BAPLC Successfully Holds Knowledge-Sharing Session on “Exploring IPOs: Readiness, Challenges and Roadmap to Listing”

The Bangladesh Association of Publicly Listed Companies (BAPLC) successfully organized a knowledge-sharing session titled “Exploring IPOs: Readiness, Challenges and Roadmap to Listing” at the DSE Multipurpose Hall, DSE Tower, Dhaka, bringing together regulators, stock exchange officials, market intermediaries, industry leaders, and prospective issuers to discuss opportunities and challenges related to Initial Public Offerings (IPOs) in Bangladesh.
The session was organized as part of BAPLC’s continued efforts to promote capital market development and encourage more companies to raise long-term capital through public listing.
The Session has been specially designed for companies-particularly the members of the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) those who are interested in exploring capital market-based financing as a sustainable and strategic alternative to traditional bank borrowing for business growth and expansion.
Technical presentations were delivered by Mr. Sumit Podder, Secretary General of BMBA, who provided an overview of the IPO application process, benefits of IPO, how to become listed in the Stock Exchanges and Mr. Mohammad Shafiqul Islam Bhuiyan, FCS, General Manager and CRO (Acting), DSE, who presented regulatory observations and compliance requirements for prospective IPO applicants.
The program was graced by Mr. Tanwir Habib Rahman, Commissioner, Bangladesh Securities and Exchange Commission (BSEC), as the Chief Guest, while Mr. Riad Mahmud, President of BAPLC, chaired the session.
Among the distinguished guests present were Mr. Mominul Islam, Chairman of Dhaka Stock Exchange PLC (DSE), Mr. Mohammad Hatem, President of BKMEA and Mr. Saiful Islam, President, DSE Brokers Association (DBA) who shared their valuable perspectives on the importance of broadening the participation of businesses in the capital market.
The speakers emphasized the importance of corporate governance, transparency, regulatory compliance, financial preparedness, and strategic planning for companies aspiring to access the capital market. The interactive discussion session enabled participants to engage directly with regulators and market experts, addressing practical concerns related to IPO readiness and listing requirements.
In his concluding remarks, Mr. Riad Mahmud, President of BAPLC, thanked the distinguished guests, speakers, and participants for their active engagement. He reiterated BAPLC’s commitment to supporting initiatives that enhance awareness, strengthen market confidence, and facilitate the entry of quality companies into the capital market.
The event concluded with a vibrant question-and-answer session, reflecting the strong interest of corporate leaders and business representatives in exploring capital market financing as a sustainable avenue for future growth.

BAPLC Team Meets Bangladesh Bank Governor.

A delegation of the Bangladesh Association of Publicly Listed Companies (BAPLC), led by its President, Mr. Riad Mahmud, met with the Honourable Governor of Bangladesh Bank, Mr. Md. Mostaqur Rahman, FCMA, at the Bangladesh Bank Headquarters in Dhaka. The delegation also included BAPLC Vice President Engr. Syed Ishtiaq Ahmed and Secretary General Md. Amzad Hossain.

During the meeting, BAPLC discussed several policy and regulatory issues affecting listed companies and the broader business community. The Association requested Bangladesh Bank’s consideration on:

* Adopting a fair and pragmatic approach regarding the impact of the CIB status of nominating institutions on companies represented by nominee directors.
* Following an entity-specific and risk-based approach when evaluating the adverse CIB status of sponsors, directors, or guarantors within business groups.
* Extending the Factory Revival Fund to operational but financially distressed factories facing acute working capital shortages.
* Encouraging greater use of the capital market for long-term financing to diversify funding sources, strengthen the capital market, reduce banks’ asset-liability mismatches, and mitigate NPL risks.

The Governor listened attentively to the issues raised and assured that the concerns and recommendations of BAPLC would receive due consideration.

Coordination meeting between BAPLC and BMBA held.

A coordination meeting between the Bangladesh Association of Publicly Listed Companies (BAPLC) and the Bangladesh Merchant Bankers Association (BMBA) was recently held at the BAPLC office in Gulshan-2, Dhaka. Members of the Executive Committees of both organizations attended the meeting. The session was presided over by BAPLC President Mr. Riad Mahmud.

The meeting provided a constructive platform for in-depth discussions on key challenges currently affecting the capital market. Special emphasis was placed on the ongoing IPO drought and the need to identify effective pathways to facilitate the introduction of new Initial Public Offerings (IPOs) in the market. Participants also exchanged views on several structural bottlenecks impeding the IPO process, the heavy reliance on bank financing for long-term capital requirements, and the implications of certain provisions under BSEC Corporate Governance Code as well as the Public Offer of Equity Securities Rules.

The discussions further underscored the importance of establishing a more enabling regulatory and policy framework to encourage quality issuers to access the capital market, thereby promoting sustainable market development and deepening of the equity market.

Both BAPLC and BMBA reached a consensus to jointly address the existing impediments to IPO issuance and agreed to work collaboratively and to engage with the Bangladesh Securities and Exchange Commission (BSEC) to identify practical solutions and support necessary reforms aimed at revitalizing the IPO pipeline and strengthening the overall capital market ecosystem.

A Tenancy Agreement Signing Ceremony was recently held between Dhaka Stock Exchange PLC (DSE) and the Bangladesh Association of Publicly Listed Companies (BAPLC).

As part of this agreement, BAPLC will be relocating its office to DSE Tower, located in Nikunja-2, adjacent to the new platform of the airport.

Both DSE and BAPLC believe that establishing BAPLC’s office at DSE Tower will significantly enhance engagement among stakeholders and regulatory authorities, while ensuring an efficient, professional, and strategically positioned working environment.

The agreement was signed by DSE’s Managing Director, Ms. Nuzhat Anwar, and BAPLC Secretary General, Mr. Amzad Hossain, on behalf of their respective organizations. The ceremony was also attended by DSE Chairman, Mr. Md. Mominul Islam; BAPLC President Mr. Riad Mahmud; Vice President, Engr. Syed Ishtiaq Ahmed; and DSE Managing Director Ms. Nuzhat Anwar and Chief Operating Officer (COO) Asadur Rahman among others.
