Virtual care still very much a work in progress says the Canadian Medical Association. Most benefit plan providers now offer it as part of their health benefits. This all happened in a few months - In march of 2020 I did a seminar on this very subject and at the time no insurer offered it automatically within their group insurance products. Now it's basically built in for many providers. For the public sector, virtual care has spread as well but work remains to fully integrate it to our healthcare systems.

The Canada Revenue Agency (CRA) is hosting a free webinar for employers who want to learn more about the 10% Temporary Wage Subsidy for Employers (TWS) COVID-19 relief measure.

The webinar will discuss:

what the TWS is and who is eligible;
how to calculate and take advantage of the TWS;
how the TWS and the Canada Emergency Wage Subsidy work together;
what records to keep and how to notify the CRA (Form PD27, 10% Temporary Wage Subsidy for Employers Self Identification Form); and
what happens if you calculate and take advantage of the TWS, but you are not eligible.

This week's challenge is to explain what path led me to study Canadian payroll. Working with plan sponsors I quickly realized that a thorough understanding of payroll would be instrumental to my success as a benefits advisor. From communicating payroll deductions and taxable benefits calculations to estimating the indirect costs of a group insurance plan due to payroll taxes. I took courses to solidify my knowledge and will probably sign up for the The Canadian Payroll Association accreditation process one day, but first I must finish my GBA and complete the Quebec version of the CEBS.

Important: There is a new self-identification form from the CRA. If you are eligible to the 10% temporary wage subsidy (TWS) you should notify the CRA using the new Form PD27, 10% Temporary Wage Subsidy Self-Identification Form for Employers. Submitting this form enables the CRA to properly document the reduction in remittances on the employer’s payroll program account, reducing the potential of the employer receiving a discrepancy notice at the end of the year.

There are two ways to complete and submit Form PD27:
(1) Complete and submit the web form through My Business Account.
(2) Complete and submit the PDF or fillable PDF: through My Business Account using the “Submit documents” feature; or by mail or fax to any National Verification and Collections Centre.

Eligible employers should submit this form before submitting their business’ T4 information return for the tax year.

The 10% Temporary Wage Subsidy for Employers (TWS) was a three-month measure that allowed eligible employers to reduce the amount of payroll deductions they need to remit to the CRA. This only applies to the federal, provincial, or territorial income tax portion of their remittance. The subsidy is equal to 10% or less of the remuneration paid from March 18 to June 19, 2020, up to $1,375 for each eligible employee. The maximum for each eligible employer is $25,000.
