Refinancing isn't a "always do it" or "never do it" decision, it comes down to your numbers.

Makes sense to explore if:
→ You could lock in a real drop in your rate
→ You need access to equity, and it'd cost less than a HELOC
→ Rolling your debts together would actually lower what you pay overall

Might be worth waiting if:
→ Your term's about to end anyway
→ The penalty would cancel out most of what you'd save
→ Your credit or income isn't where it was at your last approval

Bottom line: do the math before you decide. What looks like a good deal on paper isn't always one once penalties and fees are factored in.
