Ontario Builders & Homeowners: Important HCRA Update (Feb 16, 2026)

Starting February 16, 2026, if your project falls under the New Home Construction Licensing Act, provincial permit applications to construct or demolish will require a valid HCRA licence number.

What this means:

•Builders and sellers must be licensed with the Home Construction Regulatory Authority.

•Homeowners hiring a builder should verify their licence through the Ontario Builder Directory.

•Mortgage and real estate professionals should keep this requirement in mind when navigating transactions.

What is Loan-to-Value?

•LTV is the percentage of a property’s value that’s financed by a mortgage.

•Higher LTV means less equity. Lower LTV means more equity.

•The math is simple: Mortgage amount ÷ property value × 100.

•For example, if a home is worth $1M and a lender allows 80% LTV, the maximum loan amount is $800K, leaving $200K in equity - or the required down payment.

•In certain situations, such as bridge financing or equity take-outs, borrowers may access higher leverage on the subject property by adding additional real estate as collateral, reducing the overall or blended LTV.

•That’s why, in scenarios where banks can’t provide the required financing, private mortgage financing can help enable the required LTV, with a cost premium, reflecting the increased flexibility and asset-based approach.
