Project “Bulgarian Border Dialogue” v.2 Project funded by the Fund for Bilateral Relations of the European Economic Area and Norwegian Financial Mechanisms 2014-2021

For the 2009 – 2014 period, the Territorial Cooperation Management Directorate at the MRDPW of the Republic of Bulgaria was a beneficiary under the Project “Bulgarian Cross-Border Dialogue. Development of a regional database for cross-border cooperation", funded under the BG 11 Programme “Capacity Building and Institutional Cooperation" within NFM. The main aim of the project is to increase the le

vel of knowledge and understanding of cross-border processes between Bulgaria and its neighbouring countries (the Republic of North Macedonia, Turkey and Serbia). The specific objectives of the project were focused on assembling and generating relevant data on cross-border relations and borderland developments and making this data more accessible through the establishment of an online CBC Data Centre. The achieved results under the project were very useful, and in particular - the creation of a web portal Patchwork Balkan with a database for the territory of the three IPA CBC Programmes as well as the partnership with the Norwegian Barents Secretariat. The general project goal of the project Bulgarian Cross-Border Dialogue v.2 is to encourage the development of regional cooperation through the transfer of experience and good practices from the Kingdom of Norway in order to accelerate European territorial cohesion and more effective and efficient management of territorial cooperation programmes in which Bulgaria participates. The project will set out an upgraded and functional web portal for the cross-border regions of Bulgaria and its neighbouring countries (Turkey, Serbia and Republic of North Macedonia) with possibilities to collect and process information and progress data on performance indicators under the three programs as well as on the impact of operations financed under the programs on the regions covered by them, visualize information on needs and attitudes of regions in relation to programming for the next programming period as well as results of finalized projects etc. These objectives will be completed through data visualization tools and practices, which will continue and improve upon already build cooperation and partnership between the Ministry of regional development and public works and Norwegian Barents Secretariat and will further promote dialogue, exchange and dissemination of good practices in the area of management and implementation of the European Territorial Cooperation programmes.

Building Bridges: Bulgaria and Norway in Dialogue for the Future of Regional Development

At the end of February 2025, a team from the Directorate for Territorial Cooperation at the Ministry of Regional Development and Public Works of Bulgaria visited the Kingdom of Norway as part of the predefined project “Bulgarian Cross-Border Dialogue – Version 2.”

In the heart of the Arctic – in Kirkenes and Tromsø – we met inspiring partners united by a shared goal: sustainable, green, and connected regional development beyond borders and geography.

We exchanged experience, ideas, and good practices on topics such as the green transition, digital innovation, and support for local economies. Our efforts met those of Norwegian institutions and communities, showing how vision and action go hand in hand.

This working visit was more than a meeting – it marked a new starting point for even closer cooperation, inspired by common challenges and shared solutions.

Inspired by our visit to Norway and our meeting with PRONEO, one of the leading innovation organizations that supports innovative business models in the Trøndelag region, we invited our Norwegian partners to Bulgaria to introduce them to Bulgarian projects developed by small, medium, and large enterprises in the fields of green industry, green transition, low-emission production, eco-friendly entrepreneurship, environmental sustainability, and more.

With the help of Innovation Norway in Bulgaria, we visited the companies Nasekomo AD, Medina Ltd., and MJ Dairies Ltd., which presented their projects - "Scaling up the insect industry green impact through the deployment of industrial insect technology," "Green, innovative production of tyres for material handling vehicles," and "Implementation of innovative green technology in the company MJ Dairies Ltd." Trakia University in Stara Zagora welcomed us to showcase the SMEOrigin project, funded by the INTERREG EUROPE Programme, and their aquaponics centre.

Our fruitful meetings have laid the foundation for future and long-term partnerships.

Experience sharing bilateral workshop with Project Promoters and Project, April 16, 2024, Sofia, Bulgaria

As we look back on the workshop held on April 16, we’re filled with gratitude for the vibrant exchange of ideas and experiences. It was a remarkable opportunity to delve into Bulgaria's Business Development Innovation and SMEs Programme.

The sessions on AI in business, ESG reporting, stress management, and communication training were enlightening.

For the second time, our team visited the Kingdom of Norway to exchange experiences and ideas in the field of regional policy and cross-border cooperation.

Three days filled with wonderful people, interesting experiences, and job satisfaction!

We discussed the challenges, trends, and peculiarities of regional development policies. We explored the programs and tools applied in both countries to transform regions into attractive places to live.

Our conversations also touched on innovations in the public sector, services in small municipalities, and the role of rural areas in the green sector. Collaborative initiatives and projects under the INTERREG programs in the Far North region were also part of our discussions and meetings.

Thanks to our colleagues at the Norwegian Barents Secretariat for their warm welcome and fruitful collaboration!

🤝С Норвежкия баренцов секретариат сме партньори от 2013!👏🤝👍

В първата версия на проекта „Български трансграничен диалог“ имахме чудесната възможност да споделяме опит и да се обучаваме в събирането и обработката на статистически данни по програмите за европейско териториално сътрудничество, в които България участва със съседите ни Турция, Сърбия и Република Северна Македония.

В резултат от съвместната ни работа бяха сравнени данни от различни национални статистически институти и техните методи за събиране, след което беше създадена система за сравняване на регионални данни между съответните страни. 💻💽🖱
Събраната информация бе предоставена за създаването на портала Patchwork Balkan https://www.jeffersoninst.org/projects/patchwork-balkan, разработен от Института Джеферсън (Jefferson Institute).

In the first version of the Bulgarian Cross-Border Dialogue project, we had the great opportunity to share experiences and train in the collection and processing of statistics on European Territorial Cooperation programs in which Bulgaria participates with our neighbours Turkey, Serbia and the North. Macedonia.

👩‍💻As a result of our joint work, data from different national statistical institutes and their collection methods were compared, followed by the establishment of a system for comparing regional data between the countries concerned.👩‍💼
