BC GOVERNMENT SUPPORT NEWS:
Applications for $1,000 B.C. Recovery Benefit will begin soon

On Tuesday, Dec. 8, 2020, the B.C. government introduced legislation to secure funding for approximately 3.7 million British Columbians to receive the tax-free B.C. Recovery Benefit. Passage of the bill will ensure British Columbians can apply for the benefit starting Dec. 18:
$1,000 for families with incomes under $125,000. Families earning up to $175,000 will qualify for a reduced benefit amount. Single-parent families also qualify for these benefit amounts.
$500 for single people earning less than $62,500. Single people earning up to $87,500 will qualify for a reduced benefit amount.

A majority of British Columbians will get a lift with the launch of the B.C. Recovery Benefit, enabling many families and individuals to receive the benefit by the end of the year.

IMPORTANT FOR BUSINESS - TODAY'S FEDERAL GOVERNMENT COVID-19 ANNOUNCEMENT - APRIL 1, 2020

The long awaited press conference from Finance Minister Bill Morneau took place on April 1.

BRIEF SUMMARY:

1. More information did come out about the Canada Emergency Response Benefit (CERB) for individuals.
2. The one thing that Finance Minister said today is that they are developing and implementing programs in weeks, that typically would take a year or two. So they aren't going to be perfect. They will not have thought of every single scenario. And unfortunately, they aren't going to be able to help every single business. There are going to be some business casualties as a result of this COVID-19 Pandemic.

Temporary Wage Subsidy
This program is unchanged. It represents 10% of the gross wages that you pay in a pay period and provides you with immediate cash relief by reducing the source deductions that you have to remit to CRA.

Canada Emergency Wage Subsidy (CEWS)
Please take note that Trudeau has called Parliament to return. This program is still not passed into law, and so all information is still preliminary.
New Announcements today:
- The earliest that any funds will be available for this program is 6 weeks
- It will be retroactive to March 15th, 2020
Program Detail Recap: Federal subsidy to pay 75% of employee wages for up to 3 months up to a max of $847/week/employee
- The 75% subsidy is based upon what is actually paid to the employee (this is the first time we've heard this)

Qualifications:
- Business, Charity or Not-for-Profits
- Businesses experiencing at least a 30% revenue reduction resulting from the COVID-19 pandemic will be eligible
- The revenue comparison period is over prior year (ie.March 2020 vs. March 2019) for March, April, and May
- It was mentioned that if the business did not have March 2019 comparatives (ie. a startup), they are trying to determine other comparative options such as month over month comparatives. This determination is not definitive.

Application Process:
- There will be an online portal on the CRA website through which to apply
- The portal will become available in the next 3 weeks to apply
- The payment to the business will be provided through direct deposit
- Attest that you are doing everything you can to pay the 25% top up
- You need to re-apply every month to collect
- It was reinforced as well that they are approaching the funding as pay first and police later. But they will be heavily policing these subsidies to ensure that businesses are not taking advantage of the system, and there will be stiff consequences for those that do take advantage

The biggest takeaways:
- There is going to be a cash crunch with businesses over the next 6 weeks that still have employees but haven't laid off employees
- There is no short term fix for those employees that have been laid off already.
- The indications from government are to use the $40K line of credit Canada Emergency Business Account (CEBA) - to get businesses through until the subsidy is received. Still no portals to apply for the CEBA.
- Unclear as to whether this will be a taxable subsidy for the business - the 10% TWS was, so it's likely that this could be as well
- This was mentioned, but again not confirmed: the business has to prove that they paid the employee 75% of their wages. It is unclear as to how this would work for those businesses that have no revenue and cannot cash flow the payment of the employees without the subsidy
- If you don't currently have direct deposit set up with CRA, do it now through CRA My Account. Prime Minister Trudeau suggested it today in his conference and the site went down because of the volume of visitors. So I would recommend it be done now, rather than 3 weeks from now when everyone else will be trying to do it.
- No answers for those businesses who primarily have contractors. All language so far is that it is for employees. Independent contractors would have to apply for the CERB.

- If you have already applied for EI but have not started receiving benefits, your application will automatically be transferred over to the CERB program.
- They have staggered application dates based upon the month of your birth to prevent the website from crashing

Support for Businesses during Covid 19 pandemic

The Government of Canada is taking immediate, significant and decisive action to support Canadian businesses facing financial hardship as a result of the COVID-19 pandemic.

On March 13, 2020, Minister of Finance Bill Morneau, Governor of the Bank of Canada Stephen Poloz, and Superintendent of Financial Institutions Jeremy Rudin outlined a coordinated package of measures to support the functioning of markets, the resilience of our financial sector, and continued access to financing for Canadian businesses. These actions will significantly increase the availability of credit to businesses of all sizes, sustain liquidity in key financial markets, and provide flexibility to businesses experiencing hardship.

On March 18, 2020 the government and its partners announced further measures to support businesses. These actions are part of Canada’s whole-of-government response to COVID-19, and the significant stimulus program developed to stabilize Canada’s economy, support businesses and to protect Canadians.

Supporting Canadian Business through the Canada Account
The government is changing the Canada Account so that the Minister of Finance would now be able to determine the limit of the Canada Account in order to deal with exceptional circumstances. The Canada Account is administered by Export Development Canada (EDC) and is used by the government to support exporters when deemed to be in the national interest. This will allow the government to provide additional support to Canadian companies through loans, guarantees or insurance policies during these challenging times.

Helping Businesses Keep their Workers
To support businesses that are facing revenue losses and to help prevent lay-offs, the government is proposing to provide eligible small employers a temporary wage subsidy for a period of three months. The subsidy will be equal to 10% of remuneration paid during that period, up to a maximum subsidy of $1,375 per employee and $25,000 per employer. Businesses will be able to benefit immediately from this support by reducing their remittances of income tax withheld on their employees’ remuneration. Employers benefiting from this measure will include corporations eligible for the small business deduction, as well as non-profit organizations and charities.

Flexibility for Businesses Filing Taxes
The Canada Revenue Agency will allow all businesses to defer, until after August 31, 2020, the payment of any income tax amounts that become owing on or after today and before September 2020. This relief would apply to tax balances due, as well as instalments, under Part I of the Income Tax Act. No interest or penalties will accumulate on these amounts during this period.

The Canada Revenue Agency will not contact any small or medium (SME) businesses to initiate any post assessment GST/HST or Income Tax audits for the next four weeks. For the vast majority of businesses, the Canada Revenue Agency will temporarily suspend audit interaction with taxpayers and representatives.

The Liaison Officer service offers help to owners of small businesses to understand their tax obligations. Traditionally available in-person, this service is now available over the phone and will be customizing information during these challenging times by ensuring small businesses are aware of any changes such as filing and payment deadlines, proactive relief measures, etc.

Ensuring Businesses Have Access to Credit
The Business Credit Availability Program (BCAP) will allow the Business Development Bank of Canada (BDC) and Export Development Canada (EDC) to provide more than $10 billion of additional support, largely targeted to small and medium-sized businesses. This will be an effective tool for helping viable Canadian businesses remain resilient during these very uncertain times. BDC and EDC are cooperating with private sector lenders to coordinate on credit solutions for individual businesses, including in sectors such as oil and gas, air transportation and tourism. The near term credit available to farmers and the agri-food sector will also be increased through Farm Credit Canada.

The Office of the Superintendent of Financial Institutions (OSFI) announced it is lowering the Domestic Stability Buffer by 1.25% of risk-weighted assets, effective immediately. This action will allow Canada’s large banks to inject $300 billion of additional lending in to the economy.

The Bank of Canada also took a series of actions to support the Canadian economy during this period of economic stress, enhance the resilience of the Canadian financial system, and help ensure that financial institutions can continue to extend credit to both households and businesses. This included cutting the interest rate to 0.75% as a proactive measure in light of the negative shocks to Canada’s economy arising from the COVID-19 pandemic and the recent sharp drop in oil prices.
