduce the vulnerability of countries and their population towards natural catastrophes. Workable insurance schemes help reduce the dependence on public emergency assistance. Typically, insurance pay-outs reach people much faster than emergency relief operations. More importantly, insurance can incentivize people to implement efficient adaptation measures which lead to a reduction of the payable insurance premium.

Thanks for all the support we got for our insurance market study Cambodia and Vietnam! We had great interviews with insurance companies, banks/MFIs and NGOs that helped us understand the Cambodian and Vietnamese insurance and finance market. In addition, we were able to find out, how micro insurance can be delivered to rural communities and MSMEs.
