Three provinces changed rules touching group benefits this year 🇨🇦

A short reference for plan sponsors going into renewal season:

🍁 Alberta: Bill 11 takes effect October 1, 2026, with two changes affecting group plans.

🍁 New Brunswick: up to 27 weeks of unpaid, job-protected leave for long-term illness or injury, effective June 12, 2026. It replaces a policy that guaranteed five days in a 52-week period.

🍁 Quebec: RAMQ increased the annual out-of-pocket maximum under the public drug plan on July 1, 2026.

If you have members in any of the three, each one has a plan-design implication, not just an administrative one.

Alberta's Bill 11 changed the order of payment for health claims as of October 1, 2026.

Two changes matter most:
1️⃣ Private plans pay first. Government coverage now pays last.
2️⃣ Age is no longer a cut-off. Employers must continue coverage for active employees at any age.

If an employee carries dual coverage, their private plan is billed before government programs. Single coverage is unaffected.

Reviewing your plan design now is what keeps costs predictable and employees covered without gaps.
