Who Can Enrol in the RPP Sub-program?

Commercial importers can enrol in the Release Prior to Payment (RPP) sub-program through the CARM Client Portal.

To benefit from RPP, importers must:
• Register in the CARM Client Portal
• Enrol in RPP
• Post the required financial security

Since October 21, 2024, importers must provide their own financial security. Customs brokers cannot post security on behalf of importer clients.

New Surtax Update for Canned Vegetable Imports

Certain canned vegetable goods imported into Canada may now be subject to a surtax under Customs Notice 26-14.

The affected products include:

• Corn
• Peas
• Green beans
• Wax beans
• Mixed vegetables
• White, black, red, and pinto beans
• Chickpeas

The surtax applies to qualifying products packaged in metal or aluminum cans, including retail, foodservice, industrial, and bulk formats.

Products packaged in glass jars are not intended to be covered by this Order.

anadian importers should review the new Customs Notice 26-14.

Effective June 19, 2026, certain canned vegetable goods imported into Canada may be subject to a 10% surtax based on the value for duty. This applies to specific canned products such as corn, peas, green beans, mixed vegetables, beans, chickpeas, and related HS classifications.

Important note: The policy intent is to apply this surtax to vegetables in metal/aluminum cans only, not glass jars.

If your business imports canned vegetable products into Canada, reviewing the correct HS code, product format, and surtax impact is essential before your next shipment.
