With a Decision of the National Assembly of March 13, 2020, a state of emergency was declared on the entire territory of the Republic of Bulgaria until April 13, 2020, and with a Decision of April 3, 2020, it was extended until May 13, 2020.

An emergency epidemic situation was declared on the territory of the Republic of Bulgaria by Decision of the Council of Ministers № 325 of 14 May 2020. It has been extended several times, the last extension being introduced until 31 March 2022 by Decision № 826 of the Council of Ministers on 25 November 2021.

With the forthcoming amendment to the Bulgarian Citizenship Act, the possibility of acquiring citizenship status in exchange for investment will be abolished. The proposal has been made by the Council of Ministers (“Council of Ministers”) by Decision No. 12 of 14 January 2022 and the above-mentioned innovations are aimed at bringing the regulation in this area in line with the European Commission’s report of 23 January 2019.

With the amendments proposed to the Consumers’ Protection Act, we are now awaiting the final transposition of Directive (EU) 2019/2161 of the European Parliament and of the Council of 27 November 2019 amending Council Directive 93/13/EEC and Directives 98/6/EC, 2005/29/EC and 2011/83/EU of the European Parliament and of the Council with regard to better enforcement and modernization of consumer protection rules in the Union (Directive 2019/2161), which should have already been a fact, but due to the political situation, this process has remained in the background. The law is expected to be finally adopted in February 2022.

The adoption of the law is based on the need to transpose into Bulgarian legislation the provisions of Directive (EU) 2019/770 of the European Parliament and of the Council on certain aspects of contracts for the provision of digital content and digital services and Directive (EU) 2019/771 of the European Parliament and of the Council on certain aspects of contracts for the sale of goods.

A new reform of the VAT legislation is expected this year. The new Parliament is expected to adopt the changes proposed to align Bulgarian legislation with European directives, the latest case law of the EU Court of Justice, as well as to refine certain provisions related to the application of the “in Union” and “outside Union” schemes for distance sales of goods imported from third countries or territories.

Not everyone is obliged to submit an annual tax declaration. If, for example, our income is consisted of only labor remuneration or of it is non-taxable, we may not be obliged to submit such. Anyway, in some cases, the law provides we must submit the ATD even if we did not receive any income during the tax year.

The tax reliefs are a possibility for us to reduce the amount of taxes we pay regularly. We can apply for tax relief by submitting an Annual tax declaration but for some, the law provides us with the opportunity to apply also through our employer. To do so, in the period between 30th November and 31st December, we have to submit to him all of the required by law declarations and necessary attachments to it.

This summer, the European Commission presented a new package of legislative proposals to strengthen EU legislation to combat money laundering and terrorist financing. The package includes proposals to:

- а new EU anti-money laundering body,
- a new AML/CFT Regulation,
- a new 6th AML/CFT Directive,
- an amendment to the Regulation on information accompanying transfers of funds and certain crypto-assets.
