SADC Development Finance Resource Centre - SADC DFRC Since its inception, the DFRC has delivered more than 105 training programmes to well over 3000 staff of DFIs, SOEs and Governments.

The Southern African Development Community - Development Finance Resource Centre (SADC-DFRC) is a subsidiary institution of SADC established under the SADC Protocol on Finance and Investment (the FIP). The SADC Development Finance Resource Centre, is a subsidiary institution of the Southern African Development Community (SADC), and serves as secretariat of the SADC Development Finance Institutions

Network among other functions. The SADC-DFRC is mandated to provide technical and capacity building support, policy research and advisory services to promote effective mobilisation of resources in the financial sector in particular DFIs, for investment in key areas with the potential to stimulate growth, generate employment and alleviate poverty, in line with the objectives of SADC under the Regional Indicative Strategic Development Plan (RISDP). The SADC DFI Network membership currently stands at thirty two (32), with seven (7) local members, being the Botswana Development Corporation, Citizen Entrepreneurial Development Agency, Botswana Housing Corporation, Botswana Savings Bank, BotswanaInvestment and Trade Centre, Local Enterprise Authority and the National Development Bank. The courses cover various skills requirements, and include areas such as: Economic and Financial Investment Appraisal and Risk Analysis; Corporate Governance Practice and Policy; Management Development Programmes to mention a few. In pursuance of its developmental role, the SADC-DFRC has developed strong relationships with the SADC Governments and International Cooperating Partners such as the World Bank, African Development Bank (ADB), German Development Agency (GIZ), European Union (EU), Japanese International Cooperation Agency (JICA), Industrial Development Corporation (IDC) of South Africa, and the Development Bank of Southern Africa (DBSA). This has resulted in the DFRC accessing financial and technical support for programmes that have benefited various development stakeholders but principally the DFIs, Member State Governments and State-owned Enterprises (SOEs). The DFRC also successfully established the SADC Public Private Partnership Network in 2011 which has to date conducted various PPP skills development programmes for SADC Governments in addition to promoting public-private dialogue. It has recently also developed the SADC PPP Policy Framework which was adopted by Ministers of Finance and Investment at their recent meeting in Maputo this year. On the advisory services front, the DFRC has assisted DFIs in restructuring their operations and has also conducted studies and workshops towards improving the policy and regulatory environment for development finance in member countries and the region as a whole. The DFRC has also rendered technical advice and actively participated in the discussions on the establishment of the SADC Project Preparation and Development Facility (PPDF) SADC Regional Development Fund (RDF) whose establishment is now at an advanced stage.

Public purpose and private capital rarely align on their own. They must be structured to.

That is the real work of a Public-Private Partnership, not simply inviting private investment into public infrastructure, but building the risk-sharing, project preparation and long-term financing structures that make a project bankable on both sides of the table.

DFIs sit precisely at that intersection: able to de-risk, blend and structure finance in ways neither the public nor the private sector can do alone.

Since 1940, the IDC has been South Africa's national development finance institution established by an act of Parliament, wholly state-owned, and built around one enduring mandate: to drive job-rich industrialisation and build a more inclusive economy.

For over 85 years, that mandate has translated into action across manufacturing, mining, agriculture, tourism and the green economy, backing entrepreneurs, growing sustainable industries, and putting real weight behind Black-owned, women-led and youth-owned businesses. In the last two financial years alone, 88% of the IDC's funding approvals (R26.6 billion) went to Black-owned businesses and Black Industrialists, helping create and preserve over 15,000 jobs.

This is exactly the kind of institution the CEOs' Forum was built to convene: where bold industrial ambition meets the capital to realise it, and where projects move from paper to production.

The Executive Director of the SADC Development Finance Resource Centre (SADC-DFRC), Mr Zwelibanzi Sapula, paid a courtesy call on the Acting Chief Executive Officer of the Botswana Housing Corporation (BHC), Professor Selinah Busang.

The engagement focused on how BHC can leverage its membership of the SADC Development Finance Institutions Network to strengthen institutional capacity, mobilise resources and accelerate the delivery of strategic housing projects.

Mr Sapula outlined the SADC-DFRC’s mandate, which encompasses capacity building, financial resource mobilisation, policy research and advisory services in support of Development Finance Institutions and other development-oriented institutions across Southern Africa. He reaffirmed the Centre’s readiness to provide tailored technical and resource mobilisation support to State-Owned Enterprises such as BHC and encouraged the Corporation to identify priority areas for collaboration.

Professor Busang welcomed the engagement, noting that it comes at a critical time as BHC seeks to mobilise finance and access specialised technical expertise to advance its strategic objectives. She highlighted the importance of such support in accelerating key development initiatives, particularly the flagship Kgale 3,000 Project, which will contribute towards Botswana’s national target of delivering 100,000 housing units by 2029.

Professor Busang was joined by Mr Tumo Kgatlwane, Head of Marketing and Communications; Mr Mothusi Lekgowe, Portfolio Analyst; Mr Agree Sebinyane, Acting Director, Risk and Compliance; and Mr Tefo Kebabope, Corporate Communication Manager.

Mr Sapula was accompanied by Ms Chazha Macheng, Executive Officer and Stakeholder Relations; Ms Malefo Kawanza, Head of Finance and Partnerships; Ms Maipelo Stroh, Head of Capacity Building and Policy Research; and Mr Bryan Masheleng, ICT and Digital Transformation Lead.

The courtesy call laid a strong foundation for deeper collaboration between SADC-DFRC and BHC. Through its regional membership, BHC has an opportunity to access relevant expertise, strengthen project preparation, unlock potential financing partnerships and advance sustainable housing delivery in Botswana.

Special Economic Zones are easy to announce. They are far harder to make competitive.

Infrastructure, investment, industry, market access and value chains all have to arrive together, not by accident, and rarely in the right sequence without coordination.

That's the problem DFIs are best placed to solve: aligning capital across the full set of conditions an SEZ needs to become a productive economic hub, not just a serviced plot of land.

Across SADC's Development Finance Institutions, the mandate is shifting to include corridor financing, regional value chains and increasingly complex capital deployment. However, here's the uncomfortable question: is our talent and institutional capability keeping pace with our ambition?
