Agreement Focuses on Collaboration in the Construction Industry, Advancing the Development of Inuit Construction Workforce, and Partnerships to Deliver Housing and Infrastructure in the Kivalliq
Rankin Inlet, Nunavut, July 2nd, 2026 - Sakku Enterprises Ltd. (SEL) and Arctic Fresh Projects Inc. (AFP) are pleased to announce the signing of a Memorandum of Understanding (MOU) aimed at advancing opportunities to work together on construction and infrastructure, with a key focus on affordable housing, workforce development, and emerging opportunities in the construction sector.
Sakku Enterprises Ltd. is a wholly owned subsidiary of Sakku Investments Corporation, the economic development arm of the Kivalliq Inuit Association. SEL operates in the construction, civil works and logistics sectors, with expertise in general contracting and project management.
Arctic Fresh Projects Inc. is the construction arm of Arctic Fresh Group of Companies, a 100% Inuit-owned social enterprise that operates multiple divisions including on-line grocery, retail, hospitality, aviation, hospitality, and construction services. AFP manages construction projects in partnership with Penn-Co Construction Ltd. and is engaged in the delivery of new housing units under the Government of Nunavut’s housing initiative Nunavut 3000.

This MOU is an important step to ensure the entire housing build cycle is produced and installed by Inuit, from the region, while developing their skills and know-how to ensure benefits, skills, and wages remain in our region and our communities” – David Kakuktinniq, President, SEL.
Both leaders remarked how this partnership represents a shared commitment to advance Inuit economic self-determination and contribute to the long-term prosperity of Kivalliq communities, with a strong focus on the construction industry, the development of an Inuit construction workforce, and the exploration of new housing and infrastructure initiatives.

Construction is the most common and effective way to get people into the workforce. We have found many Inuit have skills and natural abilities in construction trades as it provides many ways of learning and teaching through storytelling, showing and doing. This MOU creates a foundation for future collaboration that can expand skills, employment, and Inuit-led delivery of housing and infrastructure projects, while helping ensure the benefits of development remain connected to the people and communities of the region.
