CMHC Multifamily Policy Update:

CMHC released updated advice to lenders with clarification on policy for the following items:

1. Minimum Documentation Requirements

The documents required for CMHC has been clarified for what documents are required based on different stages - application vs advancing of loan.

2. Completion Take-out Financing

This is applicable to any properties that are substantially complete but have not achieved effective gross income and/or stabilized rents for a period of 12 consecutive months. CMHC is clarifying it's advancing policies regarding completion take-out loans, as well as eligible loan purposes, which include the payout of a construction financing, reimbursement of self-funded construction costs, or purchase of a newly constructed building.

3. MLI Select Energy Efficiency Criteria
The energy efficiency codes are being updated depending on the type of building for new construction. They will also be using the 2020 NBC and 2020 NEBC codes.

4. Rental Achievement Holdbacks
For standard rental housing a DSCR of 1.2 is required for 95% financing. Otherwise funds will be held back for maximum leverage of 85%. Once lease-up is achieved - the loan will be adjusted to reflect lease-up

Most changes are effective for files submitted on November 28, 2025. The changes for Energy Efficiency Criteria are effective September 30, 2026.
